The Polidano Group is the largest private construction business in Malta.
Charles Polidano (Iċ-Ċaqnu, born 1960) and his brother Paul founded in 1982 a small construction company, [1] which was incorporated as Polidano Brothers Ltd in July 1987. [2] The company invested in the mechanisation of the construction industry (until then very labour-intensive), growing through three decades into Malta's biggest construction company. [1]
The Polidano groups has operations in various sectors: manufacturing and construction, the group's core activity; property development; and hospitality and leisure (The Westin Dragonara, Le Meridien, St Julian's, and Montekristo Estates [3] ). [4]
Polidano has been working on almost all major infrastructural projects in Malta in the past decades from the Malta Freeport terminal 1 extension, the Lufthansa Technik hangar, the WasteServ Sant Antnin Solid Waste Treatment Plant, the North Sewage Treatment Plant, as well The Westin Dragonara, Intercontinental Hotel and Hilton hotels and the high-end housing developments of Portomaso and Tigné Point. In 2009 Polidano started the development of a 40-apartment residential block within Balzan's village core, despite its application having been rejected by the Malta Environment and Planning Authority (MEPA) as leading to overdevelopment. Polidano, who had already cleared the back garden by uprooting trees (including 50 years old protected bay laurel trees), then left the area in a dilapidated state for years. In July 2011, MEPA issued an emergency conservation order over the site, but Polidano took no action. In July 2013 a Court fined Polidano Group for €100,000, close to the maximum by law, and ordered Polidano to abide by the conservation order. [5] However, in November 2017 the court of criminal appeal reduced the fine to €10,000, noting that in the meantime, in 2014, another Polidano company had been granted permission to develop the area while preserving a green enclave with a large number of trees. [6] Polidano was still ordered to comply with the emergency conservation order or pay a daily fine of €130. [7] Also, in February 2017 the Planning Authorities sanctioned further changes to the project, including the building of a swimming pool. [8]
The development of Polidano's headquarters in Ħal Farruġ, 64,000 square metres of land on the limits of the Malta Airport, took place without any permit. Polidano built a 19-metre high office block (double the 10.5 metre limit for industrial areas) and multilevel underground parking, as well as a brick factory and a dormitory for up to 64 foreign workers. In July 2010 Polidano applied for legalisation. These developments were subject to an enforcement notice by the Planning Authority in 2011, which was however suspended for over a decade pending applications for sanctioning. [9] In May 2021 the Planning Authority legalised Polidano's illegal developments against a fine of €32,754. [10]
Polidano also owns the Montekristo Estates holding outside Siġġiewi, including event venues, entertainment facilities, a zoo, a restaurant, a winery, and an olive oil mill operation, which Malta's Planning Authority once described as “one of the largest illegally-built construction sites on the island”. [11] In November 2013 the Planning Authority descended on the site together with soldiers and police to demolish illegalities, including a replica of a Knights of Malta tower, a classical-style building and a four-storey edifice with a pool being used as a cafeteria. [12] However, any demolition was prevented by a court injunction elicited by Polidano. [13] In June 2020 the Planning Authority stopped illegal works at the site (two towers on either side of the main gate), after Polidano had gathered over €700,000 in daily fines. [12]
In November 2020 Times of Malta reported that Polidano Brothers Limited had gathered some €30.4 million in unpaid taxes over two decades. Other companies owned by Charles Polidano (including the Montekristo Estates) also owned the Maltese state some €6.3 million and €1.2 million. Polidano had been ordered to settle the outstanding debt or face legal action. It is unclear how Polidano could apply for public tenders (which require a compliance certificate) given the outstanding unpaid taxes. [11]
Following the news of unpaid tax arrears, Polidano Group was reportedly blacklisted from public tenders. However, Charles Polidano continued to bid for public works through other controlled companies, and to conduct works in partnership with other major developers such as Joseph Portelli. [14]
In July 2022, Charles Polidano and his son Gordon were arrested on suspicion of having corrupted a senior official at a large entity through the sale of a property. They were released on bail. [15]
Paceville is a district in St Julian's which is the main nightlife hub in Malta, being heavily populated with nightclubs, bars, strip clubs, pubs and restaurants. It is hence also known as 'Malta's Sin City'. Paceville is located between Spinola Point and Dragonara Point, delimiting Spinola Bay and St. George's Bay respectively.
Ladbrokes Coral is a British gambling company founded in 1886. Its product offering includes sports betting, online casino, online poker, and online bingo. The Ladbrokes portion of the group was established in 1886, and Coral in 1926. In November 2016, the companies merged to create Ladbrokes Coral Group. Since March 2018, it has been owned by Entain. Prior to its sale, Ladbrokes Coral was listed on the London Stock Exchange, and was a member of the FTSE 250 Index.

Teatru Manoel is a theatre and important performing arts venue in Malta. The theatre is often referred to as simply "The Manoel", and is named after Grand Master of the Order of the Knights Hospitaller, Fra António Manoel de Vilhena, who ordered its construction in 1731. The theatre is reputed to be Europe's third-oldest working theatre, and the oldest theatre still in operation in the Commonwealth of Nations.
The De Redin Towers are a series of small coastal watchtowers built in Malta by the Order of Saint John between 1658 and 1659. Thirteen towers were built around the coast of mainland Malta to act as watchtowers. Eight of the towers still survive.
