Randell Stansfield (born November 11, 1950) is a former military officer of the United States.
His master's degree studies were at Michigan State and at Webster University, and his Bachelor of Science degree was from Columbia College. He is a graduate of the US Army War College and the US Air Force Command and Staff College. Stansfield is married to Kenra Maxfield and has six children.[ citation needed ]
Stansfield served at the Pope Air Force Base during the Green Ramp disaster in March 1994. It was the worst peacetime loss of life suffered by the 82nd Airborne Division since the end of World War II.
During the disaster, Stansfield was one of the officers on duty and first to respond. Though 24 soldiers died, experts say it would have been much worse had the response been slower. [1] Because of this effort, only one soldier with children died before the division was able to retire him early. "Retiring people was a focused effort, day and night," said Stansfield. [2]
He spent the last five years of his career as deputy chief of staff for personnel ("G1") and later assistant chief of staff for US Army Pacific in Fort Shafter in Honolulu, Hawaii. He led military and civilian human resources management, wellbeing and business operations for army forces throughout the Pacific. Prior to that he was a battalion commander in Korea and a branch chief in US Army Personnel Command in Washington, D.C. He served as the personnel officer and adjutant general for the 82d Airborne Division, and executive officer to the commanding general, US Army Special Operations Command at Fort Bragg, North Carolina. He holds two Humanitarian Service Medals and was involved in HA/DR operations for Hurricane Andrew, Hurricane Dora and the evacuation of forces from Teheran, Iran. [3] Stansfield retired around 2003 as a colonel in the Adjutant General's Corp of the United States Army with over thirty-one years of service.
Since retiring, Stansfield was a consultant for military and civilian contracting, a management executive for a major property management firm in Honolulu, and a small business owner in Maui. Since 2006 he was the chief of human resources at Veterans Administration – Pacific Islands Health Care System. [4]
The United States Army Corps of Engineers (USACE) is a direct reporting unit and engineer formation of the United States Army that has three primary mission areas: Engineer Regiment, military construction, and civil works. The day-to-day activities of the three mission areas are administered by a lieutenant general known as the chief of engineers/commanding general. The chief of engineers commands the Engineer Regiment, comprising combat engineer, rescue, construction, dive, and other specialty units, and answers directly to the Chief of Staff of the Army. Combat engineers, sometimes called sappers, form an integral part of the Army's combined arms team and are found in all Army service components: Regular Army, National Guard, and Army Reserve. Their duties are to breach obstacles; construct fighting positions, fixed/floating bridges, and obstacles and defensive positions; place and detonate explosives; conduct route clearance operations; emplace and detect landmines; and fight as provisional infantry when required. For the military construction mission, the chief of engineers is directed and supervised by the Assistant Secretary of the Army for installations, environment, and energy, whom the President appoints and the Senate confirms. Military construction relates to construction on military bases and worldwide installations.
The chief of staff of the Army (CSA) is a statutory position in the United States Army held by a general officer. As the highest-ranking officer assigned to serve in the Department of the Army, the chief is the principal military advisor and a deputy to the secretary of the Army. In a separate capacity, the CSA is a member of the Joint Chiefs of Staff and, thereby, a military advisor to the National Security Council, the secretary of defense, and the president of the United States. The CSA is typically the highest-ranking officer on active duty in the U.S. Army unless the chairman or the vice chairman of the Joint Chiefs of Staff are Army officers.
A military staff or general staff is a group of officers, enlisted and civilian staff who serve the commander of a division or other large military unit in their command and control role through planning, analysis, and information gathering, as well as by relaying, coordinating, and supervising the execution of their plans and orders, especially in case of multiple simultaneous and rapidly changing complex operations. They are organised into functional groups such as administration, logistics, operations, intelligence, training, etc. They provide multi-directional flow of information between a commanding officer, subordinate military units and other stakeholders. A centralised general staff results in tighter top-down control but requires larger staff at headquarters (HQ) and reduces accuracy of orientation of field operations, whereas a decentralised general staff results in enhanced situational focus, personal initiative, speed of localised action, OODA loop, and improved accuracy of orientation.
The United States Southern Command (USSOUTHCOM), located in Doral in Greater Miami, Florida, is one of the eleven unified combatant commands in the United States Department of Defense. It is responsible for providing contingency planning, operations, and security cooperation for Central and South America, the Caribbean, their territorial waters, and for the force protection of U.S. military resources at these locations. H. Steven Blum is a retired United States Army lieutenant general. He served as the 25th chief of the National Guard Bureau from 2003 to 2008. His last assignment before retiring was deputy commander, United States Northern Command, where he concurrently served as vice commander, United States Element, North American Aerospace Defense Command. Major General Gregory Lynn Wayt served as Adjutant General of Ohio under Governors Bob Taft and Ted Strickland. MG Wayt retired from the military on December 31, 2010, after 35 years of service. During his tenure over 100 exchanges occurred with Serbian representatives to include Humanitarian Assistance operations in Serbia and joint deployments with the Hungarian Defence Forces to Afghanistan. Myles Lynn Deering is a retired Army National Guard major general who served as the 19th adjutant general of Oklahoma. General Deering was appointed by Governor of Oklahoma Brad Henry in 2009 following the promotion of Harry M. Wyatt III to the position of director, Air National Guard. On December 10, 2010, Governor-elect Mary Fallin announced that she would retain General Deering in his position as adjutant general.
The Adjutant General School and the Soldier Support Institute (SSI) are located at Fort Jackson, South Carolina. The school was formerly located at Fort Benjamin Harrison, Indiana, until its closure. These provide training and development of doctrine and organization for Army personnel and administrative operations. Along with the U.S. Army Forces Command (FORSCOM), United States Army Training and Doctrine Command (TRADOC) was created from the Continental Army Command (CONARC) located at Fort Monroe, VA on 1 July 1973. Today, TRADOC is the overseer of training of the Army forces, the development of operational doctrine, and the development and procurement of new weapons systems. The reconstructed Adjutant General Corp Regiment (AG) was created in 1987. The U.S. Army administration and finance specialists are trained at the Adjutant General School located at Fort Jackson. Today's AG Corps serves as human resource (HR) managers for the Army.
The Adjutant General's Corps, formerly the Adjutant General's Department, is a branch of the United States Army first established in 1775. This branch provides personnel service support by manning the force, providing human resources services, coordinating personnel support, Army band operations, and recruiting and retention. The objective of the Adjutant General Corps is to "maximize operational effectiveness of the total force by anticipating, manning, and sustaining military operations. HR support operations accomplish this by building, generating, and sustaining the force providing combatant commanders the required forces for missions and supporting leaders and Soldiers at all levels."
Malcolm Bradley Frost is a retired United States Army major general who last served as Commanding General, Center for Initial Military Training, United States Army, Training and Doctrine Command, Fort Eustis, VA. MG Frost most recently served as Chief of Public Affairs for the U.S. Army at the Pentagon in Washington, DC. Frost's previous assignment was Deputy Commanding General of the 82nd Airborne Division at Ft. Bragg, NC from March 2014 to March 2015. In March 2014, Frost completed his assignment as Deputy Director for Operations at the National Military Command Center, J3 the Joint Staff at the Pentagon. Prior to that, he completed an assignment as the Deputy Chief of Staff for Operations (G3/5/7) for the United States Army Pacific (USARPAC). and commanded the 2nd Stryker Brigade Combat Team, 25th Infantry Division.
