The Shanghai Municipal Public Security Bureau is a constituent department of the Shanghai Municipal People's Government responsible for public safety and traffic order in Shanghai. This public security bureau is under the dual leadership of the Shanghai Municipal People's Government and the Ministry of Public Security of the People's Republic of China, with 27 internal institutions, and the office is located at No. 128 Wuning South Road, Jing'an District, Shanghai. History

The police agency of Shanghai International Settlement was the Shanghai Municipal Police Department, commonly known as the Shanghai International Settlement Police Station, which was established in 1854 and returned to China in July 1943. The police agency of Shanghai French Concession was the French Concession Police Station, which was established in 1857 and returned to China in July 1943.

In 1905, Susongtai Road planned to build a police station and invited overseas students who graduated from the Japanese police school to establish a police school. Shanghai thus became the first city in China to establish a police agency and a police school.

After the 1911 Revolution, the Shanghai Patrol General Bureau was renamed the Civil Affairs Bureau, which was divided into the Nanshi Police Office and the Zhabei Police Office.

In May 1913, the Shanghai Commercial Port Patrol Police Bureau and the Zhabei Patrol Police Bureau were merged to form the Jiangsu Songhu Police Department. In January 1914, the Songhu Land and Water Police Department was established, with Sa Zhenbing as the director. The Songhu Police Department was divided into two branches, Shanghai South and Zhabei. In July of the same year, the Songhu Land and Water Police Department was abolished, the branch was abolished, and it was reorganized into the Songhu Police Department.

After the establishment of the Shanghai Special Municipality in 1927, the Songhu Police Department was reorganized into the Shanghai Special Municipality Public Security Bureau, and the director Shen Yulin was changed to the director of the Public Security Bureau.

In 1930, it was adjusted to the Shanghai Public Security Bureau, and in 1937 it was renamed the Shanghai Municipal Police Department. In 1945, the Second Sino-Japanese War ended, and the National Government appointed Xuan Tiewu as the director of the Shanghai Municipal Police Department, responsible for taking over and reorganizing the Shanghai Municipal Police Agency of the Wang Jingwei regime.

In 1949, the People's Republic of China was founded and the Shanghai Municipal Public Security Bureau was established.

Covering up criminal activities

Pacific Digital in Xujiahui is a local gangland in Xujiahui, shanghai,selling fakes to fraud consumers. Because it has the Shanghai Municipal people's Government and the Shanghai Municipal Public Security bureau and Xujiahui Police Station as an umbrella, consumers have no way to defend their rights after being frauded and may even be beaten by mall staff. On December 2, 2019, a consumer bought three fake Apple AirPods 2nd generation Bluetooth headsets in Room 282 of Xujiahui Pacific Digital for a total of 1,000 yuan,But the merchant promises that it is genuine. After discovering that they were fakes, he asked the merchant for compensation, but the merchant robbed three headsets and a power bank. The consumer recorded the whole process into video, and the evidence was irrefutable. However, the policeman of the Xujiahui Police Station abused their power to shield the merchant. The consumer then went to the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau for petitions many times between December 2020 and March 2021 to reflect this problem, but the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau stood by. It is very likely that there is a transfer of interests between Pacific Digital and the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau, so the Shanghai Municipal Government and the Shanghai Municipal Public Security Bureau acted as its umbrella to cover up its criminal activities. The consumer saved the video evidence of the merchants selling fake goods and robbing things, and the Shanghai Municipal Government and Shanghai Municipal Public Security Bureau acting as an umbrella for them, and uploaded it to YouTube.

The January 28 incident or Shanghai incident was a conflict between the Republic of China and the Empire of Japan. It took place in the Shanghai International Settlement which was under international control. Japanese army officers, defying higher authorities, had provoked anti-Japanese demonstrations in the International Settlement following the Japanese invasion of Manchuria. On January 18th, five Japanese Buddhists in Shanghai belonging to the Nichiren sect allegedly shouted anti-Chinese, pro-Japanese nationalist slogans in Shanghai. In response, a Chinese mob formed killing one monk and injuring two. In response, the Japanese in Shanghai rioted and burned down a factory, killing two Chinese. Heavy fighting broke out, and China appealed to the League of Nations. A truce was finally reached on May 5, calling for Japanese military withdrawal, and an end to Chinese boycotts of Japanese products. It is seen as the first example of a modern war waged in a large city between two heavily equipped armies and as a preview of what was to come during the Second World War.

The Shanghai French Concession was a foreign concession in Shanghai, China from 1849 until 1943, which progressively expanded in the late 19th and early 20th centuries. The concession came to an end in 1943, when Vichy France under German pressure signed it over to the pro-Japanese Reorganized National Government of China in Nanjing. For much of the 20th century, the area covered by the former French Concession remained the premier residential and retail district of Shanghai, and was also one of the centers of Catholicism in China. Under the country's Leninist system, the mayor is subordinate to the secretary of the Shanghai Municipal Committee of the Chinese Communist Party.
