For the first time, he was appointed Advocate General from 5 April 1985 to 11 December 1989 during the tenure of Congress Chief Minister Bindeshwari Dubey. After that, the tenures of Congress Chief Ministers Bhagwat Jha Azad and Satyendra Narayan Sinha remained in office from 12 April 1990 to 1 December 1993. He was also the Advocate General during the tenure of Chief Minister Lalu Prasad in the RJD government.
