Project Agile was an Advanced Research Projects Agency (ARPA) project in the 1960s that investigated means for engaging in remote, limited asymmetric warfare. The research was intended for use in providing U.S. support to countries engaged in fighting Communist insurgents, particularly in South Vietnam and Thailand. [1]
Project Agile was directed by the United States Department of Defense Advanced Research Projects Administration, or ARPA, and ran from mid 1961 through 1974, when it was canceled. The project was charged with developing methods to use in the Vietnam War and also provided information for use by Thailand in counterinsurgency action against Communist insurgents. [2] [3]
Project Agile covered a wide range of topics related to warfare under various conditions present in the Far East, from electronic surveillance, used to interdict Communist convoys in the Ho Chi Minh trail, to sociological research on troops likely to be subverted by Communist rebels. It was broken down into a number of subprojects. [3] [4] [5]
Subprojects II and VIII were merged into Subproject I, and the resulting subproject covered weapons, individual equipment, and rations. Individual weapons included the M16 assault rifle, special purpose shotguns for use as insurgency weapons, flamethrowers, and rifle grenades. Crew served weapons included cupolas for armored personnel carriers, quad-mount machine guns, squeeze bore .50 to .30 in (12.7 to 7.6 mm) caliber guns, multiple shot grenade launchers, lightweight mortars, and the Stoner 63 weapons system. Subproject III covered remote area mobility and logistics. Included were studies of air and land transport, amphibious and water transport, STOL aircraft, and remote airstrips. [7]
Subproject IV covered communications systems. Both technical and procedural aspects of radio communications were studied, as well as power supplies and antennas. [8]
Subproject V covered combat surveillance and target acquisition. Included were studies of airborne systems, such as infrared, radar, light amplification and spectral zone photography; surface use systems such as night vision, personal Doppler radar, target illumination, metal and cavity detectors; security and navigation systems. [9]
Subproject VI covered "individual and special projects", which included use of herbicides (such as Agent Orange), psychological warfare, and medical research and equipment. The use of herbicides was largely inspired by the British use of 2,4-D and 2,4,5-T (a mixture designated "Agent Orange" by the U.S.) to destroy jungle-grown crops during the Malayan Emergency in the 1950s. Part of Project Agile was Subproject VI and the "Outside the Contiguous US" (ONCUS) Defoliation Test Program was sponsored by the Advanced Research Projects Agency under Project Agile, ARPA Order 423. [11] Conducted by the United States Army Biological Center which was based at Fort Detrick, Maryland, one test program was conducted in Thailand in 1964 and 1965 to determine the effectiveness of aerial applications of Purple, Orange, and other candidate chemical agents in defoliation of upland jungle vegetation representative of Southeast Asia. [11] Data provided by these techniques were used in comparative evaluation of defoliant chemicals in relation to rate, volume, season of application, canopy penetration, and vegetation response. [11]
There have been recurring allegations that similar tests have been conducted in Okinawa. Japan Times and Okinawa Times published accounts from an unnamed official claiming that "Pentagon had tested defoliants in the island’s northern jungles near Kunigami and Higashi villages." Other corroborating evidence is that in 1962, the U.S. Army counterinsurgency school in[ clarification needed ] Vietnam moved to Okinawa. The USNS Schuyler Otis Bland (T-AK-277) was known to have brought highly classified "agriculture products" under armed guard to southeast Asia, Okinawa, and Panama. [12] The ship's logbook was found by Michelle Gatz and shows the ship was carrying classified cargo that was offloaded under armed guard at White Beach a U.S. Navy port on Okinawa's east coast on April 25, 1962. [12] After departing Okinawa in spring 1962, the Bland sailed to the Panama Canal Zone where, the Panamanian government asserts, the U.S. tested herbicides in the early 1960s. [12] In June 2013, the US DoD rejected the allegations that Agent Orange being present on Okinawa, saying they had no factual basis. [13] For example, according to the DoD report, the S.O. Bland was loaded with Agent Pink and Agent Purple, which it off loaded to Vietnam on 16–18 January 1962 before it stopped at Okinawa on 31 January 1962 on its way back. [14]
The late author Sheldon H. Harris in his book Factories of Death: Japanese Biological Warfare, 1932-1945, and the American cover up wrote that field tests for wheat rust and rice blast were conducted throughout 1961 in Okinawa and at "several sites in the midwest and south", although these were probably part of Project 112. Harris attributes the rapid expansion of the US defoliant programs to these early successes. [15]
Subproject VII covered technical planning and programming, including research into morbidity and casualties, environmental issues, and various tactical studies, both of Viet Cong operations, and other instances of asymmetric warfare, such as conflicts in Algeria and Latin America. [16]
Agent Orange is a chemical herbicide and defoliant, one of the tactical use Rainbow Herbicides. It was used by the U.S. military as part of its herbicidal warfare program, Operation Ranch Hand, during the Vietnam War from 1961 to 1971. The U.S. was strongly influenced by the British who used Agent Orange during the Malayan Emergency. It is a mixture of equal parts of two herbicides, 2,4,5-T and 2,4-D. In addition to its damaging environmental effects, traces of dioxin found in the mixture have caused major health problems and deformities for many individuals who were exposed, and their children.
Operation Ranch Hand was a U.S. military operation during the Vietnam War, lasting from 1962 until 1971. Largely inspired by the British use of chemicals 2,4,5-T and 2,4-D during the Malayan Emergency in the 1950s, it was part of the overall herbicidal warfare program during the war called "Operation Trail Dust". Ranch Hand involved spraying an estimated 19 million U.S. gallons (72,000 m3) of defoliants and herbicides over rural areas of South Vietnam in an attempt to deprive the Viet Cong of food and vegetation cover. Areas of Laos and Cambodia were also sprayed to a lesser extent. According to the Vietnamese government, the chemicals caused 400,000 deaths. The United States government has described these figures as "unreliable".
A defoliant is any herbicidal chemical sprayed or dusted on plants to cause their leaves to fall off. Defoliants are widely used for the selective removal of weeds in managing croplands and lawns. Worldwide use of defoliants, along with the development of other herbicides and pesticides, allowed for the Green Revolution, an increase in agricultural production in mid-20th century. Defoliants have also been used in warfare as a means to deprive an enemy of food crops and/or hiding cover, most notably by the United Kingdom during the Malayan Emergency and the United States in the Vietnam War. Defoliants were also used by Indonesian forces in various internal security operations.
Agent Blue is one of the "rainbow herbicides" that is known for use by the United States during the Vietnam War. It contained a mixture of dimethylarsinic acid and its related salt, sodium cacodylate, and water.

