The Road and Transport Mission Mode Project (MMP) is one of the 27 Mission Mode Projects [1] of the National e-Governance Plan in India, a program to centralize governance operations online.

Services and software

Under this project, Road Transport Offices (RTOs) are being computerized throughout India. Data is collected at State Registers, National Registers, and RTOs which are connected and share comprehensive data. Driving license (DL) services online can process applications for new licenses, select dates for driving skills tests, and accept online payments for license-related fees. Vehicle registration (VR) services include payment of registration related fees, clearance certificates, and ownership transfer.

The project is being implemented by NIC. [2] The software for vehicle registration service is called Sarathi.

Vahan, the vehicle registration software, has been implemented in 29 States/UTs. [5]

Benefits to citizens

An Assessment Study was carried out by market research agencies empanelled by the Ministry of Information Technology to judge the effectiveness of the computerization undertaken in various projects, with the Indian Institute of Management Ahmedabad acting as the technical advisor As per this study, the average number of trips decreased from 3.44 to 2.43, and the waiting time(in minutes) reduced from 130.62 minutes to 98.17 minutes. There was also an average saving of Rs 66 per transaction for 12 states where the survey was conducted(total cost=travel cost per tripXno.of trips+wage loss +proportion paying bribeXaverage bribe amount). The biggest gain in savings was in Madhya Pradesh where the cost per transaction decreased from Rs. 1031.82 to 700.02 with a saving of Rs 331.80. Other states where costs decreased include Haryana, Delhi, Kerala, Orissa, Rajasthan, Uttarakhand, and West Bengal. However, in some states the cost per transaction increased. In Tamil Nadu, the cost per transaction increased, from 296.55 to 376.63 with a total cost increase of Rs 80.08. Other states where cost increased were Himachal Pradesh, Gujarat and Punjab [16] [17]

The National Informatics Centre received an award for this project which was stated to have benefits such as "customer satisfaction" as well as "transparency, efficiency and responsiveness in the system" [18]

The CSI-Nihilent eGovernance Award 2009 to Shahid Bhagat Singh Nanagar, Punjab for its various e-governance projects, mentions that the implementation of VAHAN and SARATHI has resulted in improvement of processes and benefits for citizens [19]

It has also been reported by the press that in Jharkhand, the quality of services has improved with single window clearance and simplification of processes. [20]

<span class="mw-page-title-main">Identity document</span> Any document that may be used to identify a person

An identity document is any document that may be used to prove a person's identity. If issued in a small, standard credit card size form, it is usually called an identity card, or passport card. Some countries issue formal identity documents, as national identification cards that may be compulsory or non-compulsory, while others may require identity verification using regional identification or informal documents. When the identity document incorporates a person's photograph, it may be called photo ID.

A GPL linking exception modifies the GNU General Public License (GPL) in a way that enables software projects which provide library code to be "linked to" the programs that use them, without applying the full terms of the GPL to the using program. Linking is the technical process of connecting code in a library to the using code, to produce a single executable file. It is performed either at compile time or run-time in order to produce functional machine-readable code. The Free Software Foundation states that, without applying the linking exception, a program linked to GPL library code may only be distributed under a GPL-compatible license. This has not been explicitly tested in court, but linking violations have resulted in settlement. The license of the GNU Classpath project explicitly includes a statement to that effect.

All motorised vehicles plying on public roads in India are tagged with a registration or licence number. The vehicle registration plate is issued by a Regional Transport Office (RTO), the district-level authority on road matters in the respective state or Union Territory. The number plates are mandatory on both front and rear of the vehicle and are required to be in modern Arabic numerals with Latin letters. <span class="mw-page-title-main">Regional Transport Office</span> Indian government authority

The Regional Transport Office or District Transport Office or Regional Transport Authority (RTO/DTO/RTA) is an office administered by the State Governments constituted under Section 213 (1) of the Motor Vehicles Act, 1988 of India and is responsible for implementing the various provisions of this Act. It operates under the Transport Department of the State Government. It is responsible for maintaining a database of drivers and a database of vehicles for various states of India.

