Ronald Kibuule is a Ugandan politician and polygamist, known for his conservative views and controverse. [1] He was the State Minister for Water Resources in the Ugandan Cabinet. He was appointed to that position on 1 March 2015, replacing Betty Oyella Bigombe. [2] From 27 May 2011 until 1 March 2015, he served as the State Minister for Youth and Children. [3] In 2021 he lost his Membership of Parliament for Mukono County North after an attempt to use military force to overturn the Electoral Commission decision. [4]

Early life and education

Kibuule was born on 20 January 1984 in Kasenge Village, Nama sub-county to Zefania Lusebeya, a businessman, and Grace Naguta, a housewife. He attended St. John's Education Center, in Mukono Town, and completed his primary leaving examination there. He then joined Mukono Parents High School where he completed his O-Level education in 2002 and his A-Level education in 2004. He was admitted to Uganda Christian University in 2003. He studied social work, graduating in 2008 with a Bachelor of Social Work & Social Administration degree. [5]

Career

While still in elementary school, Kibuule acted in a school play where he played the character of the President of Uganda. The guest of honor at that function was Al Hajji Moses Kigongo, the vice chairman of the ruling National Resistance Movement (NRM) political party. Kigongo took an interest in Kibuule and over time he became a close acquaintance. He introduced the young man to NRM leaders, including Amama Mbabazi, the party's secretary general, and Yoweri Museveni, the party's chairman and the President of Uganda. Kibuule became close to Mbabazi, who became his guardian and benefactor. Mbabazi, at that time the Minister of Security, paid Kibuule's school fees at high school and at university. The young man became an aide to this high-ranking cabinet minister. [6] Between 2006 and 2011, he served as a councilor for Kasenge Parish in Nama-sub-county. In 2011, he won the Mukono County North parliamentary seat. [5] During his tenure in Mukono District and national politics, he has made friends with many Chinese investors who have set up industries, factories, and warehouses in Mukono District, especially along the Kampala-Jinja Highway. [7]

Controversy

In 2013, Kibuule made controversial statements indicating that police should charge the victims of rape if they are indecently dressed. While addressing youth in Kajara County, Ntungamo District, he said that police should establish the dress of rape victims and set rapists free if the victims are indecently dressed. Kibuule considers indecent dress to include bikinis, miniskirts, and tight jeans. His comments drew strong criticism, with Members of Parliament urging him to "have self-control", demanding an apology, and questioning why he would mislead men "by saying that it is okay for them to go ahead and rape women who put on short skirts." [8] [9] In a statement on the floor of the House, the minister said his statements had been misunderstood. [10]

In August 2016 Kibuule was accused of assaulting a female guard [11] This lead to a complaint by human right organisation Chapter Four. Kibuule went to a bank and refused to be inspected by security guard Hellen Obuk. He started a verbal assault and tried to hit her. Later, a group of about 6 police officers on 2 patrol pick-ups from Mukono Police Station under the command of the District Police Commander ASP Fred Ahimbisibwe arrested Hellen Obuk. She was physically and mentally abused and had to be taken to hospital. [12]

In 2017, during the debate about age limit, he brought a gun to parliament and threatened MP Ibrahim Ssemuju. He was suspended by parliament chairwoman Kadaga. [13]

Also in 2017, he was alleged to have threatened David Mussis Kalyankolo, a Bukedde Television correspondent in Mukono District. It is alleged that the Minister bought 85 acres of land from a one Musa Kateregga located at Kigaya Landing site in Najja subcounty, Buikwe District in Eastern Uganda having tenants but declined to compensate them. [14]

In February 2021 Ronald Kibuule was accused of aiding the kidnap and torture of the National Unity Platform supporters in Mukono North. [15] In the elections of January 14th, Kibuule was defeated by Abdallah Kiwanuka. He tried to overturn his loss by sending military to force the Electoral Commission to have him announced as the winner, but he failed. [16]

In May 2021 Kibuule was removed as a minister from the Museveni cabinet because he had become very unpopular in his district Mukono as a result of land scandals. [17]

Personal life

Kibuule is married to two wives, Fortunate Kibuule and Esther Kibuule, and is the father of three daughters, Natasha, Orishaba, and Samantha. [9] [10]

