Brigadier General Robert Freeman Mugabe is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). Effective 12 July 2022, he is the Chairman of the UPDF General Court Martial, the highest court of military justice in the country. Before that, he served as the adjutant general of Bombo Military Barracks, the headquarters of the UPDF Land Forces, located in Bombo, Uganda. [1]
He is reported to have joined the National Resistance Army (NRA) in 1985. NRA transformed into what is the Uganda People's Defense Force today. He underwent officer cadet training at what was the Cadet Officer School, in Jinja under Tanzanian military instructors. Today, the Cadet Officer School is part of the Uganda Military Academy, in Kabamba, Uganda. He graduated from there in 1989 as a Second Lieutenant. [2]
Over the course of the past 30 years, Mugabe has served in several leadership positions in the UPDF and UPDF Air Force including as Air Defence Regiment Commander, Division Training Operations Officer and Division Administrative Officer among others. He also served as a member of the UPDF contingent to Somalia, as part of the AMISOM mission. [2]
He was promoted from Colonel to Brigadier in April 2021 and has served as the adjutant general at the Bombo barracks since 2020. In 2022, he took over as Chairman of the UPDF General Court Martial, from Lieutenant General Andrew Gutti, whose term expired in June 2022. [3] General Gutti retired from the UPDF on 1 September 2022. [4]
Mugabe took over his new appointment on 1 August 2022, in the presence of General Wilson Mbasu Mbadi, the UPDF Chief of Defense Forces. [5] He took the oath of office and assumed office the next day. [6] In June 2024, he was appointed to a third consecutive term as the chairman of the GCM and was sworn into office by the Judge Advocate Colonel Richard Tukachungurwa. [7]
Major General James Kazini (1957–2009) was a Ugandan army officer who served as commander of the Uganda People's Defense Force from 2001 to 2003.

General Wilson Mbasu Mbadi is a senior military officer in the Uganda People's Defence Forces (UPDF) and the Minister of State for trade, industry and cooperatives. He served as the Chief of Defense Forces, the highest position in Uganda's military, from June 2021 until March 2024, having replaced General David Muhoozi, who was appointed State Minister of Internal Affairs.
Lieutenant General Andrew Gutti is a Ugandan military officer. He was the chairman of the General Court Martial of the Uganda People's Defence Force until 3 August 2000, when he handed over office to Brigadier General Robert Freeman Mugabe. Gutti was appointed to that position in May 2016, replacing the late Major General Levi Karuhanga.
Lieutenant General Kayanja Muhanga is a Ugandan army officer, who currently serves as Commander of Land Forces in UPDF. He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under Operation Shujaa. He was appointed to that position in January 2021 by Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the UPDF.
Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.
Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF). Effective 13 May 2024, he serves as commander of the "South Sudan Stabilization Mechanism", an observer force to ensure adherence to the peace agreements. Before that, he served as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa. He simultaneously served as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022.

On 1 August 2020, she was appointed Spokesperson of the UPDF, replacing Brigadier Richard Karemire, who was transferred to the East African Community headquarters as the Defence Liaison Officer. In January 2022 she was dropped as UPDF spokesperson and sent for further training at the Uganda National Defence College.
Paul L'Okech was a senior military officer at the rank of Lieutenant General in the Uganda People's Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020. Between November 2017 and December 2019, he served on special assignment "to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan".

He replaced Lieutenat General Charles Lutaaya who was appointed a presidential advisor. Before that, from 11 December 2019 until 7 November 2022, he was the Chief of Staff of the UPDF Air Force. Prior to that, he was the Director Operations at the UPDF Air Force Headquarters at Entebbe.

Stephen Kiggundu, was a Ugandan military officer, military pilot, paratrooper, military flight instructor and military commander in the Uganda People's Defence Force. At the time of his death, he was the Deputy Commander of the UPDF Air Force. He served in that role from September 2022 until March 2024.
