The Provinces of Rwanda are subdivided into 30 districts (Rwanda: uturere, sing. akarere). Each district is in turn divided into sectors. There are 416 Sectors. [1]
This entire administrative structure is undergoing a process of decentralisation – devolving greater authority to local governments and municipalities – following an administrative reorganisation begun in 2002. [2]
The Rwanda Defence Force is the military of the Republic of Rwanda. The country's armed forces were originally known as the Rwandan Armed Forces (FAR), but following the Rwandan Civil War of 1990–1994 and the 1994 genocide against the Tutsi, the victorious Rwandan Patriotic Front (Inkotanyi) created a new organization and named it the Rwandan Patriotic Army (RPA). Water supply and sanitation in Rwanda is characterized by a clear government policy and significant donor support. In response to poor sustainability of rural water systems and poor service quality, in 2002 local government in the Northern Byumba Province contracted out service provision to the local private sector in a form of public–private partnership. Support for public-private partnerships became a government policy in 2004 and locally initiated public-private partnerships spread rapidly, covering 25% of rural water systems as of 2007.
In the year 2000, Rwanda began a decentralization process by adopting a National Decentralization Policy. The policy's objective were to promote good governance, to reduce poverty and to promote efficient, effective, and accountable service delivery.
