Salum Khalfan Barwany or Salum Khalfani Bar'wani (born 30 June 1959) is a Tanzanian CUF politician and Member of Parliament for Lindi Town constituency. [1] He is the first Tanzanian MP with albinism to be elected to parliament. [2]
He was elected to the National Assembly of Tanzania (Swahili :Bunge la Tanzania) on 2 November 2010 from the district of Lindi Urban in the far south-east,and is the first albino to be elected to the Bunge in the country's history [3] [4] (the first to sit in the legislature was a woman,Al-Shymaa Kway-Geer,who appointed to the Bunge by the President,two years earlier). Upon his election,Bar'wani stated: [3]
I am so touched that this is the first time in the electoral history of this country for an albino to be elected by the people in a popular contest to be their representative in parliament – and not through sympathy votes or decisions.
Tanzania is a country noted both for a high incidence of albinism, and persecution of people with albinism, especially by a cult of witchdoctors with considerable influence and power in rural areas.
Albinism is a congenital condition characterized in humans by the partial or complete absence of pigment in the skin, hair and eyes. Albinism is associated with a number of vision defects, such as photophobia, nystagmus, and amblyopia. Lack of skin pigmentation makes for more susceptibility to sunburn and skin cancers. In rare cases such as Chédiak–Higashi syndrome, albinism may be associated with deficiencies in the transportation of melanin granules. This also affects essential granules present in immune cells, leading to increased susceptibility to infection.
Tanzania, officially the United Republic of Tanzania, is a country in East Africa within the African Great Lakes region. It is bordered by Uganda to the northwest; Kenya to the northeast; the Indian Ocean to the east; Mozambique and Malawi to the south; Zambia to the southwest; and Rwanda, Burundi, and the Democratic Republic of the Congo to the west. Mount Kilimanjaro, Africa's highest mountain, is in northeastern Tanzania. According to the 2022 national census, Tanzania has a population of around 62 million, making it the most populous country located entirely south of the equator.
The politics of Tanzania takes place in a framework of a unitary presidential democratic republic, whereby the President of Tanzania is both head of state and head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and parliament. The party system is dominated by the Chama Cha Mapinduzi. The Judiciary is independent of the executive and the legislature.
Albinism organisations and others have expressed criticism over the portrayal of individuals with albinism in popular culture, specifically in movies and fictional works, citing the overwhelmingly negative depiction. There is concern that such depictions could increase social bias and discrimination against individuals with albinism. This phenomenon is often referred to as the "evil albino" plot device.
Samuel John Sitta was a Tanzanian CCM politician and Member of Parliament for Urambo East of Tabora Region. He was the Speaker of the National Assembly of Tanzania from December 2005 to 2010 and Minister of East African Cooperation from 2010 to 2015.
Al-Shymaa Kway-Geer is a member of the parliamentary body, the National Assembly, of Tanzania. She is one of 48 women appointed to the Assembly by President Jakaya Kikwete. She was appointed in 2008.
Persecution of people with albinism is based on the belief that certain body parts of albinistic people hold supernatural powers. Such beliefs are present in some parts of the African Great Lakes region, and have been exploited by witchdoctors who use such body parts as ingredients in religious rituals which are claimed to bring prosperity.
General elections were held in Tanzania on 31 October 2010. The presidential elections were won by the incumbent Jakaya Kikwete of the Chama Cha Mapinduzi party (CCM), who received 63% of the vote, down from 80% in 2005. The parliamentary elections resulted in a victory for the CCM, which won 186 of the 239 elected seats in the National Assembly.

General elections were held in Tanzania on 25 October 2015. Voters elected the president, members of Parliament, and local government councillors. By convention, the election was held on the last Sunday of October and was supervised by the National Electoral Commission (NEC). Political campaigns commenced on 22 August and ceased a day before the elections.

International Albinism Awareness Day (IAAD) is celebrated annually on June 13 to celebrate the human rights of persons with albinism worldwide.
