Song Man Lei (born 1966) is a judge from Macau. She is the first female judge to sit on Macau's highest appellate court, the Court of Final Appeal.

Song Man Lei studied law,earning a law degree and a master's degree at Beijing University. She also attended language and law classes at the University of Coimbra and Macau University. She completed her judicial training at the Center for Training Macau Magistrates. [1]
Song Man Lei worked as a senior local magistrate,later joining Macau's Public Prosecutor Office in 1966. In March 2000,she was appointed Deputy Prosecutor,and served in that role until 2011. [1] She was Macau's first female delegate in the local prosecutor's office. [1]
In 2012,she became the first woman to be appointed as a judge in Macau's highest court,the Court of Final Appeal. [2] She replaced Judge Chu Kim,who died in a car accident in China in 2011. [2]
Along with her duties as a judge,she participated in legal education,teaching at a Chinese judicial training institute (the National Judges College). [1] During her time as a judge on the Court of Final Appeal,she notably prosecuted her former supervisor,prosecutor Ho Chio Meng,for multiple offenses including fraud,money laundering and criminal association,and sentenced him to 21 years in prison along with a significant fine. [3] Song Man Lei had previously worked as an assistant general prosecutor while he headed the Public Prosecutor's Office. [1] During sentencing,Song Man Lei described Ho Chio Meng's conduct as having "tarnished the reputation" of the prosecutor's office. [3] She was also selected twice (in 2011 and 2019) to serve as the Chair of an election committee,whose function is to scrutinize the results of Macau's general election,and manage the electoral process. Politics of Macau is a framework of a politically constrained multi-party presidential system,dominated by the People's Republic of China. It includes the legislature,the judiciary,the government,and a multi-party system. Executive power is exercised by the government,led by the Chief Executive.
A judge is a person who presides over court proceedings,either alone or as a part of a panel of judges. In an adversarial system,the judge hears all the witnesses and any other evidence presented by the barristers or solicitors of the case,assesses the credibility and arguments of the parties,and then issues a ruling in the case based on their interpretation of the law and their own personal judgment. A judge is expected to conduct the trial impartially and,typically,in an open court.
The term magistrate is used in a variety of systems of governments and laws to refer to a civilian officer who administers the law. In ancient Rome,a magistratus was one of the highest ranking government officers,and possessed both judicial and executive powers. In other parts of the world,such as China,magistrate is a word applied to a person responsible for administration over a particular geographic area. Today,in some jurisdictions,a magistrate is a judicial officer who hears cases in a lower court,and typically deals with more minor or preliminary matters. In other jurisdictions,magistrates are typically trained volunteers appointed to deal with criminal and civil matters in their local areas.
Macau law is broadly based on Portuguese law,and therefore part of the civil law tradition of continental European legal systems. Portuguese law is itself highly influenced by German law. However,many other influences are present,including Chinese law,Italian law,and some narrow aspects of common law.
Macau elects at the regional level its head of government and legislature. The Legislative Assembly is made up of 33 members,of whom 14 are elected by popular vote under proportional representation,12 elected from functional constituencies and 7 appointed by the Chief Executive. The Commission Against Corruption is the statutory independent anti-corruption body of Macau with the primary objective of combating corruption,bribery,and other illicit activities in both the public and private sectors. The Court of Final Appeal of Macau is the court with the final adjudication power on laws of Macau. Prior to 1999,the highest court was the Higher Court of Justice of Macau and prior to that the Court of Appeal of the Judiciary District of Lisbon in Portugal.
Sam Hou Fai is a Macau judge and politician who is currently the Chief Executive-elect of Macau and previously served as the 1st President of the Court of Final Appeal of Macau,the highest court in Macau,China.
Ho Chio Meng was the first prosecutor general of the Public Prosecutions Office of the Macau Special Administrative Region of the People's Republic of China. Having been appointed in 1999 and re-appointed in 2004 and 2009,he served until 20 December 2014,when he was replaced by Ip Son Sang,a judge.
