Major General Sourith Don Sasorith was a Royal Lao Government commanding officer during the Laotian Civil War. Appointed to command the Royal Lao Air Force on two occasions, he was also entrusted two other times with command of a Military Region. At the war's end in 1975, Sourith Don Sasorith was condemned to a communist re-education camp.

Background

The colonial army in the French Protectorate of Laos was one of Lao recruits and French officers and noncommissioned officers. Those few Lao promoted out of the ranks rose no further than command of a company. After the Kingdom of Laos gained its freedom in 1953, the few Lao with military experience were speedily promoted to much higher command positions than they were accustomed to. Many officers were also commissioned into the upper ranks from civilian life; they tended to gain their posts through family influence rather than training or ability. The few urban elite families who dominated Lao society felt it advantageous to have family members or friends in the military command. [1]

Biography

Major General Sourith Don Sasorith was of Vietnamese-Lao heritage. He owed his appointment as a military officer to family connections; Katay Don Sasorith, his cousin, was the former prime minister of the Kingdom of Laos. Sourith commanded Bataillon Parachutistes 1 (Battalion of Parachutists 1) and Bataillon Parachutistes 2 (Battalion of Parachutists 2) of the Royal Lao Army. [2] He also took command of the Lao Army Air Force in January 1958. Despite its name, it consisted of only a single composite squadron of mixed types of aircraft. A French major had been in charge; however, the language barrier between French and Lao had hindered training, as had the low educational level of the Lao airmen. Sourith was appointed because he was strict on discipline. His aviation command was additional to that of the paratroopers. At the time, there was one Lao pilot trained, but 36 more still in training; Sourith was not one of them. [3]

Later, Sourith went to France and learned to fly light aircraft, but never progressed any further as a pilot. He flew little, and shunned advice from his American backers in the Programs Evaluation Office concerning the Royal Lao Air Force after his return to Laos. On 23 May 1960, the communist Prince Souphanouvong and his supporters fled imprisonment by the Royal Lao Government; Sourith and two companies of his paratroopers unsuccessfully pursued them. When Captain Kong Le took over the kingdom for General Phoumi Nosavan three months later, Sourith supported Phoumi. [4] [5] [6]

In the wake of the Battle of Vientiane, Kong Le retreated from combat with the Royal Lao Army to the Plain of Jars. Appointed to command of Military Region 2, Sourith commanded forces attempting to contain Kong Le's Forces Armee Neutraliste (Neutral Armed Forces, or FAN) on the Plain. His failure to do so saw him relieved of that command on 13 January 1961. [7]

He would play a similar role following the Battle of Luang Namtha. On 8 May 1962, he joined the routed RLA troops that had just fled Luang Namtha for Ban Houayxay. [8] Sourith ordered the local ammunition dump blown up to prevent its capture by communist troops. The already demoralized Royalist soldiers panicked; some of them fled further south, into the Kingdom of Thailand. The senior American military adviser from the U.S. Embassy, which was supporting the RLA, concluded that the Royalist army completely lacked the urge for combat. [9] However, Sourith continued command of Military Region 1 despite the defeat. [10]

Sourith was undergoing training at Fort Leavenworth, Kansas when a series of strategy meetings were held in Laos during April and May 1966. On 1 April, General Thao Ma was blamed for using the T-28 Trojans to strike the Ho Chi Minh Trail instead of supporting the RLA. His concentration on T-28 operations was blamed for neglect of airlift operations. These points were hashed over again at a 3 April conference. At a meeting on 21 April, General Ouane announced that Sourith would assume Thao Ma's assignment as soon as Sourith returned to Laos. On 11 May 1966, Prime Minister Souvanna Phouma informed U.S. Ambassador William H. Sullivan of the pending change. The ambassador appreciated Thao Ma as one of the few fighting generals in the RLA, and wanted to retain him. The following day, Sullivan negotiated a compromise that kept Thao Ma in command of the T-28s and moved his headquarters from his home ground of Savannakhet to Vientiane. At some point, Sourith was given command of the newly created Military Airlift section of RLAF C-47 transports. One source insists that happened as early as 4 June, [11] while another names 27 September. [12] In any case, when General Thao Ma failed in his 21 October 1966 coup, and fled into exile, Sourith became commander of the entire RLAF. [11] [12]

