Public forum debate

Public forum debate is a form of competitive debate where debaters use their evidence and impacts to outweigh the benefits and harms of the opposing side. The topics for public forum have to do with current-day events relating to public policy. Debaters work in pairs of two, and speakers alternate for every speech. It is primarily competed by middle and high school students, but college teams exist as well. Invented in the US, public forum is one of the most prominent American debate events, alongside Policy debate and Lincoln-Douglas debate; it is also practiced in China and India, and has been recently introduced to Romania. [1] [2] [3] [4] [5] [6] [7] Individuals give short (2-4 minute) speeches that are interspersed with 3 minute "Crossfire" sections, questions and answers between opposed debaters. The winner is determined by a judge who also serves as a referee (timing sections, penalizing incivility, etc). [8] The debate centers on advocating or rejecting a position, "resolve", or "resolution", which is usually a proposal of a potential solution to a current events issue. [8] Public Forum is designed to be accessible to the average citizen. [9]

History

Public Forum debate was invented in 2002. It was initially called "Ted Turner Debate" for CNN founder Ted Turner. The "crossfire" period of PF is modeled after Crossfire (U.S. TV program), a political debate show on CNN. [10]

Comparisons to other debate forms

Public Forum debate is often described as more accessible than policy debate. Unlike policy, which has one topic per year, PF debate topics switch every month or every two months and are based on current events. In policy debate, participants tend to "spread", or speak very fast, something that is less common in PF, making PF more understandable to the average "lay", or non-debating person. [11]

Lincoln-Douglas debate tends to focus on philosophical questions, in contrast to PF. [11]

Parliamentary debate is much less structured than PF, and participants are not made aware of their topics until 15–20 minutes before their round, giving them little time to research, gather evidence, and prepare their arguments. [11] In Public Forum, topics are decided prior the month starting, giving debaters plenty of time to research and prepare.

A Public Forum debate consists of 8 speeches and 3 crossfires, each with a time limit. [12]

Constructive speeches (4 minutes)

The first speech, also known as a case, is pre-written and presents the team's "contentions," arguments either supporting or opposing the resolution. These contentions are backed up by warrants, evidence in the form of quotes, or citations from sources. [13]

The two speakers from each team who presented cases then participate in a 3-minute crossfire. The first speaker asks the first question in the crossfire, and the rest of the crossfire consists of each speaker asking their opponent questions.

Rebuttal speeches (4 minutes)

The first rebuttal speaker refutes the constructive speech for the opposite side (that is, the second constructive speech). Parts of this case are sometimes pre-written and are known as "answers to" (A/2s or ATs) or "blocks".

The second refutation speaker refutes the first constructive speaker, but must also defend the arguments of the second constructive speaker, which have just been refuted by the first refutation speaker.

The two speakers then engage in crossfire.

Summary speeches (3 minutes)

The summary speech, given by the 2 first speakers, is given to both reinforce arguments and to refute their opponents, as well as to try and tell the judge which points the debate should be judged on. The summary is often referred to as the most important speech. Competitors "weigh" their points in comparison to their opponents to explain why it is more important through the framework of scope, magnitude, prerequisite, etc.)

The summary speeches are followed by the grand crossfire, a crossfire between all speakers.

Final foci/focuses (2 minutes)

The final focus, given by the second speakers, is 2 minutes and is used to explain to the judge why the speaker's team should win the debate. Debaters are not allowed to bring up new material in final focus.

Preparation time

"Prep" time differs from tournament to tournament. The most common amount of prep in a debate are 3 minutes. This prep time can be taken in between speeches or at other times, but some tournaments or leagues may have rules about when prep time is allowed to be taken. Each team may use the other team's prep time for their preparation, however, the time is only taken from the team that decided to take prep time. Strategically, most teams do prep when the other team is prepping to maximize their own prep time. [14] Though it is not common practice, some national tournaments give teams additional prep time. For example, the Yale Invitational Debate Tournament provides both teams with 4 minutes of prep time. [15]

Topics

Topics are presented as resolutions, meaning they advocate for solving a problem by the means of a certain position. Resolution options and official topics are released by the National Speech and Debate Association (NSDA) on their website. [16] Competitors are encouraged to focus on the "main issues" of the topic rather than search for obscure arguments. [17] The resolution changes frequently and focuses on current events. Some topics spread the length of two months, while others rotate monthly. [18]

Debate is a process that involves formal discourse, discussion, and oral addresses on a particular topic or collection of topics, often with a moderator and an audience. In a debate, arguments are put forward for opposing viewpoints. Historically, debates have occurred in public meetings, academic institutions, debate halls, coffeehouses, competitions, and legislative assemblies. Debates have also been conducted for educational and recreational purposes, usually associated with educational establishments and debating societies. These debates emphasize logical consistency, factual accuracy, and emotional appeal to an audience. Modern competitive debate also includes rules for participants to discuss and decide upon the framework of the debate.

Lincoln–Douglas debate is a type of one-on-one competitive debate practiced mainly in the United States at the high school level. It is sometimes also called values debate because the format traditionally places a heavy emphasis on logic, ethical values, and philosophy. The Lincoln–Douglas debate format is named for the 1858 Lincoln–Douglas debates between Abraham Lincoln and Stephen A. Douglas, because their debates focused on slavery and the morals, values, and logic behind it. LD debates are used by the National Speech and Debate Association (NSDA) competitions, and also widely used in related debate leagues such as the National Christian Forensics and Communication Association, the National Catholic Forensic League, the National Educational Debate Association, the Texas University Interscholastic League, Texas Forensic Association, Stoa USA and their affiliated regional organizations.

