The Pragati Legislature Party(Also called Pragati Dal) was a political grouping in the Legislative Assembly of the Indian state Orissa. PLP was formed in 1973 by the Utkal Congress, Swatantra Party and others. The PLP leader Biju Patnaik, was elected as the Leader of the Opposition of the Assembly on February 9, 1973. His tenure as Leader of Opposition lasted until March 3 the same year. On that date President's Rule was introduced in the state. [1]
PLP and its member organizations later merged into Bharatiya Lok Dal in the end of 1974. [2] [3]
Politics in early 70's Odisha was very fluid. The election of 1971 threw a hung assembly. A coalition government was formed by Utkala Congress, Swatantra Party, Jharkhand Party and others. This government under leadership of Bishwanath Das lasted about a year. There were defections and it lost majority. A Congress government headed by Nandini Satpathy came into power by inducting the defectors from Utkal Congress. However the Satpathy government lost majority in six months when the ex-Utkal Congress Members decided to revive Utkal Congress. Satpathy Decided to call an election. On the eve of election Swatantra Party, Utkal Congress and Swadhin Congress decided to form Pragati Legislature Party. PLP staked claim to form government, but the Governor B.D Jatti dissolved the assembly and called for election. [4] [5]
PLP was not a political party in a conventional sense. Its different constituents fought elections under different symbols and campaigned under different flags. It was led by 3 stalwarts of Odisha politics, Rajendra Narayan Singh Deo , Biju Patnaik, and Harekrushna Mahatab. [6]
PLP won 56 seats in the 1974 mid-term elections. Biju Patnaik was elected as leader of opposition. [7] [8]
Utkal Congress was a political party in the Indian state of Odisha. It was formed in 1969 when Biju Patnaik left Indian National Congress. After the 1971 Odisha elections UC took part in the Bishwanath Das ministry in the state. In 1974 Utkal Congress merged into Bharatiya Lok Dal.

The 2009 Odisha Legislative Assembly election took place in April 2009, concurrently with the general election. The elections were held in the state in two phases. Despite having recently separated from the Bharatiya Janata Party after an eleven-year partnership, the Biju Janata Dal (BJD) retained power in the Odisha State Assembly with a more convincing majority. Party chief Naveen Patnaik was formally re-elected as the BJD Legislature party leader on 19 May, thus paving the way for his third consecutive term as the Chief Minister of Odisha.

He was the most powerful minister in Biju Patnaik's cabinet. He was four times MLA from Patkura Constituency of Kendrapara district. He won four straight elections in 1980, 1985, 1990 and 1995.

Hussain Rabi Gandhi was an Indian Odia writer of the late-twentieth century, a politician and a cultural activist hailing from the Indian state of Odisha. Being a founder member of Biju Janata Dal, he served as the general secretary of the party from upon its formation in 1998 till 2005. In 1994 the title of Biplabi Loka Kabi was conferred upon him by the Mayor of Cuttack. He was also awarded with the title of Utkala Jyoti in 1996 by the then Deputy chief minister of Odisha, Basant Kumar Biswal on the behalf of Freedom Fighter's Organisation. Gandhi primarily wrote in Odia language and was bestowed with the Secular India Harmony Award in 1993 by the former President of India, Giani Zail Singh and with the Gangadhar Meher Kabita award in 2015 for his notable contributions to the field of Odia poetry. Hussain served as the President of Odisha Sahitya Akademi (2008–2010). He was famously known as the Gandhi of Korei and was regarded as a bridge between Western Odisha and Costal Odisha. He also served as Lead Member of Smt. Nandini Satpathy Memorial Trust (SNSMT).
Swatantra, Utkal Congress and S.P.I. merged into Bharatiya Lok Dal.
When the Pragati Legislature Party was formed, the Utkal Congress became a constituent unit of it. In a meeting, on 17th August, 1974, the founder President of the UC party announced the decision of the party to merge with the B.L.D.
Whereas the Pragati combine managed to get 56 seats with 38.5% votes