The M-towers, also known as the Metropolis Towers, are three towers that are proposed between triq d'Argens and triq Testaferrata within the limits of Msida, Malta, though often mentioned at Gżira and commonly known as the "Testaferrata site". The tallest of the three towers, at 33 stories, would become the second tallest building on the island, only behind the Mercury Tower. The towers would form part of a larger project, Metropolis Plaza, to include a plaza, shops and restaurants. The building is set to affect the skyline of Valletta and the Grand Harbour. The Gzira Local Council did not object to the project. Until early 2023, the project was on hold and no development had taken place on site for years. However, works on the site resumed in February 2023.
Ras ir-Raħeb, known also as Ras il-Knejjes is a scenic limestone promontory in north-western Malta, close to the hamlet of Baħrija. The headland is located in the administrative area of the council of Rabat. Ras ir-Raħeb lies in the north-western corner of the Rabat-Dingli-Mdina plateau, just off Fomm ir-Riħ Bay. It rises to 45 metres above sea level. The peak allows views of the west coast of the island, as far as the cliffs of Ta' Ċenċ in Gozo. A wide variety of vegetation grows on the headland, including large populations of esparto grass on the clay slopes in the area. The headland also serves as a navigational marker.
The Malta Environment and Planning Authority was the national agency responsible for the environment and planning in Malta. It was established to regulate the environment and planning on the Maltese islands of Malta, Gozo and other small islets of the Maltese archipelago. MEPA was bound to follow the regulations of the Environment Protection Act (2001) and the Development Planning Act (1992) of the Laws of Malta. The national agency was also responsible for the implementation of Directives, Decisions and Regulations under the EU Environmental Acquis as Malta is a member of the European Union, while considering other recommendations and opinion of the Union. The Authority employed over 420 government workers, from a wide range of educational backgrounds, all within their merit of profession.
Merkanti Reef, also known as Mercanti Reef, is a reef off the shore of St. Julian's, Malta. It is located between the shores of Dragonara Palace and the Hilton Resort in St Julian's.
Villa Francia, initially named as Palazzo Francia, then named as Villa Preziosi, and officially known as Palazzo Francia and Francia Estate, is an 18th-century palace in Lija, Malta. The palace was built circa 1757, by Francesco Preziosi, with baroque architecture that gave a sense of pride and power to noble people at the time. The first ambitious owner became bankrupt with the expenses of the palace, to make it an outstanding building and incomparable with others, and because of this he was pressured to sell his possession by the Order of St. John to pay his accumulated debts.
Dragonara Palace, also known as Palazzo Dragonara or Villa Dragonara, is a palace in St. Julian's, Malta. It was built in 1870 as a summer residence for the Scicluna family, and it is now a casino called Dragonara Casino.
Tal-Wejter Tower is a tower in Birkirkara, Malta, which was built in the early 18th century by the Order of Saint John. It is also known locally as it-Torri tal-Misħun, a reference to its machicolations which are known as galleriji tal-misħun in Maltese. The tower was partially demolished in the 1960s, but it was later rebuilt. Today, it is in a rather dilapidated state.
The Jerma Palace Hotel is a former four-star hotel in Marsaskala, Malta. It was opened as a Libyan investment in 1982, and was managed by Corinthia Hotels International. It was the largest hotel in southern Malta until it closed down in 2007. The building was subsequently abandoned, and it has since fallen into a state of disrepair. Plans to demolish the former hotel began in 2016.
Fawwara Gate, also known as Gzira Gate, Sliema Gate, Testaferrata Gate and Tower Gate, is a late 18th-century archway built during the rule of the Order of St. John in Gżira, Malta. The archway was built as a commemoration of a new principal main road that is set on a long stretch of lands from Msida to Sliema; today being two roads namely Msida Road and Rue d'Argens.
The Devil's Farmhouse, also known in Maltese as Ir-Razzett tax-Xitan, and officially as Ir-Razzett Tax-Xjaten, is an 18th-century farmhouse in Mellieħa, Malta. The farmhouse features two unconnected buildings. The original scope for the buildings was to function as stables and a horse-riding school (Cavalerizza).
Cannabis in Malta is legal, within limits, to grow, use, and possess for adults. In 2018, the Parliament of Malta legalised medical cannabis. On 14 December 2021, the Parliament of Malta legalised recreational cannabis for personal possession and use for those aged 18-years-old and over, becoming the first EU country to do so.
3, Triq ix-Xatt was a nineteenth-century building in Marsaskala, Malta. Built during the Crown Colony of Malta, it was a vernacular structure which appears in an iconic 1885 photo of the former fishing village - prior development into a residential and holiday location. It was among the few old buildings in the area at one time, which at some point became a residence until it became vacant.
Rediffusion House is a Modernist building located in Gwardamanġa, limits of Pietà, Malta. Designed by the architect Carmelo Falzon, the building was completed in 1958 for Rediffusion (Malta) Ltd. It briefly housed Television Malta in the 1960s before a purpose-built Television House was constructed in 1964. The building continued to house Rediffusion until 1975, when the company's operations were taken over by Xandir Malta.
Villa Alhambra is a Moorish Revival villa in Sliema, Malta. Neighbouring both Villa Pax and Villa Alcazar, Villa Alhambra was built in the 1880s by prominent Maltese architect Emanuele Luigi Galizia as his own summer residence in Moorish Revival style. It has a Moghul and Moorish exterior, coupled with Baroque and Victorian interior.
The Planning Authority, sometimes still popularly mistakenly referred to as the previous MEPA, is a government agency which is responsible for land use and planning in Malta.
