Sam Moore (born May 12,1976) is a Republican former member of the Georgia House of Representatives,representing the 22nd House District from February 2014 through January 2015. The district primarily includes parts of Cherokee County and also includes parts of Forsyth County and Fulton county.
Moore grew up in Cherokee County and attended Sequoyah High School. Moore graduated from Georgia Tech in 2000 with a degree in Computer Science. After graduating,he worked in the computer industry in the Atlanta Metropolitan Area. In 2013 he retired from the computer industry. [2]
The sitting house district 22 representative,Calvin Hill,died from Leukemia on October 30,2013 and a special election was called for January 7,2014. On November 20,2013,Sam Moore qualified to run for the state house district 22 along with 3 other candidates –Meagan Biello,Jeff Duncan and Nate Cochran. [3] Moore won a plurality of the special election with 38 percent of the 2,433 votes cast. Meagan Biello came in second with 24 percent of the vote. [4] Moore defeated Biello at the runoff with 57.7 percent of the 2,632 votes cast on February 4,2014 after running a campaign on fighting for liberty and fighting corruption in the Georgia State Government. Moore was sworn into the Georgia House of Representatives on February 11,2014. [6] By the time he was sworn in,the Legislative session was half over [7] and "Crossover Day" on March 3,2014 was rapidly approaching. During his short tenure as part of the 152nd Georgia General Assembly,Sam Moore authored or cosponsored 15 different bills and 3 house resolutions. [8]
On Wednesday,February 19,2014,Moore introduced House Bill 1033 which repealed Georgia's Loitering Laws. However,by removing the Georgia loitering laws,the bill also removed restrictions on Sex Offenders from loitering near schools and playgrounds.
On Friday February 21,2014,an article was printed in the Cherokee Tribune discussing HB 1033. In that article Mr. Moore admitted to turning in a bill that made it legal for "registered sex offenders who aren't otherwise barred from going to schools or places children gather (so that sex offenders) could go to those places freely." [9] Representative Moore was quoted in the article as saying,"I am OK with that...Am I saying it's not creepy? It's definitely creepy." [9] Cherokee Sheriff Roger Garrison called the bill "simply insane." and went on to say,"In my 34 years of law enforcement I have never heard of such an insane law having been introduced," Garrison said Friday. "Sexual predators are one of this country's most violent (type of) offenders. If there's any equal it would be an out-and-out serial killer." [9]
On Friday February 21,2014,the Republican Leadership publicly denounced HB 1033. The speaker of the house,David Ralston stated "The Republican majority in the House chose to stand with Georgia's families and with children. That bill chooses to stand with sex offenders and pedophiles. And that's something that I can't fathom." Moore defended his bill stating:"There's already laws on the books to handle everything that I've heard thus far as far as child molesters or whatever they're worried about attacking children,or whatever;there's already existing laws for that. This is kind of a vague blanket law that applies to everyone,so I didn't see a problem with removing it,and until I hear something specific I still don't have a problem." [10] [11]
On Monday,February 24,2014,Sam Moore withdrew his bill and publicly apologized for his bill in what the Atlanta Journal And Constitution described as "an extraordinary speech delivered on the House floor." Moore stated "In hindsight,this rookie mistake was silly. I am mature enough to admit that. At the time though,I believed that I was fulfilling a campaign promise to hit the ground running." [12]
According to current Georgia Law,O.C.G.A. 16-11-36, [13] Title 20,Section 20-2-1180:Child Protection Act, [14] 42-1-15,State Sexual Offender Registry, [15] 42-1-14 Sexual Offender Registry. [16] According to 20-2-1180 Loitering upon school premises or within a school safety zone: [17] Parents of children attending Georgia School's are not allowed to be on school property,without first checking into the front office. The law clearly defines,in Section A thru F, [13] that the facilitators of the school are directed to demand that any unauthorized person leave school grounds.
Megan's Law is the name for a federal law in the United States requiring law enforcement authorities to make information available to the public regarding registered sex offenders. Laws were created in response to the murder of Megan Kanka. Federal Megan's Law was enacted as a subsection of the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act of 1994,which merely required sex offenders to register with local law enforcement. Since only a few states required registration prior to Megan's death,the state-level legislation to bring states in compliance—with both the registration requirement of Jacob Wetterling Act and community notification required by federal Megan's Law—were crafted simultaneously and are often referred to as "Megan's Laws" of individual states. Thus,the federal Megan's Law refers to community notification,whereas state-level "Megan's Law" may refer to both sex offender registration and community notification.

