Surat is a city in the western Indian state of Gujarat. The word Surat directly translates to face in Urdu, Gujarati and Hindi. Located on the banks of the river Tapti near its confluence with the Arabian Sea, it used to be a large seaport. It is now the commercial and economic centre of South Gujarat, and one of the largest urban areas of western India. It has well-established diamond and textile industry, and is a major supply centre for apparels and accessories. About 90% of the world's diamonds are cut and polished in Surat. It is the second largest city in Gujarat after Ahmedabad and the eighth largest city by population and ninth largest urban agglomeration in India. It is the administrative capital of the Surat district.

The 1994 plague in India was an outbreak of bubonic and pneumonic plague in south-central and western India from 26 August to 18 October 1994. 693 suspected cases and 56 deaths were reported from the five affected Indian states as well as the Union Territory of Delhi. These cases were from Maharashtra, Gujarat, Karnataka, Uttar Pradesh, Madhya Pradesh and New Delhi. There are no reports of cases being exported to other countries.

He also served as the Secretary of the Ministry of Communications and Information Technology and the Ministry of Commerce and Industry. He was awarded the fourth highest civilian award of the Padma Shri by the Government of India, in 1998, making him one of the few civil servants to be awarded Padma honours while in service. He is also a recipient of the Tirupathi Raju Memorial Award.