Policy debate is an American form of debate competition in which teams of two usually advocate for and against a resolution that typically calls for policy change by the United States federal government. It is also referred to as cross-examination debate because of the 3-minute questioning period following each constructive speech. Evidence presentation is a crucial part of policy debate. The main argument being debated during a round is to change or not change the status quo. When a team explains why their solvency is greater than the opposition's, they compare advantages. One team’s job is to argue that the resolution— the statement that we should make some specific change to a national or international problem —is a good idea. Affirmative teams generally present a plan as a proposal for implementation of the resolution. On the other hand, the Negative teams present arguments against the implementation of the resolution. In a single round of debate competition, each person gives two speeches. The first speech each person gives is called a “constructive” speech, because it is the speech when the first person of the team speaks positively, presenting the team's main idea without rebuttals that have not occurred, presents the basic arguments they will make throughout the debate. The second speech is called a “rebuttal”, because this is the speech where each person tries to rebut the arguments made by the other team, while using their own arguments to try to persuade the judge to vote for their team. The Affirmative has to persuade the judge to vote for the resolution, while the Negative has to persuade the judge the Negative's position is a better idea.

Congressional Debate is a competitive interscholastic high school debate event in the United States. The National Speech and Debate Association (NSDA), National Catholic Forensic League (NCFL) and many state associations and national invitational tournaments offer Congressional Debate as an event. Each organization and tournament offers its own rules, although the National Speech and Debate Association has championed standardization since 2007, when it began to ask its districts to use one of a number of procedures for qualification to its National Tournament.

The American Parliamentary Debate Association (APDA) is the oldest intercollegiate parliamentary debating association in the United States. APDA sponsors over 50 tournaments a year, all in a parliamentary format, as well as a national championship in late April. It also administers the North American Debating Championship with the Canadian University Society for Intercollegiate Debate (CUSID) every year in January. Although it is mainly funded by its member universities, APDA is an entirely student-run organization.

The National Educational Debate Association (NEDA) is an American collegiate debate association emphasizing audience-centered debate. It was founded by debate educators who believe that the debate tournament is an extension of the communication classroom and that even competitive debates should provide students with skills of research, argument selection, and presentation style that will benefit them as public advocates. NEDA schedules eight invitational tournaments a year, primarily in the mid-west. The association debates two resolutions per year. The fall resolution is one of value, and the spring resolution is one of policy.

The National Parliamentary Debate Association (NPDA) is one of the two national intercollegiate parliamentary debate organizations in the United States. The other is the American Parliamentary Debate Association. Its membership is national with participating schools throughout the country. In 2015, NPDA was the largest debating organization in the United States with around 200-250 participating schools in any given year.

Parliamentary style debate, colloquially oftentimes just Parliamentary debate, is a formal framework for debate used in debating societies, academic debate events and competitive debate. It has its roots in parliamentary procedure and develops differently in different countries as a result.

Inter-collegiate policy debate is a form of speech competition involving two teams of two debaters from different colleges or universities based on a resolution phrased as something the United States federal government "should" do. Policy debate also exists as a high school activity, with a very similar format, but different leagues, tournaments, speech times, resolutions, and styles.

Pi Kappa Delta (ΠΚΔ) is an American honor society and organization for intercollegiate debaters, public speakers, and instructors teaching speech, debate, and oral communication. Established in 1913, the organization is the oldest debating society in the country. PKD influenced the formation of the National Forensic League, the emergence of national forensic tournaments, and the development of new formats for debate.

The Bancroft Literary Association and the Carrollton-Wight Literary Society are two competitive forensic societies at the Baltimore City College and are the formal names for the school's speech and debates teams. Founded in 1876 and 1878 respectively, the Bancroft and Carrollton-Wight Societies are the oldest literary societies at a public high school in the United States. Historically, the two societies competed mainly between themselves. The rivalry culminated each year with an annual debate. In the 20th century, the societies began to compete with other secondary schools and some universities. At the time, the teams' most notable rival was Baltimore Polytechnic Institute, City College's chief rival in sports and academics. The Bancroft and Carrollton-Wight Societies disbanded for a time in the 1980s and early-1990s, but were revived in the late-1990s. Baltimore City College is a charter member of the Chesapeake Region of the National Forensics League and the National Catholic Forensic League, and is founding member of the Baltimore Catholic Forensic League and the Baltimore Urban Debate League.

Public debate may mean simply debating by the public, or in public. The term is also used for a particular formal style of debate in a competitive or educational context. Two teams of two compete through six rounds of argument, giving persuasive speeches on a particular topic.

Stoa USA, also referred to as Stoa, is a Christian homeschool forensics organization in the United States. It is one of the four major national high school forensics organizations: the others are the National Speech and Debate Association (NSDA), National Catholic Forensic League (NCFL), and the National Christian Forensics and Communications Association (NCFCA).

Competitive debate, also known as forensics or speech and debate, is an activity in which two or more people take positions on an issue and are judged on how well they defend those positions. The activity has been present in academic spaces in the United States since the colonial period. The practice, an import from British education, began as in-class exercises in which students would present arguments to their classmates about the nature of rhetoric. Over time, the nature of those conversations began to shift towards philosophical questions and current events, with Yale University being the first to allow students to defend any position on a topic they believed in. In the late nineteenth century, student-led literary societies began to compete with each other academically and often engaged in debates against each other. In 1906, the first intercollegiate debate league, Delta Sigma Rho, was formed, followed by several others. Competitive debate expanded to the secondary school level in 1920 with the founding of the National Speech and Debate Association, which grew to over 300,000 members by 1969. Technological advances such as the accessibility of personal computers in the 1990s and 2000s has led to debate cases becoming more complex and to evidence being more accessible. Competitors and coaches have made efforts to reduce discrimination in the debate community by introducing new arguments and recruiting debaters from underprivileged communities.
