Public Services and Procurement Canada (PSPC; French : Services publics et Approvisionnement Canada), [NB 1] formerly Public Works and Government Services Canada, is the department of the Government of Canada with responsibility for the government's internal servicing and administration.
The department is responsible for the procurement for other government departments and serves as the central purchasing agent, real property manager, treasurer, accountant, pay and pension administrator, integrity adviser and linguistic authority; it was recognized in 2018 as one of Canada's Best Diversity Employers. [1] It is also the custodian of a large real estate portfolio and as well infrastructure such as bridges, dams and highways.
The department is responsible to Parliament through the minister of public services and procurement and receiver general for Canada – presently Jean-Yves Duclos. Day-to-day operations and leadership of the department is overseen by the deputy minister, a senior civil servant.
The Phoenix Pay System is a payroll processing system for federal employees, run by PSPC. After coming online in early 2016, Phoenix has been mired in problems with underpayments, over-payments, and non-payments. As of March 2018, the estimated cost to fix the problems was over $1 billion. [3]

Payroll taxes are taxes imposed on employers or employees, and are usually calculated as a percentage of the salaries that employers pay their employees. By law, some payroll taxes are the responsibility of the employee and others fall on the employer, but almost all economists agree that the true economic incidence of a payroll tax is unaffected by this distinction, and falls largely or entirely on workers in the form of lower wages. A payroll is a list of employees of a company who are entitled to receive compensation as well as other work benefits, as well as the amounts that each should obtain. Along with the amounts that each employee should receive for time worked or tasks performed, payroll can also refer to a company's records of payments that were previously made to employees, including salaries and wages, bonuses, and withheld taxes, or the company's department that deals with compensation. Defined benefit (DB) pension plan is a type of pension plan in which an employer/sponsor promises a specified pension payment, lump-sum, or combination thereof on retirement that depends on an employee's earnings history, tenure of service and age, rather than depending directly on individual investment returns. Traditionally, many governmental and public entities, as well as a large number of corporations, provide defined benefit plans, sometimes as a means of compensating workers in lieu of increased pay.

The Phoenix pay system is a payroll processing system for Canadian federal government employees, provided by IBM in June 2011 using PeopleSoft software, and run by Public Services and Procurement Canada. The Public Service Pay Centre is located in Miramichi, New Brunswick. It was first introduced in 2009 as part of Prime Minister Stephen Harper's Transformation of Pay Administration Initiative, intended to replace Canada's 40-year old system with a new, cost-saving "automated, off-the-shelf commercial system."
