Richard Sezibera (born June 5,1964 in Kigali,Rwanda) is a Rwandan medical doctor,diplomat and politician,who served as the Minister of Foreign Affairs from 18 October 2018 until November 4,2019. He replaced Louise Mushikiwabo. [1] He was replaced by Vincent Biruta on November 4,2019. [2]
Previously,he was the 4th Secretary General of the East African Community. He was appointed to that position by the East African Community Heads of State on 19 April 2011 for a five-year term. [3] His term ended on 26 April 2016,when Libérat Mfumukeko of Burundi,became the 5th Secretary General of the East African Community. [4]
Sezibera was born on 5 June 1964,in Kigali,Rwanda. [5] Sezibera received his early education in Burundi. Sezibera went to Namutamba Demonstration School in the current Mityana Municipality. He then joined St. Mary's College Kisubi. In 1984,he entered Makerere University Medical School in Kampala,Uganda,graduating with the degree of Bachelor of Medicine and Bachelor of Surgery (MBChB) in 1989. Later,he obtained a Master of Arts (MA) degree in Liberal Studies from Georgetown University in the United States. [5]
Following his graduation at Makerere University,he worked at Mbuya Hospital in Kampala,Uganda,before transferring to Mbale Regional Referral Hospital in Mbale,Eastern Uganda,where he worked in the Department of Obstetrics and Gynecology. [5]
In 1990,he joined the Rwanda Patriotic Front / Rwanda Patriotic Army (RPF/RPA) as a field medical officer. He rose to the rank of Major within the RPA in 1993. [5]
In July 1994,Dr. Sezibera was appointed Physician to the President of the Republic of Rwanda. In this position,he concurrently served as military aide to the President of Rwanda. [5]
In 1995,he became a Member of Parliament. He was elected President of the Parliamentary Commission on Social Affairs,which exercised oversight over the government departments mandated to deal with issues of health. [5]
In 1999,he was appointed Ambassador of Rwanda to the United States of America,with concurrent accreditation to Mexico,Argentina and Brazil. [5]
He served in the Office of the President of Rwanda,as Special Envoy to the African Great Lakes Region and senior advisor to the President of Rwanda. Was also the chairperson of the Rwanda national coordination mechanism. He contributed to the first ever pact on security,stability,and development in the African Great Lakes region. He was also the chairperson of the Rwanda committee in regional integration,a high level committee that led Rwanda technical negotiations for accession to the East Africa Community. In 2008,Dr. Sezibera was appointed Minister of Health in the Rwandan cabinet,a position he held until 2011. [6]
In 2011:he was appointed East African Community Secretary General,by the Head of States summit held in Dar es Salaam on April 19,2011. During his tenure,among the many things he did as EAC SG,he was the chairperson of the COMESA –SADC –EAC tripartite task force where he spearheaded the negotiations of the tripartite free trade area agreement (TFTA). The TFTA was signed by the Heads of State and Heads of Government in 2015. [4]
On a professional level,Sezibera is a member of the Rwanda Medical Association and a Fellow of the Institute for advanced studies in the humanities at the University of Edinburgh,Scotland. He served as Vice President of the World Health General Assembly and chairperson of the World Health Organization regional committee on Africa. He served as a commissioner on the UN Secretar y General's Commission on accountability for women and children's health. He is a member of GAVI (Global Alliance for Vaccine) board first as minister of health in Rwanda,2nd and 3rd time as an individual. He serves as the chairperson of the board's programme and policy committee. [7]
Sezibera is married to Eustochie Agasaro Sezibera. Together,they have five children. [5]
The East African Community (EAC) is an intergovernmental organisation composed of seven countries in the Great Lakes region of East Africa:the Democratic Republic of the Congo,the United Republic of Tanzania,the Republics of Kenya,Burundi,Rwanda,South Sudan,and Uganda. Évariste Ndayishimiye,the president of Burundi,is the current EAC chairman. The organisation was founded in 1967,collapsed in 1977,and was revived on 7 July 2000.
Makerere University is Uganda's largest and oldest institution of higher learning,first established as a technical school in 1922. It became an independent national university in 1970. Today,Makerere University is composed of nine colleges and one school offering programmes for about 36,000 undergraduates and 4,000 postgraduates. The main administrative block was gutted by fire in September 2020 and the cause of the fire is yet to be established.
Speciosa Naigaga Wandira Kazibwe,is a Ugandan politician and first female vice president in Africa. She was the sixth vice president of Uganda from 1994 to 2003,making her the first woman in Africa to hold the position of vice-president of a sovereign nation. Dr. Speciosa Kazibwe is also a Ugandan surgeon. She is also referred to as "Nnalongo",because of her twins. In August 2013,she was appointed by the United Nations's Secretary General,Ban Ki-Moon as United Nations Special Envoy for HIV/AIDS in Africa.
The East African Federation is a proposed political union of the seven sovereign states of the East African Community in the African Great Lakes region –Burundi,the Democratic Republic of the Congo,Kenya,Rwanda,South Sudan,Tanzania and Uganda –as a single federated sovereign state. The idea of this Federation has existed since the early 1960s,but has not yet come to fruition for a variety of reasons. In September 2018,a committee was formed to begin the process of drafting a regional constitution,and a draft constitution for the confederation was set to be written by the end of 2021 with its implementation by 2023. The COVID-19 pandemic disrupted plans to draft and implement a constitution. On March 20,2023,the EAC announced that the drafting process would resume in May 2023 in Kenya.
Beatrice Mukaye Wabudeya is a Ugandan veterinarian and politician. She is the former Minister for Kampala Capital City Authority (KCCA),in the Ugandan Cabinet,from 17 March 2011 until 27 May 2011. Prior to that,she served as the Minister for the Presidency,from 2006 until May 2011. In the cabinet reshuffle of 27 May 2011,she was replaced at the Ministry for the Presidency by Kabakumba Masiko. She formerly served as the Member of Parliament (MP),representing Sironko District Women's Constituency from 2001 until 2011.
Jessica Eriyo was a Ugandan educator,social worker,politician and diplomat. She served as the Deputy Secretary General of the East African Community,(EAC),responsible for Productive &Social Sectors. She was appointed to that position on 30 April 2012.
Rosemary Museminali is a Rwandan politician and diplomat,currently working for the Joint United Nations Programme on HIV/AIDS (UNAIDS),as its representative at the African Union and United Nations Economic Commission for Africa. Museminali is best known for her role as the Rwandan Minister of Foreign Affairs and Cooperation from 2005 until 2009. She has also served as the country's Minister of State for International Cooperation and as ambassador to the United Kingdom.

