Public diplomacy is that "form of international political advocacy in which the civilians of one country use legitimate means to reach out to the civilians of another country in order to gain popular support for negotiations occurring through diplomatic channels." [1]

1977–1978 – the State Department's Bureau of Educational and Cultural Affairs is combined with USIA to create the United States International Communication Agency (USICA) Carter issues second mandate for USIA/USICA: "to reduce the degree to which misperceptions and misunderstandings complicate relations between the United States and other nations. It is also in our interest—and in the interest of other nations—that Americans have the opportunity to understand the histories, cultures, and problems of others, so that we can come to understand their hopes, perceptions, and aspirations." The 2010 report, entitled Assessing U.S. Public Diplomacy: A Notional Model, was a report based on work done at the direction of the U.S. Advisory Commission on Public Diplomacy by the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin. The report addressed the method of measuring the effectiveness of U.S. Public Diplomacy. Its contents may be summed up as follows: the thermometer is broken, it doesn't work. Moreover, the concluding remarks of the introductory letter from the Commission members offers more insight as to the state of public diplomacy than the actual contents of the report:
On February 15, 2011, a minority staff report was submitted to the United States Senate Committee on Foreign Relations. In the letter of transmittal, ranking member Richard Lugar stated: In the same way that our trade with China is out of balance, it is clear to even the casual observer that when it comes to interacting directly with the other nation's public we are in another lop-sided contest. China has a vigorous public diplomacy program, based on a portrayal of an ancient, benign China that is, perhaps, out of touch with modern realities. Nonetheless, we are being overtaken in this area of foreign policy by China, which is able to take advantage of America's open system to spread its message in many different ways, while using its fundamentally closed system to stymie U.S. efforts.
The United States Information Agency (USIA), which operated from 1953 to 1999, was a United States agency devoted to "public diplomacy". In 1999, prior to the reorganization of intelligence agencies by President George W. Bush, President Bill Clinton assigned USIA's cultural exchange and non-broadcasting intelligence functions to the newly created Under Secretary of State for Public Diplomacy and Public Affairs at the U.S. Department of State. USIA's broadcasting functions were moved to the newly created Broadcasting Board of Governors. The agency was previously known overseas as the United States Information Service (USIS) of the U.S. Embassy; the current name, the Public Diplomacy and Public Affairs, is sometimes translated as the Public Relations and Cultural Exchange Agency.
The Fulbright Program, including the Fulbright–Hays Program, is one of several United States Cultural Exchange Programs with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the people of the United States and other countries, through the exchange of persons, knowledge, and skills. Via the program, competitively-selected American citizens including students, scholars, teachers, professionals, scientists, and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad; and citizens of other countries may qualify to do the same in the United States. The program was founded by United States Senator J. William Fulbright in 1946 and is considered to be one of the most widely recognized and prestigious scholarships in the world. The program provides approximately 8,000 grants annually – roughly 1,600 to U.S. students, 1,200 to U.S. scholars, 4,000 to foreign students, 900 to foreign visiting scholars, and several hundred to teachers and professionals.
In international relations, public diplomacy or people's diplomacy, broadly speaking, is any of the various government-sponsored efforts aimed at communicating directly with foreign publics to establish a dialogue designed to inform and influence with the aim that this foreign public supports or tolerates a government's strategic objectives. These also include propaganda. As the international order has changed over the twentieth century, so has the practice of public diplomacy. Its practitioners use a variety of instruments and methods ranging from personal contact and media interviews to the Internet and educational exchanges.
The United States Agency for Global Media (USAGM), known until 2018 as the Broadcasting Board of Governors (BBG), is an independent agency of the United States government that broadcasts news and information. It is considered an arm of U.S. diplomacy.
Cultural diplomacy is a type of public diplomacy and soft power that includes the "exchange of ideas, information, art, language and other aspects of culture among nations and their peoples in order to foster mutual understanding". The purpose of cultural diplomacy is for the people of a foreign nation to develop an understanding of the nation's ideals and institutions in an effort to build broad support for economic and political goals. In essence "cultural diplomacy reveals the soul of a nation", which in turn creates influence. Though often overlooked, cultural diplomacy can and does play an important role in achieving national security efforts.
The U.S. Information and Educational Exchange Act of 1948, popularly called the Smith–Mundt Act, was first introduced by Congressman Karl E. Mundt (R-SD) in January 1945 in the 79th Congress. It was subsequently passed by the 80th Congress and signed into law by President Harry S. Truman on January 27, 1948.
The Under Secretary for Public Diplomacy and Public Affairs is currently a top-10 ranking position in the U.S. Department of State that is intended to help ensure that public diplomacy is practiced in combination with public affairs and traditional diplomacy to advance U.S. interests and security. The Under Secretary oversees three bureaus at the Department of State: Educational and Cultural Affairs, Public Affairs, and International Information Programs. Also reporting to the Under Secretary are the Office of Policy, Planning and Resources for Public Diplomacy and Public Affairs and the Advisory Commission on Public Diplomacy.
The International Broadcasting Bureau (IBB) is the technical support outlet within the United States Agency for Global Media (USAGM), which is a U.S. independent agency. The IBB supports the day-to-day operations of Voice of America (VOA) and the Office of Cuba Broadcasting. It also provides transmission and technical support for all of the independent non-military broadcasting services funded by the USAGM. The IBB is located in Washington, D.C.
The Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State fosters mutual understanding between the people of the United States and the people of other countries around the world. It is responsible for the United States Cultural Exchange Programs.
The U.S. Department of State's Bureau of International Information Programs (IIP) supports the department's public diplomacy efforts by providing and supporting the places, content, and infrastructure needed for sustained conversations with foreign audiences. It was headed by the Coordinator for International Information Programs. IIP was one of three bureaus that report to the Undersecretary for Public Diplomacy and Public Affairs. The Bureau of Educational and Cultural Affairs and the Bureau of Public Affairs were the sister bureaus. On May 28, 2019, the bureau merged with the Bureau of Public Affairs into the Bureau of Global Public Affairs, and the duties of the Coordinator merged into the duties of the Assistant Secretary of State for Global Public Affairs.

National Security Decision Directive 77, was a U.S. National Security Directive signed on January 14, 1983, by President Ronald Reagan. The directive established a Special Planning Group (SPG) under the National Security Council (NSC) whose purpose was to strengthen, organize, plan, and coordinate public diplomacy of the United States relative to national security. This NSDD positioned the White House and the National Security Staff at the helm of public diplomacy coordination across government agencies. NSDD-77 lay the groundwork for the Reagan administration's aggressive public diplomacy strategy and included guidance for inter-agency working groups to execute wide-ranging tactics for information dissemination both domestically and internationally.
United States cultural exchange programs, particularly those programs with ties to the Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State, seek to develop cultural understanding between United States citizens and citizens of other countries. Exchange programs do not necessarily exchange one individual for another individual of another country; rather, "exchange" refers to the exchange of cultural understanding created when an individual goes to another country. These programs can be regarded as a form of cultural diplomacy within the spectrum of public diplomacy.
The National Defense Authorization Act (NDAA) for Fiscal Year 2013 is a United States federal law which specifies the budget and expenditures of the United States Department of Defense for fiscal year 2013. Strategic Communication is the "coordinated actions, messages, images, and other forms of signaling or engagement intended to inform, influence, or persuade selected audiences in support of national objectives." There is often debate and discussion concerning what makes strategic communication.
