Qullar (also, Gullar) is a village and municipality in the Qusar District of Azerbaijan. It has a population of 303.
According to the 2009 census, 313 people live in the village. [1] According to the family census conducted in 1886, there were 174 people (92 men, 82 women) of Sunni Muslim Tatars (Azerbaijani) in 44 houses in the village of Gullar, which is part of the Baku governorate, Guba district, Gusar department, Zeykhur village society. According to the information on January 1, 1914, a total of 128 people of both sexes, mainly ethnic Tatars, lived in the village. [2]

The Armenian–Tatar massacres was the bloody inter-ethnic confrontation between Armenians and Caucasian Tatars throughout the Russian Caucasus in 1905–1907. The massacres started during the Russian Revolution of 1905. The most violent clashes occurred in 1905 in February in Baku, in May in Nakhchivan, in August in Shusha and in November in Elizabethpol, heavily damaging the cities and the Baku oilfields. Some violence, although of lesser scale, broke out also in Tiflis.
Azerbaijanis in Armenia numbered 29 people according to the 2001 census of Armenia. Although they have previously been the biggest minority in the country according to 1831–1989 censuses, they are virtually non-existent since 1988–1991 when most fled or were forced out of the country as a result of the tensions of the First Nagorno-Karabakh War to neighboring Azerbaijan. The UNHCR estimates that the current population of Azerbaijanis in Armenia to be somewhere between 30 and a few hundred people, with most of them living in rural areas as members of mixed couples, as well as elderly or sick. Most of them are reported to have changed their names to maintain a low profile to avoid discrimination.

The Zakatal okrug was established from the territories of the erstwhile Free Jamaats of Jar-Balakan, bordering the Tiflis Governorate to the west, the Elizavetpol Governorate to the south and the Dagestan Oblast to the north. The district was the smallest independent administrative unit of the Russian Empire, similarly to the Sukhumi okrug.
