The Seal of the Federated States of Micronesia resembles the previous seal of the Trust Territory of the Pacific Islands, and reads "Government of the Federated States of Micronesia". The seal had been adopted by the Congress of the Federated States of Micronesia and then accepted by the United States Congress.

The Federated States of Micronesia, or simply Micronesia, is an island country in Oceania. It consists of four states – from west to east, Yap, Chuuk, Pohnpei and Kosrae – that are spread across the western Pacific. The flag of the Federated States of Micronesia was adopted on 30 November 1978. The blue field represents the Pacific Ocean. In an echo of U.S. heraldic practice, the stars represent the four federated states: Chuuk, Pohnpei, Kosrae and Yap, arranged like the points of the compass.

Bailey Olter

Bailey Olter was a Micronesian political figure. He was elected to the Senate of Micronesian Congress from Ponape district. He served as Vice President of the Federated States of Micronesia from 1983 to 1987, and as the third president of the Federated States of Micronesia from 1991 to 1996. He suffered a stroke in July 1996 ending his capacity to carry out his office; his Vice President Jacob Nena served the last year of his term.
