The 2004 presidential campaign of Raul Roco was launched when he filed his certificate of candidacy on December 30, 2003. This is Roco's second attempt to chase the presidency.

Pre-election

By mid-2003, President Gloria Macapagal Arroyo was poised to run for president in 2004 elections. [1] Raul Roco was offered by Arroyo to be his running mate, but he declined, [2] and insisted her to run as his vice president instead. [3]

On selection of running-mate after calling out Arroyo, Roco is considering former Cebu governor Lito Osmeña, Senators Noli de Castro, Loren Legarda and Manny Villar and Metro Manila Development Authority chairman Bayani Fernando as his running mate. But he chose former Tarlac Vice Governor Hermie Aquino. [4]

He also revealed the party's Agenda of Hope on December 1, 2003. [5]

Senate slate

During the December 1 convention, Aksyon nominated 19 personalities for their senatorial ticket: Rene de Villa, de Villa's former running mate Oscar Orbos, Senator Rodolfo Biazon, former transportation and communications secretaries Josie Lichauco, former Pasay congresswoman Lorna Verano-Yap, former agriculture secretary Leonardo Montemayor, police Chief Superintendent Romeo Maganto, former assemblyman Emil Ong, former solicitor general Frank Chavez, bowling champion Bong Coo, retired Gen. Rodolfo Gutang, Lanao del Sur congressman Dimaporo Ramos, Sulu congressman Arden Anni, Misamis Oriental Congressman Oscar Moreno, economist and their 2001 senatorial candidate Monsod, broadcasters Pia Cayetano,TV personality Jay Sonza and Melanio "Batas" Mauricio, and Christy Ramos, daughter of former President Fidel Ramos. Roco's Aksyon forged an alliance with de Villa's Partido Reporma, and Lito Osmeña's PROMDI to form their Alyansa ng Pag-asa slate. [6] But the final senate slate was reduced into only, seven with Coo, [7] Nicanor Gatmaytan Jr., Nueva Ecija politician Eduardo Nonato Joson, Mauricio, Sonza, and former bureaucrat Perfecto Yasay selected in the slate, with the inclusion of Chavez from Reporma. [8]

The slate was nickanamed JC JC GaBaY, with J for Jay Sonza, C for Chavez, J for Joson, C for Coo, Ga for Gatmaytan, Ba for Batas Mauricio, and Y for Yasay. [9]

Surveys and support to alliance

Roco performed second to third in surveys, but due to his health problem or prostate cancer suffering, he needs to go overseas for treatment. Unfortunately for him and the party, some of the supporters left his campaign, and insisted that he will not backout. [8] [10] Also, the party feared vote buying initiated by President Arroyo's Lakas–CMD. [11]

Result

Roco and the whole Alyansa lost the election, but he later called out Arroyo about her controversial election victory. [12] [13]

In August 2005, Roco died at the age of 63. [14]

The 2004 election of members to the Senate of the Philippines was the 28th election to the Senate of the Philippines. It was held on Monday, May 10, 2004, to elect 12 of the 24 seats in the Senate. The major coalitions that participated are the Koalisyon ng Katapatan at Karanasan sa Kinabukasan, composed of parties that support the candidacy of President Gloria Macapagal Arroyo, and the Koalisyon ng Nagkakaisang Pilipino, composed of parties that support the candidacy of film actor Fernando Poe Jr. coalition. The Alyansa ng Pag-asa was a minor coalition made up of Aksyon Demokratiko and Partido para sa Demokratikong Reporma–Lapiang Manggagawa. K4 won seven seats, while the KNP won the remaining five contested seats.

Renato "Rene" Salud de Villa is a Filipino former police and military officer and government official. He served as Chief of Philippine Constabulary, Director-General of the Integrated National Police, and Chief of Staff of the Armed Forces of the Philippines. He then served as Secretary of National Defense under presidents Corazon Aquino and Fidel V. Ramos. He founded Partido para sa Demokratikong Reporma for his unsuccessful presidential bid in 1998. He then briefly served as Executive Secretary under President Gloria Macapagal Arroyo.

The 2004 presidential campaign of Fernando Poe Jr. was formally launched on November 27, 2003, upon announcing his candidacy at the Manila Hotel in the City of Manila. Poe was the Koalisyon ng Nagkakaisang Pilipino (KNP)'s nominee for President of the Philippines in the 2004 election. He chose Loren Legarda, the sitting Majority Floor Leader of the Philippine Senate, as his vice presidential running mate on January 1, 2004. A public figure in his movie career and known for his charitable but unpublicized endeavours, he targeted his candidacy at the same poor whom he championed in his films. Poe accepted the nomination in December 2003 and was to be the standard opposition bearer for the Philippines' 2004 presidential election. Some accounts portray him as a reluctant candidate who was only prevailed upon to accept the nomination by his best friend, deposed former President Joseph Estrada. But other accounts say he was convinced to cast his bid for the presidency because of the overwhelming crowd that gathered for the first rally of the FPJ for President Movement at the Cuneta Astrodome in Pasay.
