The Mayor of Huaihua is the highest-ranking official in the People's Government of Huaihua or Huaihua Municipal Government. However, in the city's dual party-government governing system, the Mayor has less power than the Communist Party of Huaihua Municipal Committee Secretary, colloquially termed the "CPC Party Chief of Huaihua" or "Communist Party Secretary of Huaihua".

Tong Mingqian is a former Chinese politician. At the height of his political career he served as the Communist Party Secretary of the cities of Shaoyang and Hengyang, before becoming the Vice-Chairman of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, a largely ceremonial legislative consultation body. He was removed from office in December 2013 and placed under investigation by the Communist Party's anti-graft agency.
Li Jia is a former Chinese politician from southwest China's Sichuan province. She was investigated by the Chinese Communist Party's anti-graft agency in November 2014.
