The South Sudan Patriotic Army (abbreviated SSPA) is a South Sudanese rebel militia that takes part in the South Sudanese Civil War and serves as the military wing of Costello Garang Ring's South Sudan Patriotic Movement. [3] Well armed and relatively numerous, the SSPA mostly operates in Northern Bahr el Ghazal and is considered to be one of the most powerful rebel groups in South Sudan.

History

Origins

The SSPA was founded by Brig. Gen. Agany Abdel Bagi Ayii Akol in Northern Bahr el Ghazal sometime between early 2016 and April 2017. [1] [4] From its first appearance, the SSPA possessed equipment that was unusually sophisticated for a new rebel group, including uniforms, technicals, PK machine guns, RPGs, and Kalashnikov rifles. Observers noted that this might hint at a powerful patron supporting the group. [5]

Accordingly, there has been much speculation about possible links between the SSPA and various South Sudanese strongmen. One news website argued that the militia could be a front organization of Paul Malong Awan, the former SPLA Chief of General Staff, as the SSPA's emergence coincided with the arrival of Malong's private army Mathiang Anyoor in Aweil State. [5] Furthermore, numerous suspected followers of Malong are known to have joined the SSPA. [6] [7] [8] On the other side, the militia shares its name with the South Sudan Patriotic Movement (SSPM) of opposition politician Costello Garang Ring. Though it was initially denied that Garang had any connections with the SSPA, [9] the militia's spokesman Deng Mareng Deng eventually revealed Garang as the SSPA's political leader. [10]

Operations

The SSPA's initial base reportedly was Meram in Aweil East State, from where it started to attack positions of the SPLA in the nearby Rumaker in late April 2017. [4] In June, the militia claimed to have captured the towns of Malek Gumel and Warguet, and announced its plans to conquer Paul Malong Awan's hometown of Malualkon, near Aweil. The government officially denied the fall of either town to the rebels, [1] [5] while a local policeman confirmed that Malek Gumel had been conquered by the SSPA, though Warguet remained under SPLA control. [11] The SSPA also claimed to have captured large amounts of weaponry and other equipment in course of the fighting at the two towns. [1] By August 2017, the SSPA had lost Malek Gumel, however, and launched another attack on it as well as Majak Wei. These assaults were repulsed by the government military. [12]

In September, the SSPA claimed to have initiated talks with other rebel factions to coordinate their military actions. Agany Abdel Bagi Ayii Akol stated that the insurgents would form an alliance which would include the SSPA, alongside forces loyal to Riek Machar, Lam Akol, Thomas Cirillo, Joseph Bangasi Bakosoro, [13] and John Uliny. [2] The latter however denied that any talks were taking place with the SSPA. [14]

By October 2017, the SSPA was considered to be one of the greatest threats to the South Sudanese government, having made "significant military gains" at this point. [9] Despite this, the militia's spokesman Brig. Gen. Deng Mareng Deng defected to the government in late October, citing his disappointment in Costello Garang Ring's political direction as reason. [10] In January and February 2018, however, several followers of Malong joined the SSPA alongside their personal militias. Among these were Kuol Athuai Hal, Manut Yel Lual, and Baak Bol Baak. On 25 August 2018, Brig. Gen. Agany declared himself "interim leader" of the entire South Sudan Patriotic Movement, effectively ousting Costello Garang Ring as the party's head. He claimed that he had been elected by the SSPM/A's other leading figures after Costello had failed to uphold his commitment to the ongoing Khartoum peace talks between the government and various rebel factions. The general said that he had consequently entered the peace talks, and could "reassure the public that there is no any problem at all". [15] Costello responded by stating that he fully supported the peace process, and Agany had "no authority" to replace him anyway. [16] The dispute continued until 4 September, when another SSPA commander announced that Agany and Costello had reconciled, with the latter having agreed to "resolve some administrative issues". [3] It was later clarified that the disagreements between the two would be settled by a mediation committee formed by SSPM and tribal leaders. [17]

Organization

The SSPA's founder and military leader is Brig. Gen. Agany Abdel Bagi Ayii Akol, an ethnic Dinka [18] and son of tribal leader Abdel Bagi Ayii Akol. [17] Agany served as officer in the SPLA before joining Peter Gadet's rebellion against the South Sudanese government in 2016. [4] Brig. Gen. Deng Mareng Deng served as the group's spokesman [5] until his defection in October 2017. [10] General Hussein Abdel-Bagi Akol is another senior commander. [3]