Margaret Nantongo Zziwa is a Ugandan politician and legislator. She served as the Speaker of the 3rd East African Legislative Assembly (EALA) in Arusha,Tanzania. She was elected to serve in that capacity in June 2012. She was impeached and voted out of office on 17 December 2014,on the basis of misconduct and abuse of office,but was later awarded compensation for illegal removal.
The Cabinet of Rwanda consists of the Prime Minister,Ministers,Ministers of State and other members nominated by the President. Members of Cabinet are selected from political organisations based on the number of seats they hold in the Chamber of Deputies,but members of Cabinet cannot themselves belong to the Chamber.
Fred Mukasa Mbidde is a Ugandan lawyer,human-rights activist,mass communication specialist,motivational speaker and politician. He is an elected member of the 3rd East African Legislative Assembly (EALA),representing the Republic of Uganda. He has been in this office since June 2012. He serves on three EALA committees:the Committee on Communication,Trade and Investments;the Committee on Legal,Rules and Privileges;and the Committee on Regional Affairs and Conflict Resolution. He is the chairperson of the Committee on Communication,Trade and Investments.
Oliver Wonekha is a Ugandan politician and diplomat,who serves as Uganda's Ambassador to the People's Republic of China,since 2022. She previously served as the country's Ambassador to the United States of America,from 2013,until 2017 and thereafter as Uganda's High Commissioner to the Republic Of Rwanda between 2017 and 2022.

He was the Secretary General of the East African Community (EAC) from 2 March 2016 to 25 April 2021,replacing Richard Sezibera.

Misaki Wayengera is a Ugandan physician,academician,and a medical researcher. He serves as a lecturer for Pathology,Immunology and Molecular Biology at Makerere University College of Health Sciences. He is the chairperson of Uganda's Scientific Advisory Committee on COVID-19 for the Ministry of Health and the National Task Force.
