The first Shadow Cabinet of Italy was launched by Achille Occhetto, Secretary of the Italian Communist Party from 1988 to 1991. The shadow cabinet was officially presented on 19 July 1989. [1]

The shadow cabinet or shadow ministry is a feature of the Westminster system of government. It consists of a senior group of opposition spokespeople who, under the leadership of the Leader of the Opposition, form an alternative cabinet to that of the government, and whose members shadow or mirror the positions of each individual member of the Cabinet. Their areas of responsibility, in parallel with the ruling party's ministries, may be referred to as a shadow portfolio. Members of a shadow cabinet have no executive power. The Official Opposition Shadow Cabinet, or His Majesty’s Most Loyal Opposition Shadow Cabinet, but usually simply the Shadow Cabinet, is the committee of senior members of the Official Opposition who scrutinise the work of the Cabinet of the United Kingdom. Each Shadow Cabinet member is typically given a position which corresponds to that of a government minister in Cabinet. Shadow Cabinet members, known as Shadow Ministers, are usually appointed by the Leader of the Opposition. The roles of Shadow Ministers are to develop alternative policies, hold the government to account for its actions and responses, and act as spokespeople for the opposition party in their own specific policy areas. By convention, Shadow Ministers are drawn either from serving members of the House of Commons or the House of Lords, with most chosen from the former. Since May 2010, Labour has been the Official Opposition, and its leadership therefore forms the current Shadow Cabinet.

South Africa's Official Opposition Shadow Cabinet consists of Members of the National Assembly who scrutinise their corresponding office holders in the executive branch of government and develop alternative policies for their respective portfolios. The Democratic Alliance (DA) retained their position as official opposition in the 2019 general election and Mmusi Maimane announced his shadow cabinet on 5 June 2019.

The Commons members of the Parliamentary Labour Party (PLP) elected 19 members of the Shadow Cabinet from among their number in 2010. This follows the Labour Party's defeat at the 2010 general election, after which the party formed the Official Opposition in the United Kingdom.

The secretary of the Council of Ministers is a senior member of the Italian Cabinet. The secretary is one of the undersecretaries of state to the Presidency of the Council of Ministers but, unlike them, he sits in the Cabinet and helps the prime minister in coordinating the government and its meetings. Thus, the secretary is usually a person very close to the prime minister. The secretary of the Council of Ministers, which may not be confused with the largely ceremonial office of Deputy Prime Minister, resembles that of the White House chief of staff.

Elections to the Labour Party's Shadow Cabinet occurred in November 1989. For these elections the Shadow Cabinet was expanded from 15 to 18 seats and, for the first time, MPs had to cast at least three votes for women.
