The International Cricket Council (ICC) is the global governing body of cricket. It was founded as the Imperial Cricket Conference in 1909 by representatives from Australia, England, and South Africa. It was renamed as the International Cricket Conference in 1965 and adopted its current name in 1987. The ICC has its headquarters in Dubai, United Arab Emirates.
The Oman men's national cricket team is the team that represents the country of Oman and is governed by Oman Cricket, which became an affiliate member of the International Cricket Council (ICC) in 2000, and gained associate status in 2014. The national side has played matches at Twenty20 International level. On 24 April 2019, Oman achieved One-Day International status for the first time until 2023, after they beat tournament hosts Namibia by four wickets in 2019 ICC World Cricket League Division Two.

Umpires on the panel are not restricted to matches between associate teams, and have officiated at One Day International (ODI) and Twenty20 International level.

Kapa has stood in matches in the 2015–17 ICC World Cricket League Championship. He was one of the eight umpires for the 2016 ICC World Cricket League Division Four tournament. He made his One Day International (ODI) umpiring debut in a match between Papua New Guinea and Scotland on 24 November 2017. He stood in his first Twenty20 International (T20I) match between the Philippines and Vanuatu in the Regional Final of the 2018–19 ICC World Twenty20 East Asia-Pacific Qualifier tournament on 23 March 2019.
Kim Cotton is a New Zealand cricket umpire. In August 2018, she stood in matches in the 2018–19 ICC World Twenty20 East Asia-Pacific Qualifier tournament, and the following month was added to the Development Panel of ICC Umpires.
Lauren Agenbag is a South African cricket umpire. Since February 2019, she has set several firsts in regards to women's umpiring in international and domestic cricket matches.
Rahul Asher is an Indian-born cricket umpire based in Oman. In July 2017, Asher was selected to officiate in matches in the Under-19 Cricket World Cup qualification tournament in Singapore. He was one of the umpires who officiated in matches in the 2018 ICC World Cricket League Division Three tournament in Oman. In April 2018, he was appointed to the Development Panel of ICC Umpires.
Viswanadan Kalidas is a Malaysian cricket umpire. He is a member of the Development Panel of ICC Umpires, and was the first Malaysian umpire to be appointed to the ICC's Development Panel.
Eloise Sheridan is an Australian cricket umpire who is part of the Development Panel of ICC Umpires. In December 2018, Sheridan and Claire Polosak became the first pair of female umpires to stand in competitive match in Australia, when they officiated in the 2018–19 Women's Big Bash League season. In February 2019, Sheridan and Mary Waldron became the first female umpires to stand in a men's grade cricket match, during a fixture in the South Australian Grade Cricket League. Sheridan was also one of the umpires for the 2019 ICC Women's World Twenty20 Qualifier tournament in Scotland, her first international appointment.