The militia claims to have 15,000 fighters under its command and is split into a number of sub-units, one of them being the Dot Baai (Save the Homeland) brigade. [1] Its forces mostly consist of Dinka, but have reportedly managed to attract fighters from other ethnic groups as well. [9]

The Sudan People's Liberation Movement is a political party in South Sudan. It was initially founded as the political wing of the Sudan People's Liberation Army in 1983. On January 9, 2005 the SPLA, the SPLM and the Government of Sudan signed the Comprehensive Peace Agreement, ending the civil war. SPLM then obtained representation in the Government of Sudan, and was the main constituent of the Government of the then semi-autonomous Southern Sudan. When South Sudan became a sovereign state on 9 July 2011, SPLM became the ruling party of the new republic. SPLM branches in Sudan separated themselves from SPLM, forming the Sudan People's Liberation Movement–North. Further factionalism appeared as a result of the 2013–2014 South Sudanese Civil War, with President Salva Kiir leading the SPLM-Juba and former Vice President Riek Machar leading the Sudan People's Liberation Movement-in-Opposition.

Dr.Lam Akol Ajawin, is a South Sudanese politician of Shilluk descent. He is the current leader of National Democratic Movement (NDM) party. He is a former high-ranking official in the Sudan People's Liberation Army (SPLA), and subsequently became the Foreign Minister of Sudan from September 2005 to October 2007, when the Khartoum government offered the SPLA several other key ministries as part of a peace agreement.

The SPLA-Nasir was a splinter faction of the Sudan People's Liberation Army (SPLA), a rebel group that fought in the Second Sudanese Civil War. Originally created as an attempt by the Nuer tribe to replace SPLA leader John Garang in August 1991, it gradually became coopted by the government. The break away of Riek Machar from SPLM/A resulted in Nuer ethnic group massacring Garang's ethnic Dinka from Bor in the Bor massacre in 1991. This split resulted in the 1994 National Convention of New Sudan in Chukudum.

Paul Malong Awan, also known as Paul Malong Awan Anei, King Paul, and General Paul, is a South Sudanese politician and military figure. Until 16 May 2017 he was the Chief of General Staffs (COGS) of the Sudan People’s Liberation Army (SPLA). The Chief of General Staffs was the highest-ranking military officer in the SPLA, and also the principal military adviser to the President of the Republic of South Sudan and the National Security Council.

Kerubino Kuanyin Bol was a Sudanese rebel leader who was one of the founders of the Sudan People's Liberation Movement (SPLM) and one of the leaders of the Sudan People's Liberation Army (SPLA) during the Second Sudanese Civil War and was said to have fired the first shot in the conflict.

Ethnic violence in South Sudan has a long history among South Sudan's varied ethnic groups. South Sudan has 64 tribes with the largest being the Dinka, who constitute about 35% of the population and predominate in government. The second largest are the Nuers. Conflict is often aggravated among nomadic groups over the issue of cattle and grazing land and is part of the wider Sudanese nomadic conflicts.

The South Sudanese Civil War was a multi-sided civil war in South Sudan between forces of the government and opposition forces. In December 2013, President Salva Kiir accused his former deputy Riek Machar and 10 others of attempting a coup d'état. Machar denied trying to start a coup and fled to lead the Sudan People's Liberation Movement-in-Opposition (SPLM-IO). Fighting broke out between the Sudan People's Liberation Movement (SPLM) and SPLM-IO, igniting the civil war. Ugandan troops were deployed to fight alongside the South Sudanese government. The United Nations has peacekeepers in the country as part of the United Nations Mission in South Sudan (UNMISS).

<span class="mw-page-title-main">2016–2019 Wau clashes</span> Armed conflict in Wau, South Sudan

Armed clashes took in Wau State from late June 2016 to January 2019 between the Dinka-dominated Sudan People's Liberation Army (SPLA) and local opposition forces, consisting of tribal Fertit militias as well as fighters claiming allegiance to Riek Machar. It is unclear to what extent these rebels were actually part of the SPLM-IO or acting independently while using the SPLM-IO's name. The clashes resulted in the arrest of the state's governor, Elias Waya Nyipuoc, widespread death and destruction in the state capital, Wau town, and the displacement of up to 150,000 people.

