The Second Sea Lord and Deputy Chief of Naval Staff is deputy to the First Sea Lord and the second highest-ranking officer to currently serve in the Royal Navy and is responsible for personnel and naval shore establishments. Originally titled Second Naval Lord in 1830, the post was restyled Second Sea Lord in 1904. They are based at Navy Command, Headquarters.

The Chief of Naval Personnel (CNP) is responsible for overall manpower readiness for the United States Navy. As such the CNP is the highest ranking human resources officer in the Navy. The CNP also serves as Deputy Chief of Naval Operations and is one of five Deputy Chiefs of Naval Operations, with the identification of N1/NT. The CNP oversees the operations of the Bureau of Naval Personnel (BUPERS), Navy Personnel Command (NPC) and the Navy Manpower Analysis Center (NAVMAC). The CNP and the other four DCNOs are nominated by the President of the United States and must be confirmed via majority vote by the Senate. The CNP and the DCNOs are appointed as a three-star vice admiral while holding office.
Commodore Philemon F. Quaye was a Ghanaian naval personnel, politician, diplomat and religious leader. He served as Chief of the Naval Staff of the Ghana Navy and as a senior officer in the Ghana Army as well. He served as Chief of Naval Staff of the Ghana Navy from 1 April 1969 to 15 May 1972. He was once Scripture Union International Council chairman. He was also active with World Vision International in Ghana and elsewhere.
Admiral Sir Philip Andrew Jones, is a retired senior Royal Navy officer. After service in the South Atlantic in 1982 during the Falklands War, he commanded the frigates HMS Beaver and HMS Coventry. He went on to be Flag Officer, Scotland, Northern England and Northern Ireland, Commander United Kingdom Maritime Forces and Assistant Chief of the Naval Staff before being appointed Fleet Commander and Deputy Chief of the Naval Staff. Jones served as First Sea Lord from April 2016 to June 2019.

Admiral Sunil Lanba, PVSM, AVSM, PJG, ADC is a retired Indian naval officer who served as the 23rd Chief of the Naval Staff of the Indian Navy. He assumed the office on 31 May 2016 after Admiral Robin K. Dhowan and demitted office three years later on 31 May 2019. During this time, he also served as Chairman of the Chiefs of Staff Committee and Honorary Aide-de-Camp to the President of India.

He was the Commandant of the Naval War College, Goa and served as a naval advisor to the government of Seychelles. He is an alumnus of National Defence Academy, the Naval War College, the Army War College, Mhow and the Royal College of Defence Studies.
