Rentala Chandrashekhar was the former president of NASSCOM and former Secretary to the Indian Department of Information Technology, as well as former Secretary, Department of Telecommunications. [1] He is also a member of the government's technology advisory group, TAGUP. [2] Chandrashekhar is an Indian Administrative Services officer. He has had a distinguished career in the Department of Information Technology, where he initiated the National e-Governance Programme. Chandrashekhar first initiated the three pillars of "e-Governance", namely: Common Service Centre Programme; the State Data Centre Programme; and the State Wide Area Network Programme of India.

He is also a former Telecom Secretary of India, a position putting him in charge of the 2G spectrum auction in 2012. [3] The auction had gained widespread attention after the Supreme Court quashed 2G licenses issued in 2008 and called for a fresh auction of the affected licenses.

The 2G spectrum case was an alleged scam case in which politicians and private officials of the United Progressive Alliance coalition government in India were accused of selling or allotting 122 2G spectrum licenses on conditions that provided benefit to specific telecom operators, A. Raja is being accused of selling 2G spectrum licenses at a very low cost which resulted in the loss of ₹1,760 billion. Raja was also accused of not following rules and regulations and also not recognizing any advice from the Ministries of Finance and Law and Justice of India while allotting 2G spectrum licenses to telecom operators. Series of allegations were made on allotting 2G spectrum licenses including allegations from Central Bureau of Investigation after investigating the case alleging Raja for intentionally advancing the cut-off date to favour some specific firms, which were allegedly ineligible for applying for telecom licenses, in return for bribes.
