Sharma was born on 11 October 1955 in New Delhi. He went to primary, middle and high school in New Delhi. He undertook the CBSE curriculum from 1970 to 1972. He was the topper of his high school and the merit position holder in the CBSE examinations in the year 1972 in the Humanities Group.
Sharma completed his graduation from Sri Ram College of Commerce, Delhi University, New Delhi (1972–1975). He obtained 1st division in his BA (Honors) Economics degree. While at SRCC, he was the recipient of Academic Prizes for each year during 1972–1975. He completed his postgraduate studies between 1976–1977 and received a Master of Arts degree in economics from Delhi School of Economics where he again went on to obtain 1st division.
Subsequently, he became a lecturer at Shri Ram College of Commerce (SRCC) and took postgraduate classes at South Campus, Delhi University. In 1996, he received a Master of Science degree from London School of Economics where he specialized in Economics of Less Developed Countries and Labour Economics.
Sharma joined the Indian Railways in 1980 and went on to join the Indian Administrative Service in 1981. He commenced his training at Lal Bahadur Shastri National Academy Of Administration in Mussoorie from 1981 to 1983 where he underwent training in various foundation and professional programs.

Nainital is a town and headquarters of Nainital district of Kumaon division, Uttarakhand, India. It is the judicial capital of Uttarakhand, the High Court of the state being located there and is the headquarters of an eponymous district. It also houses the Governor of Uttarakhand, who resides in the Raj Bhavan. Nainital was the summer capital of the United Provinces.
Dehradun, also known as Dehra Doon, is the capital and the most populous city of the Indian state of Uttarakhand. It is the administrative headquarters of the eponymous district and is governed by the Dehradun Municipal Corporation, with the Uttarakhand Legislative Assembly holding its winter sessions in the city as its winter capital. Part of the Garhwal region, and housing the headquarters of its Divisional Commissioner. Dehradun is one of the "Counter Magnets" of the National Capital Region (NCR) being developed as an alternative center of growth to help ease the migration and population explosion in the Delhi metropolitan area and to establish a smart city in the Himalayas. It is the third largest city in the Himalayas after Kathmandu and Srinagar.
Uttarakhand, also known as Uttaranchal, is a state in northern India. It is often referred to as the "Devbhumi" due to its religious significance and numerous Hindu temples and pilgrimage centres found throughout the state. Uttarakhand is known for the natural environment of the Himalayas, the Bhabar and the Terai regions. It borders the Tibet Autonomous Region of China to the north; the Sudurpashchim Province of Nepal to the east; the Indian states of Uttar Pradesh to the south and Himachal Pradesh to the west and north-west. The state is divided into two divisions, Garhwal and Kumaon, with a total of 13 districts. The winter capital of Uttarakhand is Dehradun, the largest city of the state, which is a rail head. Gairsain, a town in Chamoli district, is the summer capital of Uttarakhand declared on 5 March 2020. The High Court of the state is located in Nainital, but is to be moved to Haldwani in future.

Mussoorie is a hill station and a municipal board, near Dehradun city in the Dehradun district of the Indian state Uttarakhand. It is about 35 kilometres (22 mi) from the state capital of Dehradun and 290 km (180 mi) north of the national capital of New Delhi. The hill station is in the foothills of the Garhwal Himalayan range. The adjoining town of Landour, which includes a military cantonment, is considered part of "greater Mussoorie", as are the townships Barlowganj and Jharipani.
Collector-cum-District Magistrate, also known as Deputy Commissioner in some regions, is a pivotal administrative officer in the governance and management of a district in India. As a member of the esteemed Indian Administrative Service (IAS), the District Magistrate plays a crucial role in maintaining law and order, overseeing development initiatives, overseeing revenue administration, and ensuring effective implementation of government policies within the district. They are union civil service officer of the Indian Administrative Service (IAS) cadre, or the State Civil Service (SCS) cadre, who is responsible for general administration of all aspects of governance and economy, revenue collection and law & order maintenance of a District in addition to many other important roles. The post of Deputy Commissioner is a highly acclaimed post with high prestige among the people throughout India. In fact, according to some states' Warrant of Precedence, the DCs are kept at the 12th Article of Warrant alongside Brigadier or equivalent ranks in the armed forces, DIGs of police and District and Sessions judges within their jurisdiction. The Collector cum District Magistrate comes under the general supervision of divisional commissioners wherever the latter post exists. India has 748 districts as of 2021. Senior officers from state civil services can also be appointed as DC or DM. Generally, an IAS Officer becomes DC or DM after 5/6 years of his service. However, state public service officers in general takes minimum 15 years to 18 years to become DM or DC.
Almora is a district in the Kumaon Division of Uttarakhand state, India. The headquarters is at Almora. It is 1,638 meters above sea level. The neighbouring regions are Pithoragarh district to the east, Chamoli district to the west, Bageshwar district to the north and Nainital district to the south.
Haldwani is the largest city of Kumaon. It is also the third most populous city and largest commercial market in the Indian state of Uttarakhand. Haldwani is said to be the financial capital of Uttarakhand, having the most commercial, economic and industrial activities of the state. Kashipur is a city of Udham Singh Nagar district in the Indian state of Uttarakhand, and one of its seven subdivisions. Located in the western part of Udham Singh Nagar district, it is Kumaun's third most populous city and the sixth most populous in Uttarakhand. According to the 2011 Census of India, the population is 121,623 for the city of Kashipur and 283,136 for Kashipur Tehsil.
