Skymeter was a location-based services company that provided GPS data for pricing and traffic-information-applications. Skymeter was co-founded by Bern Grush, [1] Kamal Hassan [2] and Preet Khalsa [3] and was headquartered at the MaRS Discovery District in Toronto, Ontario. [4]
Skymeter claimed to have developed a highly accurate and reliable GPS road-use meter using a liability-critical form of GPS technology they called "Financial-grade GPS" (FGPS) [5] to provide highly reliable charging results that ensure fairness to the user and evidentiary assurance for the toll operator. This is in contrast to conventional GPS, which tends to fail in urban areas due to the urban canyon effect. The company marketed their technology for use in road pricing, [6] parking, [7] car sharing/renting/leasing, [8] usage-based vehicle insurance, [9] fleet management [10] and emissions metering [11] applications.
On November 23, 2012, a “Receivership Order” was made by the Ontario Superior Court of Justice by the MaRS Investments Accelerator Fund, pursuant to Section 243(1) of the Bankruptcy and Insolvency Act. It was accepted on December 20, 2012. [12] The assets of Skymeter Corp were taken over by a new group led by Roger d'Hollander [13] and Bern Grush, [14] called Applied Telemetrics Inc. [15]
A high-occupancy vehicle lane is a restricted traffic lane reserved for the exclusive use of vehicles with a driver and two or more passengers, including carpools, vanpools, and transit buses. These restrictions may be only imposed during peak travel times or may apply at all times. There are different types of lanes: temporary or permanent lanes with concrete barriers, two-directional or reversible lanes, and exclusive, concurrent, or contraflow lanes working in peak periods. The normal minimum occupancy level is two or three occupants. Many jurisdictions exempt other vehicles, including motorcycles, charter buses, emergency and law enforcement vehicles, low-emission and other green vehicles, and/or single-occupancy vehicles paying a toll. HOV lanes are normally introduced to increase average vehicle occupancy and persons traveling with the goal of reducing traffic congestion and air pollution.

Road pricing are direct charges levied for the use of roads, including road tolls, distance or time-based fees, congestion charges and charges designed to discourage the use of certain classes of vehicle, fuel sources or more polluting vehicles. These charges may be used primarily for revenue generation, usually for road infrastructure financing, or as a transportation demand management tool to reduce peak hour travel and the associated traffic congestion or other social and environmental negative externalities associated with road travel such as air pollution, greenhouse gas emissions, visual intrusion, noise pollution and road traffic collisions.
Congestion pricing or congestion charges is a system of surcharging users of public goods that are subject to congestion through excess demand, such as through higher peak charges for use of bus services, electricity, metros, railways, telephones, and road pricing to reduce traffic congestion; airlines and shipping companies may be charged higher fees for slots at airports and through canals at busy times. Advocates claim this pricing strategy regulates demand, making it possible to manage congestion without increasing supply.

When traffic demand is great enough that the interaction between vehicles slows the traffic stream, this results in congestion. Electronic toll collection (ETC) is a wireless system to automatically collect the usage fee or toll charged to vehicles using toll roads, HOV lanes, toll bridges, and toll tunnels. It is a faster alternative which is replacing toll booths, where vehicles must stop and the driver manually pays the toll with cash or a card. In most systems, vehicles using the system are equipped with an automated radio transponder device. When the vehicle passes a roadside toll reader device, a radio signal from the reader triggers the transponder, which transmits back an identifying number which registers the vehicle's use of the road, and an electronic payment system charges the user the toll.
A park and ride, also known as incentive parking or a commuter lot, is a parking lot with public transport connections that allows commuters and other people heading to city centres to leave their vehicles and transfer to a bus, rail system, or carpool for the remainder of the journey. The vehicle is left in the parking lot during the day and retrieved when the owner returns. Park and rides are generally located in the suburbs of metropolitan areas or on the outer edges of large cities. A park and ride that only offers parking for meeting a carpool and not connections to public transport may also be called a park and pool.
Yorkdale Shopping Centre, Yorkdale Mall, or simply Yorkdale, is a major retail shopping centre in Toronto, Ontario, Canada. Located at the intersection of Highway 401 and Allen Road, it opened in 1964 as the largest enclosed shopping mall in the world. Sustainable transport refers to ways of transportation that are sustainable in terms of their social and environmental impacts. Components for evaluating sustainability include the particular vehicles used for road, water or air transport; the source of energy; and the infrastructure used to accommodate the transport. Transport operations and logistics as well as transit-oriented development are also involved in evaluation. Transportation sustainability is largely being measured by transportation system effectiveness and efficiency as well as the environmental and climate impacts of the system. GNSS road pricing or GNSS-based tolling is the charging of road users using Global Navigation Satellite System (GNSS) sensors inside vehicles. Road pricing using GNSS simplifies distance-based tolling for all types of roads in a tolled road network since it does not require the installation and operation of roadside infrastructure, such as tollbooths or microwave-based toll gantries. Instead, all vehicles required to pay the distance-based fees are equipped with an On Board Unit (OBU), in Singapore also known as an "In-vehicle Unit" (IU).

A high-occupancy toll lane is a type of traffic lane or roadway that is available to high-occupancy vehicles and other exempt vehicles without charge; other vehicles are required to pay a variable fee that is adjusted in response to demand. Unlike toll roads, drivers have an option to use general purpose lanes, on which a fee is not charged. Express toll lanes, which are less common, operate along similar lines, but do not exempt high-occupancy vehicles.

Variable or running costs are those that depend on the use of the car, like fuel or tolls.

The externalities of automobiles, similarly to other economic externalities, are the measurable difference in costs for other parties to those of the car proprietor, such costs not taken into account when the proprietor opts to drive their car. According to Harvard University, the main externalities of driving are local and global pollution, oil dependence, traffic congestion and traffic accidents; while according to a meta-study conducted by the Delft University these externalities are congestion and scarcity costs, accident costs, air pollution costs, noise costs, climate change costs, costs for nature and landscape, costs for water pollution, costs for soil pollution and costs of energy dependency.

A member of the Ontario New Democratic Party, Berns-McGown was elected to represent Beaches—East York in the Legislative Assembly of Ontario in the 2018 election. She declined to run for reelection in 2022, and was succeeded by Mary-Margaret McMahon of the Liberal Party.
