Perry County is a county in the U.S. state of Kentucky. As of the 2020 census, the population was 28,473. Its county seat is Hazard. The county was founded in 1820. Both the county and county seat are named for Commodore Oliver Hazard Perry, a naval hero in the War of 1812.
Leslie County is located in the U.S. state of Kentucky. Its county seat and largest city is Hyden. As of the 2020 census, the population was 10,513. It was formed in 1878 from portions of Clay, Harlan, and Perry counties, and named for Preston Leslie, governor of Kentucky from 1871 to 1875.

Franklin County is part of the Frankfort, Kentucky Micropolitan Statistical Area. It shares a name with Franklin County in Ohio, where Columbus is located. This makes it one of two pairs of capital cities in counties of the same name, along with Marion Counties in Oregon and Indiana.

The county was formed in 1867, during the Reconstruction era from parts of Knox and Harlan counties and augmented from Knox County in 1872. The county is named for Joshua Fry Bell, a US Representative. It was originally called "Josh Bell", but on January 31, 1873, the Kentucky legislature shortened the name to "Bell",

Preston Hopkins Leslie was the 26th Governor of Kentucky from 1871 to 1875, and territorial governor of Montana from 1887 to 1889. He ascended to the office of governor by three different means. First, he succeeded Kentucky governor John W. Stevenson upon the latter's resignation to accept a seat in the United States Senate in 1871. Later that year, he was elected to a full term as governor, defeating John Marshall Harlan in the general election. Finally, he was appointed territorial governor by President Grover Cleveland.

'General' Elijah Combs, is the son of John Combs and his wife, Nancy Harding. He migrated to Kentucky from North Carolina in 1792 bringing with him his wife and several slaves. He is listed as deeding roughly 10 acres for what became the Town of Hazard to the town in 1826.
Mary Creegan Roark was the first female President and second ever President of Eastern Kentucky State Normal School, later becoming Eastern Kentucky University, from April 1909 until March 1910. Roark held this position following the death of her husband, Ruric Nevel Roark, in 1909. Roark led the university at a time when women did not have the right to vote in state or federal elections. Roark was involved in the Suffrage Movement for Equal Rights and was elected Secretary of the Kentucky Equal Rights Association in 1898. Her stances included better teacher training and salaries, she also helped gain the right to vote in school elections. Roark died in Baltimore, Maryland on February 1, 1922 and is buried in Richmond, Kentucky at the Richmond Cemetery.
