Richard "Rick" Krueger (born February 13, 1949) is an American educator and politician.
Born in Saint Paul, Minnesota, Kruger received his bachelor's degree from Winona State University, his master's degree in education from the University of St. Thomas, his master's degree from Harvard University in public administration, and his doctorate degree in educational administration from Harvard University. He was an administrator in the Staples, Minnesota School District. He served in the Minnesota House of Representatives from 1983 to 1994 as a Democrat. [1] After leaving the Minnesota Legislature, Krueger was appointed executive director of the Minnesota Transportation Alliance (MTA). He was then appointed senior government affairs manager for the Global Traffic Technology (GTT). [2]

Errett Weir McDiarmid was an American librarian and academic who was president of the American Library Association from 1948 to 1949. McDiarmid was born in West Virginia and received his bachelor's degree in 1929 from Texas Christian University and his master's degree in 1930, also from Texas Christian. He went on to receive a bachelor's degree in Library Science in 1931 from Emory University and his doctorate from the University of Chicago Graduate Library School in 1934.
J. Richard "Rick" Capka was sworn in as the 16th Federal Highway Administrator on May 31, 2006 and served until he resigned on January 24, 2008. Previously, Capka had been appointed the Deputy Administrator of the Federal Highway Administration (FHWA) in August 2002 and was the Acting Administrator since August 2005. In those capacities, he helped to prepare the Bush administration's proposed transportation reauthorization legislation; to shape the management of highway mega-projects and; to develop national programs and initiatives to relieve congestion. He was also the first U.S. Department of Transportation (USDOT) official to deploy to Iraq (2003) and led the highly successful federal response to the tragic 2007 collapse of the I-35 W Bridge in Minneapolis, MN.

Leary became interim CEO in 2017 following the departure of Andy Byford and took over the role permanently in 2018. Leary was previously general manager of York Region Transit and held senior roles with the Massachusetts Bay Transportation Authority (MBTA).
