The film begins as Kalishankar (Mithun Chakraborty), a notorious international gangster, runs away from jail. His gang members, Mazditta (Raza Murad) and the mentally challenged Rudra (Nirmal Pandey) are working with him. The case is handed to police officer Inspector Pandey (Vishwajeet Pradhan), but his plans to catch Kali fail every time. The DSP (Tej Sapru) orders the inspector to encounter Kali wherever he sees him. One day he prepares for the encounter with the entire police team. Suddenly the DSP arrives and stops everything. He says that he is not Kali, but a CBI officer named Ravi Verma who was actually Kali's body double and is pretending to be Kali these days.
Verma (also Mithun Chakraborty) is a sincere person who is leading a simple life with his widowed mother, his wife Rajani (Archana), his son Bunty and his sister Jinal (Roshini). Kali wants to take revenge on Verma since he had caused Kali major losses. He tries to kill him one day when Verma goes to a national park with his family. When Kali shoots at him, the shot misses and kills Bunty. Verma then starts investigating the murder. One day, Verma is sitting near his son's grave when suddenly Kali arrives and tries to kill him. Kali informs Verma that he was aiming at him but missed and killed his son. Verma shoots Kali, leaving him in a coma.
Afterward, DSP tells Verma that his face is very similar to Kali's and asks him to go to America and catch Kali's gang. Verma impersonates Kali and goes to America. Kali then awakens from the coma, impersonates Verma and takes up his life. As the DSP, goes for his morning walk he sees Kali but thinks he sees Verma, and Kali kills him. After that, Kali goes to Verma's home and tries to molest Verma's sister and wife. After many days, Kali speaks with Verma on the phone and tells him that he has taken his place. At that moment, Verma's mother hears everything. She tells Kali that she knows he is not Verma, Kali pushes her down the stairs, killing her, and then escapes.
Verma rushes back to India. At his mother's funeral, Kali and Mazditta capture Verma and his family. Verma then eliminates the gang, leaving only Kali, his girlfriend Julie, and Rudra. Kali tries to take Verma's sister and his wife. Varma confronts, confusing Rajini and Jinal. Ravi tries to convince them that he is Kali but Rudra blackmails him not to tell the truth otherwise he will kill them both. Julie takes both of them and confines them in a room and she tries to kill Verma, but Verma kills her instead. Rudra comes to kill him but Verma kills him, too. Kali and Verma fight and Verma kills him, saving his family.