Peter Aimat Lokeris is a Ugandan politician and accountant. He is the current Minister of State for Minerals in the Cabinet of Uganda. He was appointed to this position on 16 February 2009. In the cabinet reshuffle of 27 May 2011, and that of 1 March 2015, Peter Lokeris retained his cabinet post. Matia Kasaija Ugandan politician

Matia Kasaija is a Ugandan politician. He is the current Minister of Finance in Uganda's Cabinet. He was appointed to that position on 1 March 2015, replacing Maria Kiwanuka, who was appointed to Senior Presidential Advisor for Finance. From 27 May 2011 until 28 February 2015, he served as the State Minister for Finance (Planning) in the Cabinet of Uganda. He replaced Ephraim Kamuntu, who was promoted to Minister of Tourism. Vincent Makumbi Nyanzi is a Ugandan educator and politician. He is the current State Minister in the Office of the Vice President in the Uganda's Cabinet. He was appointed to this position on 27 May 2011. He replaced James Baba, who was appointed State Minister for Internal Affairs. Muhoozi Kainerugaba is a Ugandan lieutenant general who serves as the commander of the land forces of the Uganda People's Defence Force (UPDF) and who was previously the commander of the Special Forces Command (SFC). Both the UPDF and the SFC are accused of using excessive force and abductions; Muhoozi and other senior officials are mentioned in an International Court of Justice complaint. In 2017 Muhoozi, the son of president Museveni, was appointed Presidential Adviser, fueling speculations he is being prepared for the presidency. He was reappointed as the Commander of the elite Special Forces Command (SFC) in December 2020. Lt. Gen. Muhoozi served in the same position from 2008 to 2017.

Wilson Muruli Mukasa is a Ugandan politician. He has been Cabinet Minister of Public Service in the Ugandan Cabinet since 6 June 2016. Stephen Chemoiko Chebrot is a Ugandan physician and politician. He is the current State Minister for Transport in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Simon Ejua, who was dropped from the Cabinet. In the cabinet reshuffle of 1 March 2015, he retained his cabinet portfolio. Stephen Chebrot also serves as the elected Member of Parliament for "Tingey County", in Kapchorwa District.

Mariam Najjemba Mbabaali, formerly known as Rosemary Najjemba Muyinda is a Ugandan politician. She served as the State Minister for Urban Planning in the Ugandan Cabinet from 15 August 2012, until 6 June 2016, when she was dropped from cabinet. In the cabinet, she replaced Justine Lumumba Kasule, who was appointed Government Chief Whip. Najjemba served as the elected Member of Parliament for Gomba County, Gomba District on the National Resistance Movement (NRM) political party ticket, for two consecutive terms, from 2006 until 2016.

Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

Sarah Ndoboli Kataike is a Ugandan politician. She is the current State Minister for Luweero Triangle, in the Cabinet of Uganda. She was appointed to that position on 25 July 2013. Prior to that, from 15 August 2012 until 25 July 2013, she served as the State Minister of Health for General Duties. She replaced Richard Nduhura, who was appointed Uganda's Ambassador to the United Nations. She is also the elected Member of Parliament for Budaka District Women's Constituency on the National Resistance Movement (NRM) political party ticket.

Elioda Tumwesigye is a Ugandan politician, physician, and epidemiologist who has served as minister of science, technology and innovation in the cabinet of Uganda since June 2016. From March 2015 until June 2016, he served as the minister of health.

Gabriel Gadison Ajedra Aridru is a Ugandan civil engineer and politician. He was the State Minister of Finance for General Duties in the Cabinet of Uganda, from 6 June 2016 until 3 May 2021. Prior to that, from 12 August 2012, until 6 June 2016, he served as the State Minister of Finance for Investments. In the cabinet reshuffle of 24 May 2013, and that of 1 March 2015, he retained his cabinet post. The Mukono–Kyetume–Katosi–Nyenga Road is a road in the Central Region of Uganda, connecting the towns of Mukono, Kyetume and Katosi in Mukono District to Nkokonjeru and Nyenga in Buikwe District.
