The Scottish Consolidated Fund is the main fund operated by the Scottish Parliament. It receives a block grant from the UK Parliament's Consolidated Fund [1] plus the operational receipts of the Scottish Government. The fund operates under the Scotland Act 1998.
In 2010–2011, under the Barnett formula, the UK Exchequer returned a block grant of £26.8 billion of Scottish taxpayers' money to the fund. [2]
In the civil service of the United Kingdom, His Majesty's Exchequer, or just the Exchequer, is the accounting process of central government and the government's current account in the Consolidated Fund. The term is used in various financial documents, including the latest departmental and agency annual accounts.
A block grant is a grant-in-aid of a specified amount from a larger government to a smaller regional government body. Block grants have less oversight from the larger government and provide flexibility to each subsidiary government body in terms of designing and implementing programs. Block grants, categorical grants, and general revenue sharing are three types of federal government grants-in-aid programs.
The Government of Wales Act 1998 is an Act of the Parliament of the United Kingdom. Passed in 1998, the act created the National Assembly for Wales, Auditor General for Wales and transferred devolved powers to the assembly. The act followed the 1997 Welsh devolution referendum.

The National Audit Office (NAO) is an independent Parliamentary body in the United Kingdom which is responsible for auditing central government departments, government agencies and non-departmental public bodies. The NAO also carries out value for money (VFM) audits into the administration of public policy.
The Crown Estate is a collection of lands and holdings in the United Kingdom belonging to the British monarch as a corporation sole, making it "the sovereign's public estate", which is neither government property nor part of the monarch's private estate. The Crown Estate in England, Wales, and Northern Ireland is managed by the Crown Estate Commissioners. In Scotland, the Crown Estate is managed by Crown Estate Scotland, since the Scottish estate was devolved in 2017.
The Barnett formula is a mechanism used by the Treasury in the United Kingdom to automatically adjust the amounts of public expenditure allocated to Northern Ireland, Scotland and Wales to reflect changes in spending levels allocated to public services in England, Scotland and Wales, as appropriate. The formula applies to a large proportion, but not the whole, of the devolved governments' budgets − in 2013–14 it applied to about 85% of the Scottish Parliament's total budget.
The Comptroller and Auditor General of India is the supreme audit institution of India, established under Article 148 of the Constitution of India. They are empowered to audit all receipts and expenditure of the Government of India and the State Governments, including those of autonomous bodies and corporations substantially financed by the government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the government has an equity share of at least 51 percent or subsidiary companies of existing government companies. The CAG is also the statutory auditor of the Lokpal.
The Scottish Funding Council, formally the Scottish Further and Higher Education Funding Council, is the non-departmental public body charged with funding Scotland's further and higher education institutions, including its 26 colleges and 19 universities.
Government financial statements are annual financial statements or reports for the year. The financial statements, in contrast to budget, present the revenue collected and amounts spent. The government financial statements usually include a statement of activities, a balance sheet and often some type of reconciliation. Cash flow statements are often included to show the sources of the revenue and the destination of the expenses.
The Commission on Scottish Devolution, also referred to as the Calman Commission or the Scottish Parliament Commission or Review, was established by an opposition Labour Party motion passed by the Scottish Parliament on 6 December 2007, with the support of the Conservatives and Liberal Democrats. The governing Scottish National Party opposed the creation of the commission.
Scottish Parliament committees are small groups of Members of the Scottish Parliament (MSPs) who meet on a regular basis to scrutinise the work of the Scottish Government, conduct inquiries into subjects within their remit and examine legislation. Much of the everyday work of the Scottish Parliament is done by these committees.
The Independent Commission on Funding and Finance for Wales, also known as The Holtham Commission, was established by Rhodri Morgan, Ieuan Wyn Jones and Andrew Davies, of the Welsh Assembly Government. The establishment of the Commission was a commitment in the One Wales coalition agreement between Labour and Plaid Cymru in June 2007. Based in Cathays Park, Cardiff, the Commission completed its work in July 2010, publishing its findings in a final report: Fairness and accountability: a new funding settlement for Wales.
The Office for Budget Responsibility (OBR) is a non-departmental public body funded by the UK Treasury, that the UK government established to provide independent economic forecasts and independent analysis of the public finances. It was formally created in May 2010 following the general election and was placed on a statutory footing by the Budget Responsibility and National Audit Act 2011. It is one of a growing number of official independent fiscal watchdogs around the world.
Government spending in the United Kingdom, also referred to as public spending, is the total spent by Central Government departments and certain other bodies as authorised by Parliament through the Estimates process. It includes net spending by the three devolved governments: the Scottish Government, the Welsh Government and the Northern Ireland Executive.
The Sovereign Grant Act 2011 is the Act of the Parliament of the United Kingdom that introduced the Sovereign Grant, the payment that is paid annually to the monarch by the government in order to fund the monarch's official duties. It is usually set as a percentage of annual income from the Crown Estate. The Sovereign Grant Act was the biggest reform to the finances of the British royal family since the inception of the Civil List in 1760. In addition to the Sovereign Grant, the monarch continues to receive the revenue of the Duchy of Lancaster, while the Prince of Wales receives the revenues of the Duchy of Cornwall.
The Exchequer and Audit Departments Act 1866 is the UK Act of Parliament under which most of the revenue from taxation, and all other money payable to the Exchequer, must be paid into the Consolidated Fund.
The Scottish Government budget is an annual Act of the Scottish Parliament, giving statutory authority to the Scottish Government for its revenue and expenditure plans. For the financial year 2024/25 the budget was approximately £59.7 billion. The Scottish Government Budget Bill is presented to Parliament by the Cabinet Secretary for Finance. The current Cabinet Secretary for Finance is Shona Robison who was appointed to the role in March 2023.
The Smith Commission was announced by Prime Minister David Cameron on 19 September 2014 in the wake of the 'No' vote in the 2014 Scottish independence referendum. The establishment of the commission was part of the process of fulfilling The Vow made by the leaders of the three main unionist parties during the last days of the referendum campaign. The Vow promised the devolution of more powers from the Parliament of the United Kingdom to the Scottish Parliament in the event of a No vote.
Welsh Rates of Income Tax (WRIT) is part of the UK income tax system and from 6 April 2019 a proportion of income tax paid by taxpayers living in Wales is transferred straight to the Welsh Government to fund Welsh public services. It is administered by HM Revenue and Customs (HMRC), but it is not a devolved tax comparable to Scottish income tax.