The air force was dispirited by the departure of their charismatic leader. Sourith inherited a splintered organization. The enlisted ground crew was poorly paid and resentful. The transport pilots grew rich off theft and smuggling. The T-28 pilots flew combat missions while the General Staff dithered about the military situation. Sourith brought in older French-trained field grade officers to replace American-trained junior officers; unlike their juniors, the field grade officers were not familiar with American procurement and logistics procedures. At the same time, losses suffered with supporting the ongoing siege at the Battle of Nam Bac ground down the RLAF's T-28 force. By the time Nam Bac fell on 14 January 1968, in what was referred to as "the largest military disaster in the history of Laos", the American air attaché had concluded that Sourith was a failure in his command. By this time, Sourith's RLAF was flying fewer missions than at any time since Thao Ma's departure. The RLAF was broken into composite squadrons to be stationed at the kingdom's main airfields—Vientiane, Pakxe, Savannakhet, and Luang Prabang. Each squadron was placed at the disposal of its local Military Region commander. Sourith was left with little say over his command. [14] He could not prevent misuse of the transports for profit. [15] Indeed, on 21 March 1968, Sourith was involved in a smuggled C-47 shipment of opium and gold that was impounded in Saigon by Vietnamese customs officials. [16]

During Operation Pigfat in late 1968, Sourith's RLAF gained its first Hmong pilots. The controversial addition of these flying hill tribesmen first took place at Vientiane. It was proposed to make them a separate squadron based in Military Region 2, closer to the fighting. Regardless of their stationing, the Hmong obeyed Vang Pao. Sourith was opposed to the idea of Hmong fighter pilots, but eventually capitulated to the proposal as a way of preventing ethnic tensions among his fliers. [17]

Like other officers in the Lao high command, Sourith heard rumors that Thao Ma was going to return to Laos to overthrow the government. When Thao Ma actually returned to Laos on 20 August 1973, Sourith hid in his home, prepared if need be to change his allegiance to support the coup. [18] He was found huddled under a table, and refused to emerge to deal with the coup because of the danger involved. [19] After the coup was suppressed without his help via Thao Ma's execution, Sourith was relieved of command of the RLAF and transferred to the post of chief of logistics for the Royal Lao Armed Forces.

Major General Sourith was still serving in that capacity at the time the communists took power in Laos. In August 1975, Sourith Don Sasorith was imprisoned in a communist re-education camp in Xam Neua. He perished in the camp. [20]

Major General Phoumi Nosavan was a military strongman who was prominent in the history of the Kingdom of Laos; at times, he dominated its political life to the point of being a virtual dictator. He was born in Savannakhet, the French Protectorate of Laos, on 27 January 1920. Originally a civil servant in the French colonial administration of Laos, during the last year of World War II he joined the resistance movement against the Japanese occupiers. Exiled from 1946 to early 1949 for his opposition to French return to colonizing Laos, he returned to his native soil to begin a military career in 1950 after the collapse of the anti-French Lao Issara government. By 1955, he was Chief of Staff of the brand-new Royal Lao Army. While in that position, he was largely responsible for appointing senior officers into command positions in the Military Regions of Laos. Following that, in 1957 he was the first Lao officer to be schooled in France at the École de Guerre. While in France, he became acquainted with Central Intelligence Agency operative John F. "Jack" Hasey. Phoumi returned to Laos to become a founding member of the Committee for the Defence of National Interests on 17 June 1958. On 25 December 1959, he took control of the capital of Vientiane and of the nation in a bloodless coup.

Kong Le

Captain Kong Le was a paratrooper in the Royal Lao Army. He led the premier unit of the Royal Lao Army, 2ème bataillon de parachutistes, which campaigned relentlessly during 1959 and 1960. The idealistic young American-trained Lao Theung officer became known worldwide when on 10 August 1960 he and his mutinous paratroopers overthrew the Royal Lao Government in a coup d'état. He declared he aimed at an end to government corruption; to the shock of American officials, he declared U.S. policies were responsible for the ongoing fraud.

Major-General Kouprasith Abhay was a prominent military leader of the Kingdom of Laos during the Laotian Civil War. Scion of a socially prominent family, his military career was considerably aided by their influence. In early 1960, he was appointed to command of Military Region 5, which included Laos' capital city, Vientiane. Removed from that command on 14 December for duplicitous participation in the Battle of Vientiane, he was reappointed in October 1962. He would hold the post until 1 July 1971, thus controlling the troops in and around the capital. Over the years, he would be involved in one way or another in the coups of 1960, 1964, 1965, 1966, and 1973. His service was marked by a deadly feud with another Laotian general, Thao Ma; the feud was largely responsible for the latter two coup attempts against the government.