In India, a driving licence is an official document that authorises its holder to operate various types of motor vehicles on highways and some other roads to which the public has access. In various Indian states, they are administered by the Regional Transport Authorities/Offices (RTA/RTO). A driving licence is required in India by any person driving a vehicle on any highway or other road defined in the Motor Vehicles Act, 1988. This act sets limits on the minimum age for vehicle operation ranging from 16 to 20, depending on specific circumstances. A modern photo of the driving licence can also serve many of the purposes of an identity card in non-driving contexts, such as proof of identity or age.

Bangladesh Road Transport Authority, widely known as BRTA, is the authority to issue driving licences in Bangladesh. BRTA, stationed in 32 districts among the 62 administrative circles, at the authority of Ministry of Communication and under the Motor honda Ordinance, 2001, regulates particular process and authorises any person intending to drive motor honda. It provides the facilities to hold thorough driving tests to determine if an applicant is able to abide by certain rules and get the licence to drive motor honda or not.

EUCARIS, an acronym for the European Car and Driving Licence Information System, is a collaborative initiative established in 1994 to combat international vehicle crime and driving license tourism through the exchange of vehicle and driving license information among its member nations. The primary aim of EUCARIS is to facilitate seamless information sharing, enabling member countries to conduct checks on potential obstacles for re-registration of vehicles or the exchange of driving licenses. This cooperative effort was formalized through the multilateral EUCARIS Treaty, which governs the activities of participating states in setting up and operating an information exchange system.

Biometrics refers to the automated recognition of individuals based on their biological and behavioral characteristics, not to be confused with statistical biometrics; which is used to analyse data in the biological sciences. Biometrics for the purposes of identification may involve DNA matching, facial recognition, fingerprints, retina and iris scanning, voice analysis, handwriting, gait, and even body odor.

A driver's license, driving licence, or driving permit is a legal authorization, or the official document confirming such an authorization, for a specific individual to operate one or more types of motorized vehicles—such as motorcycles, cars, trucks, or buses—on a public road. Such licenses are often plastic and the size of a credit card.

Driving licence in Turkey is a document issued by the relevant government agency, regional or local security force, confirming the holder is qualified to drive motor vehicles. Driving licence exams are regulated by the Ministry of National Education while the licence is issued by the General Directorate of Security.

The National Identity Card or NID card is a compulsory identity document issued to every Bangladeshi citizen upon turning 18 years of age by Bangladesh Election Commission (EC). The NID is also a biometric, microchip embedded smart identity card. The NID is required by Bangladeshi citizens for multiple essential public services & private services in Bangladesh. Initially, paper-based laminated NID cards were issued in 2006. Then, the paper-based laminated NID cards were replaced by the Smart NID cards in 2016. This was done to ensure security for the cardholder as well as prevent counterfeiting and fraudulence. Bangladesh government provides the Smart NID card with zero cost for all above 14 years Bangladeshi citizens.

Smart Cities Mission, along with Atal Mission for Rejuvenation and Urban Transformation and Urban Housing Mission was launched on 25 June 2015 under the leadership of Indian prime minister, Narendra Modi by Ministry of Housing and Urban Affairs. Smart City Mission is one of the pet projects of Government of India wherein the Government is aspiring to create 100 Smart cities in time to come. Surat Municipal Corporation (SMC) is selected for the list of 98 smart cities declared by the Government of India for the expansion of Smart Cities Mission. Surat was selected in the first round of selected 20 Smart Cities and has implemented the largest number of projects under Smart City Mission. It received an award from Ministry of Housing and Urban Affairs, Government of India for its work in the areas of urban environment, mobility, transport and sustainable integrated development. The objective of Surat Smart City is 'To promote cities that provide core infrastructure and provide a decent quality of life to its citizens, a clean and sustainable environment and the application of 'Smart Solutions'. Surat Smart City Development Limited (SSCDL) was formed as a Special Purpose Vehicle (SPV) for the implementation of the Smart City projects at the city level. Surat Smart City Development Limited was incorporated on 31 March 2016.

A mobile driving licence is a mobile app that replaces a physical driver's license. An International Organization for Standardization (ISO) standard for the mobile driving licence was approved on August 18, 2021 and published on 30 September 2021.
