Tolon-Kumbungu District is a former district that was located in Northern Region, Ghana. Originally created as an ordinary district assembly in 1988, which was created from the former West Dagomba District Council. However on 28 June 2012, it was split out into two new districts: Tolon District and Kumbungu District. Muhammad Mumuni is a Ghanaian lawyer and politician. He was reelected to Ghana's Parliament in the 7 December 2012 General Elections, when he won the Kumbungu Seat. Mumuni left parliament in 2004 when he became John Atta Mills' vice-Presidential running mate.

However, on 15 March 2018, it was elevated to municipal district assembly status to become Sagnarigu Municipal District.