Brigadier-General Thao Ma (1931–1973) was a Laotian military and political figure of the Laotian Civil War and the Vietnam War. Thao Ma began his military career as a paratrooper in the French Union Army, when France administered the Kingdom of Laos. He switched to aviation, first as a transport pilot, then as a fighter-bomber pilot. From 1959 to 1966, Thao Ma was the commander of the Royal Lao Air Force (RLAF), and was noted for his charisma and aggressiveness. However, his dedication to soldierly virtues put him at odds with other Laotian generals who were involved in the drug trade. As a result, he made three futile attempts to seize control of the Laotian military and the Royal Lao Government. During the last of these attempted coups, in 1973, he was executed without trial at age 42.

The Royal Lao Air Force, best known to the Americans by its English acronym RLAF, was the air force component of the Royal Lao Armed Forces (FAR), the official military of the Royal Lao Government and the Kingdom of Laos during the Laotian Civil War between 1960 and 1975.

The Programs Evaluation Office was a covert paramilitary mission to the Kingdom of Laos, established on 13 December 1955 by the United States Department of Defense. The 23 July 1962 International Agreement on the Neutrality of Laos would cause it to be shut down in September 1962. It would be succeeded by the Requirements Office.

Colonel Bounleuth Saycocie was a Lao military and political figure of the Second Indochina War.

Operation Triangle was a military operation of the Laotian Civil War staged from 19—29 July 1964. Although planned by the General Staff of the Royal Lao Army, it was subject to American approval because the RLA depended on the Americans for finances, supplies, and munitions. Operation Triangle was an ambitious undertaking dependent on martial skills unfamiliar to the Lao. It not only called for coordination of infantry, artillery, and tactical air strikes among forces of three different nationalities; as a covert operation, it also had to have plausible deniability.

Operation Millpond, which operated from 13 March 1961 through August 1961, was an American covert operation designed to introduce air power into the Laotian Civil War. A force of 16 B26s, 16 Sikorsky H-34s, and other military materiel was hastily shipped in from Okinawa and held ready to operate from the Kingdom of Thailand. After this hasty preparation for bombing in Laos, the debacle at the Bay of Pigs invasion resulted in the cancellation of Millpond. The B-26s were returned to Okinawa. However, the precedent had been set for covert Central Intelligence Agency-sponsored air operations in Laos.

Operation Off Balance was a hastily planned offensive operation of the Laotian Civil War; it happened between 1 and 15 July 1969 on the Plain of Jars in the Kingdom of Laos. The Royal Lao Government forces in Military Region 1 of Laos had just been evicted from the crucial all-weather airfield at Muang Soui, as well as most of the Plain, on 28 June 1969. Hmong General Vang Pao planned a quick counter-offensive to recapture the airfield from his communist foe; it would kick off on 1 July, supported by 60 sorties per day of tactical air strikes from Operation Barrel Roll.

The 1960 Laotian coups brought about a pivotal change of government in the Kingdom of Laos. General Phoumi Nosavan established himself as the strongman running Laos in a bloodless coup on 25 December 1959. He would be himself overthrown on 10 August 1960 by the young paratrooper captain who had backed him in the 1959 coup. When Captain Kong Le impressed the American officials underwriting Laos as a potential communist, they backed Phoumi's return to power in November and December 1960. In turn, the Soviets backed Kong Le as their proxy in this Cold War standoff. After the Battle of Vientiane ended in his defeat, Kong Le withdrew northward to the strategic Plain of Jars on 16 December 1960.

Forces Armées Neutralistes was an armed political movement of the Laotian Civil War.

Siho Lanphouthacoul was a Laotian paramilitary police officer. He used his powers as the National Director of Coordination to build Laotian police forces into a national power. Appointed as Director prior to the August 1960 coup by Kong Le, Siho gathered and trained two special battalions of paramilitary police during the latter part of 1960. When his patron, General Phoumi Nosavan, seized power in December 1960, Siho's new battalions helped carry the day at the Battle of Vientiane. Acquiring the National Police from the Ministry of the Interior, and co-opting local military police, Siho consolidated the Lao police into the Directorate of National Coordination. Attaining a strength of 6,500 men, the DNC would be Siho's instrument for his short-lived 18 April 1964 coup.

