Contents

History

Safepass was developed by Amihan Global Strategies and Talino Venture Labs. [1] Safepass was originally launched in June 2020 by the Department of Tourism, the Department of Trade and Industry and Talino Ventures. It was made as a contact tracing tool with capacity planning features that would also help businesses to manage COVID-19 safety protocols within their premises. [2] On August 14, 2020, a free version of SafePass was made available for business establishments nationwide. [1]

Features

SafePass features vary by plan. It is touted as an "omni-channel" system which can also be accessed by telephone, SMS or thru Facebook Messenger. The most basic plan, available to any establishment, provides basic contact tracing and a digital health questionnaire. Other plans include employee management features and a capacity planning tool which set how many individuals can be in a location at any given time. Paid plans allow for businesses to notify multiple contacts at once and allow their customers to make advanced bookings. [1]

Adoption

Safepass was adopted on June 1, 2020 by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) as a "COVID-19 prevention and incident management platform for all business establishments" and is intended to complement StaySafe. [3] SafePass has been adopted as a contact tracing app by several local government units (LGUs) in the Philippines such as Quezon City (KyusiPass) [4] and Ilocos Norte. [5] Another contact tracing app sanctioned by the government is StaySafe, which is used by other LGUs and companies. [6] [7]

Contact tracing Finding and identifying people in contact with someone with an infectious disease

In public health, contact tracing is the process of identifying persons who may have been exposed to an infected person ("contacts") and subsequent collection of further data to assess transmission. By tracing the contacts of infected individuals, testing them for infection, and isolating or treating the infected, this public health tool aims to reduce infections in the population. In addition to infection control, contact tracing serves as a means to identify high-risk and medically vulnerable populations who might be exposed to infection and facilitate appropriate medical care. In doing so, public health officials utilize contact tracing to conduct disease surveillance and prevent outbreaks. In cases of diseases of uncertain infectious potential, contact tracing is also sometimes performed to learn about disease characteristics, including infectiousness. Contact tracing is not always the most efficient method of addressing infectious disease. In areas of high disease prevalence, screening or focused testing may be more cost-effective.

The (Google/Apple) Exposure Notification (GAEN) system, originally known as the Privacy-Preserving Contact Tracing Project, is a framework and protocol specification developed by Apple Inc. and Google to facilitate digital contact tracing during the COVID-19 pandemic. When used by health authorities, it augments more traditional contact tracing techniques by automatically logging encounters with other notification system users using their Android or iOS smartphone. Exposure Notification is a decentralized reporting based protocol built on a combination of Bluetooth Low Energy technology and privacy-preserving cryptography. It is used as an opt-in feature within COVID-19 apps developed and published by authorized health authorities. Originally unveiled on April 10, 2020, it was first made available on iOS on May 20, 2020 as part of the iOS 13.5 update and on December 14, 2020 as part of the iOS 12.5 update for older iPhones. On Android, it was added to devices via a Google Play Services update, supporting all versions since Android Marshmallow.

COVIDSafe was a digital contact tracing app released by the Australian Government on 26 April 2020 to help combat the ongoing COVID-19 pandemic. The app was intended to augment traditional contact tracing by automatically tracking encounters between users and later allowing a state or territory health authority to warn a user they have come within 1.5 metres with an infected person for 15 minutes or more. To achieve this, it used the BlueTrace and Herald protocol, originally developed by the Singaporean Government and VMWare respectively, to passively collect an anonymised registry of near contacts. The efficacy of the app was questioned over its lifetime, ultimately identifying just 2 confirmed cases by the time it was decommissioned on 16 August 2022.