Herbicidal warfare is the use of substances primarily designed to destroy the plant-based ecosystem of an area. Although herbicidal warfare use chemical substances, its main purpose is to disrupt agricultural food production and/or to destroy plants which provide cover or concealment to the enemy, not to asphyxiate or poison humans and/or destroy human-made structures. Herbicidal warfare has been forbidden by the Environmental Modification Convention since 1978, which bans "any technique for changing the composition or structure of the Earth's biota".
Agent White is the code name for a herbicide used by the U.S. military in its herbicidal warfare program during the Vietnam War. The name comes from the regulatory requirements of identifying each container of the various herbicides through the addition of colored stripes. The colors used were orange, purple, pink, blue, and white by the manufacturers to ensure that the contents were easily identifiable during shipment and usage, as the colors were selected by the U.S. government. Largely inspired by the British use of herbicides and defoliants during the Malayan Emergency, it was one of the so-called "rainbow herbicides".

2,4,5-Trichlorophenoxyacetic acid, a synthetic auxin, is a chlorophenoxy acetic acid herbicide used to defoliate broad-leafed plants. It was developed in the late 1940s, synthesized by reaction of 2,4,5-Trichlorophenol and chloroacetic acid. It was widely used in the agricultural industry until being phased out, starting in the late 1970s due to toxicity concerns. Agent Orange, a defoliant used by the British in the Malayan Emergency and the U.S. in the Vietnam War, was equal parts 2,4,5-T and 2,4-D. 2,4,5-T itself is toxic with a NOAEL of 3 mg/kg/day and a LOAEL of 10 mg/kg/day. Agent Pink contained 100% 2,4,5-T. Additionally, the manufacturing process for 2,4,5-T contaminates this chemical with trace amounts of 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD). TCDD is a carcinogenic persistent organic pollutant with long-term effects on the environment. With proper temperature control during production of 2,4,5-T, TCDD levels can be held to about .005 ppm. Before the TCDD risk was well understood, early production facilities lacked proper temperature controls and individual batches tested later were found to have as much as 60 ppm of TCDD.

Camp Gonsalves is a U.S. Marine Corps jungle warfare training area located in northern Okinawa, Japan, across the villages of Kunigami and Higashi. Established in 1958, it is the largest U.S. training facility in Okinawa. The camp is located in the Yanbaru forest protected area, raising long time ecological concerns enhanced by the 2016 plan to build new helipads.

Agent Orange Act of 1991 establishes provisions for the National Academy of Sciences to analyze and summarize scientific evidence regarding presumptive military service exposure to defoliants, dioxins, and herbicides, better known as Agent Orange, during the Vietnam War era. The United States Statute endorses an observation of human medical conditions directly related to non-Hodgkin lymphoma, soft-tissue sarcoma, chloracne, and consistent acneform diseases for military personnel who served in the overseas Vietnamese region. The Act of Congress ratifies a medical research compilation of voluntarily contributed blood and tissue samples provided by Vietnam-era veterans serving in Southeast Asia between 1961 and 1975.
Agent Orange is a herbicide, classified as a defoliant, that was used most notably by the U.S. military during the Vietnam War. The Vietnam War had a major and long-lasting impact on the environment of the countries affected. The environment of Vietnam was severely degraded by the use of defoliants, bombing and other military activities. North Vietnam utilized the geography and ecology of the region to conceal their activities and move resources, such as via the complex network of tunnels and paths in the Ho Chi Minh trail. In response, the United States developed and deployed technologies and campaigns to clear forests and destabilize soil, greatly impacting the environment. Over time, the long-term Agricultural productivity in parts of Vietnam was reduced by many herbicidal agents and bombing campaigns. The war has also been linked to extensive deforestation and influenced the hydrology of the Mekong region.
Herbicidal warfare research conducted by the U.S. military began during the Second World War with additional research during the Korean War. Interest among military strategists waned before a budgetary increase allowed further research during the early Vietnam War. The U.S. research culminated in the U.S. military defoliation program during the Vietnam war known as Operation Ranch Hand.
