International Visitor Leadership Program

The International Visitor Leadership Program (IVLP) is a professional exchange program funded by the U.S. Department of State's Bureau of Educational and Cultural Affairs. The mission of IVLP is to offer current and emerging international leaders the opportunity to experience the richness and diversity of American political, economic, social and cultural life through carefully designed exchanges that reflect participants’ professional interests and the public diplomacy objectives of the United States government.[ peacock prose ]

Contents

The exchange brings up to 5,000 professional emerging leaders from around the world to the United States each year for programs of up to three weeks. The program is nomination only by staff at U.S. Embassies. [1]

History

In 1940, Nelson Rockefeller was named the Coordinator of Commercial and Cultural Affairs for the American Republics. He initiated the exchange of persons program with Latin America, inviting 130 Latin American journalists to the United States and recognized as the first exchange under what would become the IVLP. In 1948 representative Karl E. Mundt and Senator H. Alexander Smith marshaled the Informational and Educational Exchange Act, also known as the Smith-Mundt Act which was passed by the 80th United States Congress and approved by President Harry S. Truman. During a time when Americans grew increasingly concerned about Soviet propaganda, the purpose of the Smith-Mundt was "to promote a better understanding of the United States in other countries, and to increase mutual understanding between the people of the United States and the people of other countries" though educational and cultural exchanges. From this legislation birthed the Foreign Leaders Program, which was eventually consolidated into the International Visitor Program (IVP) in 1952. In 2004, the IVP was renamed the International Visitor Leadership Program (IVLP). [2] [3]

Goals

The purpose of the IVLP is to:

  1. cultivate lasting relationships between current and emerging professionals around the world and their American counterparts
  2. provides opportunities for foreign opinion makers to gain firsthand knowledge about U.S. society, culture and politics [4]

The IVLP functions through a cooperative agreement with several National Program Agencies and Global Ties U.S., comprising organizations in 45 states, that arrange the itineraries for IVLP exchange participants. [6]

United States cultural exchange programs, particularly those programs with ties to the Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State, seek to develop cultural understanding between United States citizens and citizens of other countries. Exchange programs do not necessarily exchange one individual for another individual of another country; rather, "exchange" refers to the exchange of cultural understanding created when an individual goes to another country. These programs can be regarded as a form of cultural diplomacy within the spectrum of public diplomacy.

The Alliance for International Exchange (formerly Alliance for International Educational and Cultural Exchange" is an association of non-governmental exchange programs in the United States. The Alliance was founded in 1993 following the merger of the International Exchange Association and the Liaison Group for International Educational Exchange. Following this merger, the Alliance became the sole collective voice of the 76 non-governmental organization exchange programs for the purpose of developing a unified public policy voice.

Ayusa is a non-profit organization dedicated to promote global learning and leadership through foreign exchange, study abroad, and leadership programs for high school students from the U.S. and around the world. The organization was co-founded by John Wilhelm and Takeshi Yokota in 1981 and is headquartered in San Francisco, California. John Wilhelm and Takeshi Yokota also founded Intrax.

The Congressional International Exchange and Study Caucus is a caucus of the United States Congress that aims to raise awareness of the importance and benefits of international exchange and study abroad programs, which enable international citizens to have meaningful exchange experiences in the United States, and Americans to have such beneficial experiences in other countries. It is co-chaired in the 114th Congress by Representatives Steve Pearce of New Mexico and Jim Himes of Connecticut.

Olumide Idowu, is a Nigerian youth campaigner and climate change activist. He is the co-founder of the International Climate Change Development Initiative, Climate Wednesday and Nigerian Youth Climate Coalition. Olumide was an Atlas Corps fellow, State International Visitor Leadership Program (IVLP) alumni, social media and communications officer for Association for the Development of Education in Africa, Triennale 2017 in Senegal, and the senior communication director for African Youth Initiative on Climate Change (AYICC). He was the Organizing Committee Member for 7th Global Platform on Disaster Risk Reduction (DRR) in Mexico, African Youth Champion for the United Nations International Strategy for Disaster Reduction (UNISDR) and he received the 2015 Save the Children Award for his Contribution towards Sustainable Development in Nigeria.