Beginning in 1955, the Kingdom of Laos was divided into five Military Regions (MR), roughly corresponding to the areas of the country's 13 provinces. The Military Regions were necessitated by the poor lines of communication within the country. The Military Districts were the basis of a culture of warlordism in the Royal Lao Armed Forces (FAR) high command, with most MR Commanders running their zones like private fiefdoms.

The 1965 Laotian coups were two separate and simultaneous coups that struck the Kingdom of Laos in January 1965. General Phoumi Nosavan, a participant in four prior coups, had been deprived of troop command as a result; nevertheless, he managed to come up with troops for another try at overthrowing the Royal Lao Government. Simultaneously, Colonel Bounleut Saycocie independently mounted his own coup; after a short term takeover of Vientiane's radio station and infrastructure, he and his coup troops would rejoin the government forces sent to attack them. General Kouprasith Abhay, the military region commander, suppressed both coups. After re-acquiring Bounleut's troops, Kouprasith turned on the national police force and its commander, Siho Lamphouthacoul, as he felt they were untrustworthy and likely to join Phoumi's coup. The police force was defeated and disbanded. The troops Phoumi counted on never reached Vientiane; they were defeated and dispersed. By 4 February 1965, both coups were defeated. A purge of suspected dissident officers from the Lao officer corps followed.

The 1966 Laotian coup d'état was brought about by political infighting concerning control of the Royal Lao Air Force, and use of its transports for smuggling. General Thao Ma, who wished to reserve the transports for strictly military use, was forced into exile on 22 October 1966 by fellow generals angling to use the transports for smuggling opium and gold.

The 1973 Laotian coup d'état attempt was a final attempt to stave off a communist coalition government of the Kingdom of Laos. Exiled General Thao Ma returned from the Kingdom of Thailand on 20 August 1973 to take over Wattay International Airport outside the capital of Vientiane. Commandeering an AT-28, he led air strikes upon the office and home of his hated rival, General Kouprasith Abhay. While Thao Ma was unsuccessfully bombing Kouprasith, loyal Royalist troops retook the airfield. Shot down upon his return, Thao Ma was hauled from his airplane's wreckage and executed. The coalition agreement was signed 14 September 1973.

The Royal Lao Army Airborne was composed of the élite paratrooper battalions of the Royal Lao Army (RLA), the Land Component of the Royal Lao Armed Forces, which operated during the First Indochina War and the Laotian Civil War from 1948 to 1975.

Project Waterpump was a secretive support operation by the U.S. Air Force to train and nurture into existence the Royal Lao Air Force (RLAF). The United States had decided to covertly support the Kingdom of Laos in the Laotian Civil War as the Lao fended off a North Vietnamese invasion. The nascent RLAF was seen as a force multiplier but needed pilots and technicians. The 40-man Detachment 6, 1st Air Commando Wing, code named Waterpump, was forwarded to Udorn Royal Thai Air Force Base for this training duty in March 1964. They would remain on duty through the truce of 21 February 1973. Their first hasty assignment was transition training to the T-28 Trojan for American civilian pilots; the resulting A Team would exist through 1967. The Air Commandos also conducted final training for Royal Thai Air Force (RTAF) mercenary pilots; the resultant B Team would serve until 1970. Besides putting a polish on graduate pilots, the Waterpump detachment trained Lao pilots from scratch. The RLAF's high pilot casualty rate made bringing the RLAF rosters up to strength a long grind.

Operation Xieng Dong was a successful defensive strike by the Royal Lao Army (RLA) against an invasion by the People's Army of Vietnam (PAVN). In early February 1971, PAVN forces swept RLA defenders from a line of hilltop positions guarding the royal capital of Luang Prabang. The city's perceived invulnerability to attack was shattered. King Sisavang Vatthana refused to leave his capital. Other Military Regions of Laos hastily forwarded to Luang Prabang's Military Region 1 any troops that could be spared from the rest of the Laotian Civil War. On 7 April, the resulting patchwork force of RLA battalions, Forces Armee Neutraliste half regiment, and Central Intelligence Agency-backed Special Guerrilla Units managed a three-pronged offensive supported by tactical aviation that surrounded and defeated the invading PAVN 335th Independent Regiment, which had gotten within eight kilometers of Luang Prabang. By 5 June 1971, the 335th was in full retreat.
