Sigve Brekke (born 15 December 1959) is the former President and CEO of Telenor Group. In January 2025, Thai conglomerate CP Group announced Brekke's appointment to oversee its telecommunications and digital businesses. [1]
Sigve Brekke was a member of the Executive Management team of Telenor Group from 2008 to 2024. He succeeded Jon Fredrik Baksaas as President and CEO in August 2015 and served in this role until stepping down in December 2024.
Sigve Brekke joined Telenor in 1999 as Manager Business Development and later managing director of its Singapore office. He worked as co-Chief Executive Officer of Thai mobile operator dtac (part of the Telenor Group) from 2002 to 2005, and Chief Executive Officer in Dtac from 2005 to 2008. From 2008 to 2015, Sigve Brekke was responsible for Telenor's operations in Asia.
Consistent with his hands-on leadership style, Brekke engaged directly in operations when required. He served as Managing Director of Uninor, Telenor's Indian business unit, from 2010 to 2013, and as interim CEO at dtac from September 2014 to March 2015.
Prior to joining Telenor, Sigve Brekke was a politician. He was the secretary-general of the Workers' Youth League from 1989 to 1992. [2] In March 1993 he was appointed as a political adviser in the Ministry of Defence, being a part of Brundtland's Third Cabinet. In November 1993 he was promoted to State Secretary in the Ministry of Defence, where he served until 1996. [3]
He holds a Mid-Career Master in Public Administration (MC/MPA) [4] - a one-year program - from the John F. Kennedy School of Government, Harvard University. He has also been an associate research fellow at the same school.

The 2006 sale of the Shinawatra family's share of Shin Corporation (ShinCorp) to Temasek Holdings caused great controversy in Thailand. The sale was in response to long-standing criticisms that the Shinawatra family's holdings created a conflict of interest for Thai Prime Minister Thaksin Shinawatra. Criticisms of the sale focused on the insistence by Thaksin and a compliant government that the transaction was exempt from capital gains tax, the fact that the Thai company was sold to a Singaporean company, and the fact that the Thai law regarding foreign investments in the telecom sector had been amended just prior to the sale. Thaksin's sale also impacted holdings, among other parties, of the Crown Property Bureau that had an investment in Siam Commercial Bank that held ShinCorp stock.

Total Access Communication Public Company Limited is a GSM mobile phone company in Thailand. It is the nation's third largest GSM phone company, after AIS and True. DTAC is owned by Norwegian company Telenor both directly and indirectly, and both companies share the same logo. As of 31 December 2011, DTAC had 23.2 million subscribers with a market share of subscribers at around 30 percent. As of 2019, the company has 20.642 million mobile subscriptions and 3904 employees. A corporate merger between True Corporation and DTAC, Thailand's second- and third–largest mobile network operators, took place in 2023, following its first public announcement on 22 November 2021. The deal, which made the combined entity the largest mobile network ahead of current market leader AIS and reduced the mobile provider market to a duopoly, was strongly opposed by academics and civil society groups as detrimental to consumers and the public interest. The National Broadcasting and Telecommunications Commission (NBTC) acknowledged the merger with certain conditions on 20 October 2022, though there had been some legal uncertainty over whether the NBTC had authority to approve such a merger and whether the Trade Competition Commission should be involved. Petitions challenging the decision were made to the Administrative Court in November, by the Thailand Consumers Council and AIS.
