Prudence Sebahizi (born 1 March 1978),is a Rwandan international trade economist,politician,and former athlete. Since August 2024,he serves as the Rwandan minister of trade and industry. Before his ministerial appointment,he was the director for institutional matters and programmes coordination at the African Continental Free Trade Area (AfCFTA) Secretariat,based in Accra,Ghana,a role he held from November 2022. Sebahizi was born in Gicumbi,Rwanda,on 1 March 1978. He earned a Bachelor of Science degree in economics from the National University of Rwanda. In 2011,he completed a master's degree in international development policy at Seoul National University in South Korea. [4]
Sebahizi began his career in the early 2000s,working in various capacities within the Government of Rwanda,with a focus on trade and regional integration. Notably,he served as Rwanda's Chief Negotiator during the East African Community (EAC) Common Market Protocol negotiations. The protocol,signed in November 2009,came into force in July 2010. [5]
In 2006,Sebahizi played a key role in Rwanda's accession to the EAC,collaborating with the Ministry of Trade and Industry,the Office of the President,and the Ministry of Foreign Affairs and International Cooperation. [4] Between 2012 and 2014,he served as the National Coordinator of the East African Civil Society Organizations’Forum (EACSOF),advocating for inclusive regional integration. [6] During this time,he also advised the government on regional integration options and helped implement Rwanda's Diagnostic Trade Integration Study (DTIS),which integrated trade into national policies and strategies. [7]
Sebahizi has been instrumental in shaping and operationalizing the African Continental Free Trade Area (AfCFTA). Joining the African Union Commission (AUC) in 2015,he provided technical and strategic guidance during the AfCFTA preparatory process. In August 2016,he was appointed chief technical advisor on AfCFTA and head of the AfCFTA Unit/Interim Secretariat at the African Union Commission. In this capacity,Sebahizi led a team of experts supporting negotiations and strengthening the AUC's capacity to advance the AfCFTA agenda. [8] [9]
On 14 August 2024,Sebahizi was appointed by President Paul Kagame in the Cabinet of Rwanda as the Rwanda Minister of Trade and Industry succeeding Jean Chrysostome Ngabitsinze. Shortly after his appointment,he represented Rwanda at the 23rd COMESA Heads of State and Government Summit in Bujumbura,Burundi,on 31 October 2024. [10] In November 2024,he attended the 7th China International Import Expo (CIIE) in Shanghai,highlighting Rwanda's commitment to fostering international trade and investment. [11] [12]
Sebahizi has actively championed measures to eliminate non-tariff barriers (NTBs) and streamline trade processes. In December 2024,during a high-level dialogue in Rwanda,he emphasized the need for centralized services,one-stop border posts,and real-time NTB reporting platforms to enhance regional and international trade. The dialogue also reviewed findings from the Trade Regulatory Assessment Study and informed the development of Rwanda's National Strategy on the Elimination of NTBs (2025–2030). [13] [14]
Sebahizi's early life was marked by his passion for handball. As a university student,he played for the National University of Rwanda’s team. Later,he held various leadership roles within the Rwanda Handball Association,serving as general secretary (2004–2005),manager of resources (2005–2008),and president (2008–2010). [15] [16] Reflecting on his transition from sports,Sebahizi told Igihe.com:
"I always thought my entire life would revolve around sports,but I later realized that physical strength isn’t permanent. I became a sportsman through my involvement in my university handball team and later transitioned into sports administration." [4]
The East African Community (EAC) is an intergovernmental organisation in East Africa. The EAC's membership consists of eight states:Democratic Republic of the Congo,the Federal Republic of Somalia,the Republics of Burundi,Kenya,Rwanda,South Sudan,Uganda,and Tanzania. William Ruto,the president of Kenya,is the current EAC chairman. The organisation was founded in 1967,collapsed in 1977,and was revived on 7 July 2000. The main objective of the EAC is to foster regional economic integration.
The East African Development Bank (EADB) is a regional development finance institution located in Kampala,Uganda with the objective of promoting development in the member countries of the East African Community. The current member states of the EADB are Kenya,Uganda,Rwanda,and Tanzania including other development and commercial financial institutions. The bank was initiated in 1967 and has been in operation since the development of its charter.
The African Economic Community (AEC) is an organization of African Union states establishing grounds for mutual economic development among the majority of African states. The stated goals of the organization include the creation of free trade areas,customs unions,a single market,a central bank,and a common currency thus establishing an economic and monetary union.

It "aims to achieve collective autonomy,raise the standard of living of its populations and maintain economic stability through harmonious cooperation".
The African Free Trade Zone (AFTZ) is a free trade zone announced at the EAC-SADC-COMESA Summit on 22 October 2008 by the heads of Southern African Development Community (SADC),the Common Market for Eastern and Southern Africa (COMESA) and the East African Community (EAC). The African Free Trade Zone is also referred to as the African Free Trade Area in some official documents and press releases.
The Common Market for Eastern and Southern Africa (COMESA) is a regional economic community in Africa with twenty-one member states stretching from Tunisia to Eswatini. COMESA was formed in December 1994,replacing a Preferential Trade Area which had existed since 1981. Nine of the member states formed a free trade area in 2000,with Rwanda and Burundi joining the FTA in 2004,the Comoros and Libya in 2006,Seychelles in 2009,Uganda in 2012 and Tunisia in 2018.

Silas Stanislaus Bernard Lwakabamba or simply SilasLwakabamba,is a Tanzanian engineer,academic and politician. Since May 2021,he has been serving as the Regional Managing Director of Coventry University African Hub,based in Kigali,Rwanda. Lwakabamba holds a PhD in Mechanical Engineering from University of Leeds in England since 1975. Since 1997,he served as the founding Rector of Rwanda’s Kigali Institute of Science and Technology. In 2006,he was appointed Rector of National University of Rwanda until 2013. Lwakabamba served as Rwanda's Minister of Infrastructure between February 2013 and July 2014,he also served as Rwanda's Minister of Education since July 2014 until June 2015.

Josephine Lemoyan is a Tanzanian sociologist,social services analyst,and politician. She is a member of the Maasai people. After completing degrees in social sciences at the University of Dar es Salaam in Tanzania,and the University of Hull,in England,she specialised in WASH systems from the early 1990s. Working with governments and NGOs,she advised on wastewater treatment facilities and water and soil conservation. In 2017,she was elected as one of the Tanzanian Members of Parliament for the East African Legislative Assembly (EALA). She served on the EALA's Commission,which oversees the body's administrative functions and served on the committee to evaluate projects and facilities that support the East African Community's common market and custom's union integration. As a member of the Committee on Regional Affairs and Conflict Resolution,she worked on legislation to integrate regional laws on livestock movement,trade,and to protect the ecosystems and safe and secure movement of people and goods on Lakes Tanganyika and Victoria.
Jean Chrysostome Ngabitsinze,is a Rwandan economist and politician,who served as the Rwandan Minister of Trade and Industry,from July 2022 until August 2024. Prior to his appointment,he was Minister of State in MINAGRI,since March 2020. In addition,Jean Chrysostome is the Secretary General of Social Democratic Party (PSD),since 2015. Jean Chrysostome holds a PhD in Agricultural Economics from University of Milan in Italy,and he is a professor of agriculture economics at University of Rwanda,since 2009.