Mathiang Anyoor, also spelled Mathiang Anyur, also known as Dot Ke Beny, is a Dinka-affiliated militia group in South Sudan. Originally an ad-hoc volunteer force founded in 2012, the militia was transformed into a private army to protect President Salva Kiir Mayardit and army chief Paul Malong Awan. However, the South Sudanese military (SPLA) claims that it is just another battalion. Much of the ethnic violence against non-Dinkas in the South Sudanese Civil War is attributed to the militia.

Mayiik Ayii Deng is a South Sudanese politician and a former Minister of Foreign Affairs and International Cooperation, He was appointed into the office following Republican decree by the President removing Beatrice Khamisa Wani in September 2021 and was fired in March 2023.

The South Sudan United Front/Army (SS-UF/A), often just called South Sudan United Front (SS-UF), is a South Sudanese rebel group which has taken part in the South Sudanese Civil War.

The 2014 retreat from Western Bahr el Ghazal, also called the long march north, was an unorganized withdrawal by hundreds of Nuer Sudan People's Liberation Army (SPLA) deserters who sought to flee from Bahr el Ghazal to Sudan during the South Sudanese Civil War. After longstanding tensions between SPLA soldiers belonging to the Dinka and Nuer ethnic groups escalated on 25 April 2014, leading to a massacre of Nuer soldiers at Mapel in Western Bahr el Ghazal, a large number of Nuer SPLA soldiers deserted to escape ethnic prosecution and loyalist SPLA forces. Though some deserters joined SPLM-IO rebels or surrendered to the government, a large number of them marched northward, joined by other SPLA defectors from Northern Bahr el Ghazal. After covering over 400 kilometres (250 mi), this trek eventually arrived in Sudan on 4 August 2014, where they were disarmed.

<span class="mw-page-title-main">South Sudan Opposition Alliance</span> Coalition in South Sudan

The South Sudan Opposition Alliance is a coalition of political parties and armed groups in South Sudan that opposed the government of President Salva Kiir. It was formed in February 2018 in Addis Ababa, Ethiopia, by nine groups. In September the alliance acceded to a revised peace deal with the government that also included the main rebel faction, the Sudan People's Liberation Movement-in-Opposition, but some of the member groups disagreed with the decision and split from the alliance. The pro-deal SSOA has experienced continued tension between its members, as well as with the government.

Hussein Abdelbagi Akol Agany is one of the vice presidents of South Sudan. Abdelbagi is a Malual Dinka from Northern Bahr el Ghazal. Abdelbagi, born in the late 1960s, was a son of the politically influential Malual Dinka tribal leader Sultan Abdelbagi Akol (1928–2020), who was among other things considered the spiritual head of the South Sudanese Muslims. Gen. Abdelbagi was the Chief of General Staff of the South Sudan Patriotic Army, which became part of the South Sudan Opposition Alliance. On August 25, 2018, the SSPM/A split, with Abdelbagi creating a faction that claimed to have removed Costello Garang Ring for rejecting the peace process and attacking communities on the border with Sudan. On July 23, 2019, the SSPM/A faction of Costello Garang Ring claimed to remove Abdelbagi from office. He became the speaker of the South Sudan Opposition Alliance faction led by Gabriel Changson Chang after it split in November 2018. As part of the unity government deal the SSOA was allowed to pick one out of the five vice presidents. The SSOA failed to decide on a vice president, so they authorized president Salva Kiir to pick from a list of six leaders. On February 23, 2020, Kiir picked Abdelbagi, making him the fifth vice president. Abdelbagi is the first Muslim Vice President of South Sudan and the highest ranking Muslim to be a part of any government in South Sudan.

On 4 January 2018, SPLM-IO rebels loyal to Chan Garang Lual attacked the western parts of Juba, the capital of South Sudan. The raid was part of the South Sudanese Civil War. Once in Juba, the insurgents were reportedly joined by Sudan People's Liberation Army (SPLA) soldiers who were loyal to deposed chief of staff Paul Malong Awan. Following heavy fighting lasting until early 5 January, the rebels retreated into the countryside. Even though Chan Garang assumed responsibility for the attack, both the South Sudanese government and the SPLM-IO condemned the clashes, with the latter claiming that its forces had not been involved at all.

Stephen Buay Rolnyang is a South Sudanese rebel leader of SSPM/A and former SSPDF general. He founded the SPLA elite force in 2006. Rolnyang belongs to Nuer.
