Early life and education

Samuel Aruwan hails from Kabala West in Tudun Wada District, Kaduna South Local Government Area of Kaduna State, Nigeria. [4] [5] [6]

Aruwan is a graduate of Mass Communication from Kaduna Polytechnic, Kaduna. In December 2002, he completed Basic and Second Level training on Alternatives to Violence Project Course (AVP) sponsored by International Committee of the Red Cross (ICRC) Geneva and Nigerian Red Cross Society. He also completed an in-depth course in Participatory Video by Insight International in collaboration with the Development Research Centre on Citizenship, Participation and Accountability, Institute of Development Studies, Sussex in October 2006. In 2012, he attended the African Investigative Journalism training at the University of the Witwatersrand, South Africa. He was one of the Nigerian journalists trained on countering religious extremism at the Tony Blair Institute for Global Change, London in 2014 and at Drew University’s Institute on Religion and Conflict Transformation, New Jersey in 2016. In April 2021, he attended the Cranfield University’s Continuing Professional Development course on Protecting Critical National Infrastructure (CNI). He also obtained a certificate in counter-terrorism and intelligence at the same Cranfield University in December 2022 with distinction. Aruwan is currently a post-graduate student in the Department of Mass Communication of Ahmadu Bello University, Zaria. [7]

Journalism and public service

He is a professional journalist with over a decade experience before joining public service in 2015. [8]

His journalism career began as an intern at the New Nigerian Newspapers and Daily Independent Newspapers, after which he joined Leadership Newspapers Group where he progressed from reporter to bureau chief. In October 2011 he joined Blueprint Newspapers Limited as chief of the Kaduna bureau. In December 2014 he took a leave of absence to serve as spokesperson to Malam Nasir Ahmad el-Rufai, a governorship candidate in Kaduna State in the 2015 general elections.

In May 2015, Governor El-Rufai appointed him special assistant for media and publicity and official spokesperson of the Governor and Government of Kaduna State. [9] In May 2017, he was promoted to senior special assistant for media and publicity.

Aruwan played a key role in the 2019 election campaigns and the successes in both the presidential and governorship elections.

Since 2015, he has been a member of Kaduna State Security Council, which comprises heads of all military, police and para-military agencies operating in the State.

On 12 July 2019, he took oath of office as a Commissioner and member of the Kaduna State Executive Council. His key role is coordinating the internal security functions, and leading government policies on Internal security management of Kaduna state. In January 2021, Aruwan bagged the award of Crisis Manager of the Year at the annual Security and Emergency Management Awards (SAEMA) 2020.

Aruwan was appointed as the 14th Administrator/Commissioner of Kaduna Capital Territory Authority by Governor Uba Sani on June 20, 2023. This appointment has made him a member of the Kaduna State Executive Council. As one of Nigeria's experts on banditry attacks in Northern Nigeria, he has been well-reported in the media.

Uba Sani is a Nigerian Engineer and Politician who is the current serving Governor of Kaduna State which started from 29th May 2023. He was previously the Senator representing Kaduna Central Senatorial District from 2019 to 2023.

Suleiman Abdu Kwari is a Nigerian politician and public finance management expert, senator for the Kaduna North Senatorial District of Kaduna State Nigeria. He was elected during the February 2019 Nigeria general elections under the platform of the All Progressives Congress (APC). He was the commissioner of Finance Kaduna State (2015-2019) appointed by the Governor of Kaduna State Nasir Ahmad el-Rufai and was also a member of the House of Representatives for Sabon Gari Local Government cConstituency of Kaduna State.

The 2015 Kaduna State gubernatorial election occurred on April 11, 2015. Nasir el-Rufai of the APC took a clear lead against the incumbent governor and PDP, Mukhtar Ramalan Yero candidate in the election. The APC candidate won in 17 LGAs, while the PDP claimed the other six.

The 2019 Kaduna State gubernatorial election occurred on March 9, 2019. APC candidate Nasir Ahmad el-Rufai defeated main opposition party PDP's candidate, Isah Ashiru, to emerge winner of the contest. APC was said to have won 14 LGAs, PDP nine.

The 2023 Nigerian gubernatorial elections were held for state governors in 31 out of 36 Nigerian states. All but three elections were held on 18 March—concurrent with elections to every state house of assembly, three weeks after the presidential election and National Assembly elections—while the Imo State, Kogi State, and Bayelsa State elections will be held on 11 November. The last regular gubernatorial elections for all states were in 2019. All states have a two term limit for Governors which makes 18 incumbent governors ineligible for re-election.

The 2023 Kaduna State gubernatorial election will take place on 18 March 2023, to elect the Governor of Kaduna State, concurrent with elections to the Kaduna State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. The election—which was postponed from its original 11 March date—will be held three weeks after the presidential election and National Assembly elections. Incumbent APC Governor Nasir Ahmad el-Rufai is term-limited and cannot seek re-election to a third term.

The Kaduna Metropolitan Authorities in Kaduna State, Nigeria were originally known as local government or native authorities. The local government authorities were established during British colonial rule in Nigeria. The local government authority was headed by a district head. The authority was established to manage taxation, the production of cash crops, and their export to Britain. The authority in Kaduna City became obsolete in 1979, however, it was reintroduced in 2021 during Governor Nasir Ahmad El-Rufai's administration.

Kaduna Capital Territory Authority is one of the three Kaduna Metropolitan Authorities in Kaduna state, Nigeria. The authority oversees 4 out of 23 local governments in Kaduna state, namely; Kaduna North, Kaduna South, Chikun and Igabi local government areas. In 2021, the law that established Kaduna Capital Territory Authority was passed. Kaduna Capital Territory Authority was formerly called Kaduna Local Government Authority after Kaduna city was made the capital of the state in 1937. The local government authority was a creation of the British colonial rule to oversee taxation, the production of food crops and export to Britain. The authority was first headed by District Head, Aminu Sambo in 1937. The current administrator of Kaduna Capital Territory Authority is Samuel Aruwan.