Patricia Lynn Wetterling is an American advocate of children's safety and chair of the National Center for Missing and Exploited Children. Her advocacy particularly focuses on protecting children from abduction and abuse. In recent years Wetterling has become one of the most vocal critics of current sex offender registry laws,painting them as overly broad and unnecessarily causing tremendous harm to many. Her advocacy began after her son Jacob was abducted in 1989 and culminated in passage of the federal Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act. She was a candidate for the Minnesota Sixth District seat in the United States House of Representatives as the Democratic-Farmer-Labor Party candidate in 2004 and 2006,losing to Republicans Mark Kennedy and Michele Bachmann respectively. In September 2016,the remains of her son Jacob were discovered and positively identified.
A sex offender is a person who has committed a sex crime. What constitutes a sex crime differs by culture and legal jurisdiction. The majority of convicted sex offenders have convictions for crimes of a sexual nature;however,some sex offenders have simply violated a law contained in a sexual category. Some of the serious crimes which usually result in a mandatory sex-offender classification are sexual assault,statutory rape,bestiality,child sexual abuse,incest,rape,and sexual imposition.
Jessica's Law is the informal name given to a 2005 Florida law,as well as laws in several other states,designed to protect potential victims and reduce a sexual offender's ability to re-offend which includes a mandatory minimum sentence of 25 years in prison and lifetime electronic monitoring when the victim is less than 12 years old. A version of Jessica's Law,known as the Jessica Lunsford Act, was introduced at the federal level in 2005 but was never enacted into law by Congress.

A sex offender registry is a system in various countries designed to allow government authorities to keep track of the activities of sex offenders,including those who have completed their criminal sentences. Sex offender registration is usually accompanied by residential address notification requirements. In many jurisdictions,registered sex offenders are subject to additional restrictions,including on housing. Those on parole or probation may be subject to restrictions that do not apply to other parolees or probationers. These may include restrictions on being in the presence of underage persons,living in proximity to a school or day care center,owning toys or items targeted towards children,or using the Internet. Sex offender registries exist in many English-speaking countries,including Australia,Canada,New Zealand,the United States,Trinidad and Tobago,Jamaica,South Africa,the United Kingdom,and the Republic of Ireland. The United States is the only country that allows public access to the sex offender registry;all other countries in the English-speaking world have sex offender registries only accessible by law enforcement.
State of Georgia v. Allison was a Georgia court case. In Georgia vs Allison,Janet Allison was convicted of sexual offenses for allowing her daughter,aged 15,to have sexual intercourse in her home. The events took place in the year 2000. The young couple later married and had a child of their own,but Allison's name has been entered into the sex offender registry,with various adverse consequences for her life and that of her family.

LGBT rights in the state have been a recent occurrence,with most improvements occurring from the 2010s onward. Same-sex sexual activity has been legal since 1998,although the state legislature has not repealed its sodomy law. Same-sex marriage has been legal since 2015. In addition,the state's largest city Atlanta,has a vibrant LGBT community and holds the biggest Pride parade in the Southeast. The state's hate crime laws,effective since June 26,2020,explicitly include sexual orientation.

Discrimination based on sexual orientation is banned statewide in Wisconsin,and sexual orientation is a protected class in the state's hate crime laws. It approved such protections in 1982,making it the first state in the United States to do so.

Women Against Registry (W.A.R.) is a U.S. non-profit organization,based in Arnold,Missouri,which works to obtain changes in laws affecting sex offenders. Most W.A.R. members are mothers,wives,girlfriends,and other family members of persons convicted of a sexual offense.
