Penelope W. Kyle is an American academic administrator and government employee,who served as the former president of Radford University,a public,state-funded,comprehensive university,located in Radford,Virginia. [1] She assumed her role on June 1,2005,and retired in June of 2016. [2]
Kyle graduated from Guilford College in Greensboro,North Carolina and did her postgraduate studies in English at Southern Methodist University in Dallas,Texas. She received her Juris Doctor from the University of Virginia School of Law and later earned her MBA from the College of William &Mary. [3]
Kyle served as Executive Director of the Virginia Lottery for 11 years,under three successive governors. [4] First appointed by Governor George Allen in 1994,she was reappointed by Governor Jim Gilmore,and then reappointed once again by Governor Mark Warner. Previously,Kyle was employed by CSX Corporation,an international transportation company,where she became the company's first female officer. Before joining CSX Corporation,she was an attorney with McGuireWoods,LLP in Richmond. [5] She also taught English for six years at Thomas Nelson Community College in Hampton,Virginia. [6]
Kyle served on the Board of Visitors at James Madison University (JMU) from 1984 until 1992 and on the JMU Foundation Board 1992 until 1994. She also served on the Virginia Commonwealth University Foundation Board from 1994 until 2000 and on the Board of Governors of Saint Christopher School from 1999 until 2005. Kyle was also a member of the Board of Directors of the Roanoke Regional Chamber of Commerce. She is currently a member of the Board of Directors of PRA,Inc.,a publicly traded company,and has been since 2005. [7]
Kyle became Radford University's sixth,and first female,president when she took office on June 1,2005. On March 30,2015,Kyle announced that she would retire as Radford University president effective June 30,2016. [4] In February 2016,the Radford University Board of Visitors announced that the College of Business and Economics Building (COBE) would be named after Kyle. [3]
Kyle is married to Charles L. Menges,an attorney and partner with McGuire,Woods,LLC. They are the parents of three children. [6]
A native of Southwest Virginia,Kyle attended Galax,Virginia public schools. [8]
James Madison University is a public research university in Harrisonburg,Virginia. Founded in 1908 as the State Normal and Industrial School for Women at Harrisonburg,the institution was renamed Madison College in 1938 in honor of President James Madison and then James Madison University in 1977. It is situated in the Shenandoah Valley,just west of Massanutten Mountain.
Radford University is a public university in Radford,Virginia. It is one of the state's eight doctorate-granting public universities. Bush. He replaced Secretary Paul H. O'Neill on February 3,2003 and was succeeded by Henry Paulson on July 3,2006. Snow submitted a letter of resignation on May 30,2006,effective "after an orderly transition period for my successor." Snow announced on June 29,2006 that he had completed his last day on the job;Robert M. Kimmitt served as acting secretary until Paulson was sworn in. Snow has since worked as chairman of Cerberus Capital Management.
Guilford College is a private liberal arts college in Greensboro,North Carolina. Guilford has both traditional students and students who attend its Center for Continuing Education (CCE). Founded in 1837 by members of the Religious Society of Friends (Quakers),Guilford's program offerings include such majors as Peace and Conflict Studies and Community and Justice Studies,both rooted in the college's history as a Quaker institution. Its campus has been considered a National Historic District by the United States Department of the Interior since 1990.

The James Madison Dukes are the intercollegiate athletics teams that represent James Madison University (JMU),in Harrisonburg,Virginia. The name "Dukes" is derived from Samuel Page Duke,the university's second president. The Dukes play as members of the Sun Belt Conference. JMU was a charter member of the Colonial Athletic Association,which sponsors sports at the NCAA Division I level. In football,JMU participates in the Football Bowl Subdivision (FBS) of Division I,formerly known as Division I-A. The Dukes officially left the CAA and joined the Sun Belt Conference in 2022,participating in Division I FBS football and other sports sponsored by the conference.

She was the first woman president in both the state technical college and community college systems. She was inducted into the Maine Women's Hall of Fame in 2015.
Jean Louise Harris was an American physician and politician. The first black woman to graduate from the Medical College of Virginia,she went on to serve on the faculty there before being appointed Virginia Secretary of Human Resources by Governor John N. Dalton. Harris moved to Minnesota,where she ran in the Republican primary for lieutenant governor in 1990 and eventually for mayor of Eden Prairie. She was mayor until her death from lung cancer in 2001.
Dorothy Ann Ortner Horrell is an American educator,university administrator,and philanthropy administrator. From 2016 to 2020,she held the post of Chancellor of University of Colorado Denver. She was previously president of both Red Rocks Community College and the Colorado Community College System,and president and CEO of the Bonfils–Stanton Foundation. In 2009,she was appointed by Colorado Governor John Hickenlooper to the Colorado State University Board of Governors,which she also served as chair for a two-year term. Active on the boards of many community organizations,she was inducted into the Colorado Women's Hall of Fame in 2018.
