A gram panchayat is the only grassroots-level of panchayati raj formalised local self-governance system in India at the village or small-town level, and has a sarpanch as its elected head.

In some states of India such as Bihar, sarpanch has been empowered to look into various civil and criminal cases, and given judicial power to punish and impose fines on those violating rules.
