Ricardo de Rivera Rosario (born October 15,1958) is an associate justice of the Supreme Court of the Philippines. He was appointed by President Rodrigo Duterte to replace Associate Justice Jose Reyes Jr. [1]
Rosario was born to Atty. Eduardo Gutierrez Rosario of Pangasinan and Anita Alvarez De Rivera of Aparri,Cagayan. He is the fourth of thirteen siblings. [2]
He obtained his pre-law degree in political science from the Far Eastern University in 1979,and his Bachelor of Laws degree from the Ateneo de Manila University in 1983. He is a member of the Aquila Legis Fraternity. [2] [3]
He started his career in law as a legal officer of the National Bureau of Investigation,and thereafter as senior corporate attorney in the Metropolitan Waterworks and Sewerage System.
Rosario was appointed senior assistant city prosecutor in Quezon City in 1994,where he served for three years. Rosario became the presiding judge of Manila Metropolitan Trial Court Branch 19 in 1997,then later as presiding judge of the Makati Regional Trial Court Branch 66 until he was promoted to the Court of Appeals in September 2005. On September 12,2005,he was appointed Associate Justice of the Court of Appeals by then-President Gloria Macapagal Arroyo.
Rosario was Chairman of The Court of Appeals' Ninth Division. He held the position for 15 years until his appointment to the Supreme Court in 2020.
On October 8,2020,President Rodrigo Duterte appointed Rosario Associate Justice of the Supreme Court. [5] Rosario filled the post vacated by Supreme Court Associate Justice Jose Reyes Jr.,who had retired that September. [6] He was chosen out of six other potential candidates,Court of Appeals (CA) Associate Justices Ramón Cruz,Japar Dimaampao,Jhosep López,Eduardo Peralta Jr.,and María Filomena Singh,as well as Court Administrator Midas Márquez. Rosario is married to Maridur Virtucio-Rosario, [2] deputy commissioner for operations of the Bureau of Internal Revenue since October 2023. [8] They have three children. [2]
The Court of Tax Appeals is the special court of limited jurisdiction,and has the same level with the Court of Appeals. The court consists of 8 Associate Justices and 1 Presiding Justice. The Court of Tax Appeals is located on Senator Miriam P. Defensor-Santiago Avenue,Diliman,Quezon City in Metro Manila.

The GSIS–Meralco bribery case was a landmark case heard by the Supreme Court of the Philippines. This complex case began with a complaint filed by the Philippines' Government Service Insurance System (GSIS) with the Securities and Exchange Commission of the Philippines (SEC) questioning the unvalidated proxy votes used by the Lopez family in a board election of the Manila Electric Company (Meralco). The SEC issued a cease and desist order (CDO) against Meralco,which was ignored by the latter. A show cause order (SCO) was then issued by the SEC,whereupon Meralco petitioned the Court of Appeals,questioning the jurisdiction of the SEC. The Court of Appeals issued a temporary restraining order (TRO) to the SEC while the Special 9th Division composed of Associate Justices Vicente Q. Roxas,Jose L. Sabio Jr. and Myrna Dimaranan Vidal heard the case. Roxas was assigned as the ponente while Sabio was the acting chairman.
