State Disaster Management Authority (SDMA) Azad Jammu & Kashmir is an autonomous authority mandated to act as leading agency in disaster management, its mitigation and preparedness in Azad Jammu & Kashmir, Pakistan. Azad Jammu & Kashmir is highly prone to multiple hazards and has experienced worst disasters situation due to earthquake, torrential rain/flood, landslides & avalanches in the recent past. [1] [2]
After the 2005 Kashmir earthquake that killed 100,000 people and left another three million people displaced, with widespread devastation, Government of Pakistan promulgated National Disaster Management Ordinance, 2006 [3] and established National Disaster Management Authority as the focal point at the federal level, while State Disaster Management Authority (SDMA) was established for Pakistan-administered Kashmir. [4]

Azad Jammu and Kashmir, officially the State of Azad Jammu and Kashmir and colloquially referred to as simply Azad Kashmir, is a region administered by Pakistan as a nominally self-governing entity and constituting the western portion of the larger Kashmir region, which has been the subject of a dispute between India and Pakistan since 1947. Azad Kashmir also shares borders with the Pakistani provinces of Punjab and Khyber Pakhtunkhwa to the south and west, respectively. On its eastern side, Azad Kashmir is separated from the Indian union territory of Jammu and Kashmir by the Line of Control (LoC), which serves as the de facto border between the Indian- and Pakistani-controlled parts of Kashmir. Geographically, it covers a total area of 13,297 km2 (5,134 sq mi) and has a total population of 4,045,366 as per the 2017 national census.
Mirpur, officially known as New Mirpur City, is the capital of Mirpur district located in Azad Kashmir, Pakistan which has been subject of the larger Kashmir dispute between Pakistan and India since 1947. It is the second largest city of Azad Kashmir and the 74th largest city in Pakistan.
Bagh District is a district of Pakistan-administered Azad Kashmir in the disputed Kashmir region. It is one of the ten districts of Azad Jammu and Kashmir. Previously part of Poonch District, Bagh was established as a separate district in 1988.
Emergency management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies; emergency management or disaster management can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
An earthquake occurred at 08:50:39 Pakistan Standard Time on 8 October 2005 in Azad Jammu and Kashmir, a territory under Pakistan. It was centred near the city of Muzaffarabad, and also affected nearby Balakot in Khyber Pakhtunkhwa and some areas of Jammu and Kashmir, India. It registered a moment magnitude of 7.6 and had a maximum Mercalli intensity of XI (Extreme). The earthquake was also felt in Afghanistan, Tajikistan, India and the Xinjiang region. The severity of the damage caused by the earthquake is attributed to severe upthrust. Over 86,000 people died, a similar number were injured, and millions were displaced. It is considered the deadliest earthquake in South Asia, surpassing the 1935 Quetta earthquake.
Bandipore district is an administrative district of Indian-administered Jammu and Kashmir in the disputed Kashmir region. It is one of the 20 districts in the Jammu and Kashmir. Bandipore town is the administrative headquarters of the district. Bandipore is located in the foothills of the snow-clad peaks of Harmukh overlooking the shores of Wular Lake and has produced hundreds of scholars and intellectuals. The district is known for its tourist places such as Wular Vintage Park, Athwatoo and Gurez valley. Before 1947, this town was a big trade and literary centre of Kashmir. This district was carved out from the erstwhile Baramulla district in 2007. The district is bounded by Kupwara district from the north, Baramulla district from west,Ganderbal district from the east, Kargil district in Ladakh, Neelum District in Pakistan-administered Azad Kashmir and Astore district in Pakistan-administered Gilgit-Baltistan. Bandipore district is the only disctrict in Kashmir Division that shares border with Pakistan-administered Gilgit-Baltistan region. This district occupies an area of 398 km2. The district has a population of 392,232 as per 2011 census.
The President of Azad Kashmir, officially the President of the State of Azad Jammu and Kashmir, is the constitutional and ceremonial head of state of Azad Kashmir.
The Special Communications Organization (SCO) (Urdu: خصوصی مواصلاتی تنظیم) is Pakistani public sector organization operated by MoIT&T. SCO plays a role in providing telecommunication services in Azad Kashmir and Gilgit Baltistan to almost 1.7 million people, a quarter of the total population. It operates its digital financial services under the brand name S-Paisa.

The Disaster Management Act, 2005, No. 53 of 2005, was passed by the Rajya Sabha, the upper house of the Parliament of India on 28 November, and the Lok Sabha, the lower house of the Parliament, on 12 December 2005. It received the assent of The President of India on 23 December 2005. The Disaster Management Act, 2005 has 11 chapters and 79 sections. The Act extends to the whole of India. The Act provides effective management of disasters and for matters connected there with or incidental "thereto". The main focus of this act is to provide the people who are affected with disasters, their life back and helping them.
National Disaster Management Authority (India), abbreviated as NDMA, is an apex Body of Government of India, with a mandate to lay down policies for disaster management. NDMA was established through the Disaster Management Act enacted by the Government of India on 23 December 2005. NDMA is responsible for framing policies, laying down guidelines and best-practices for coordinating with the State Disaster Management Authorities (SDMA's) to ensure a holistic and distributed approach to disaster management.
In the wake of heavy monsoon rain and flash floods in Jammu and Kashmir, the Indian Armed Forces were deployed in increasing numbers starting 2 September 2014 to conduct search, rescue, relief, relocation, humanitarian assistance and rehabilitation missions in Jammu and Kashmir. By 18 September, over 298,514 people were rescued from the various parts of Jammu and Kashmir by the Armed forces. The Jammu and Kashmir floods, the worst in a century according to Omar Abdullah, the Chief Minister of Jammu and Kashmir, paralyzed the state government. Omar Abdullah, responding to public criticism, told the media "I had no government" in the first few days following the floods, as "My secretariat, the police headquarters, the control room, fire services, hospitals, all the infrastructure was underwater." Adding "I had no cell phone and no connectivity. I am now starting to track down ministers and officers." The Jammu and Kashmir floods of 2014 have been blamed on heavy rainfall, about 8 inches (200mm) on 4 September alone, on climate change, unplanned and uncontrolled development, encroachment of river banks, lakes, ponds, and massive loss of wet lands, absence of local government flood forecasting system, and poor governance. The Armed Forces humanitarian assistance mission in response to the floods was named Mission Sahayata (assistances). Northern Command's humanitarian assistance to Civil authorities was named 'Operation Megh Rahat'. The Indian Army, Air Force, and the Navy, committed large resources to the assistance mission including over 30,000 troops, 15 engineer task forces, 84 Indian Air Force and Army Aviation Corps fixed wing transport aircraft and helicopters, naval commandos and rescue specialists, and Base Hospital, four field hospitals, over 106 medical detachments. "Operation Megh Rahat", ended on 19 September 2014, but "Operation Sadbhavna", the relief and medical assistance support, according to government press release, will continue in "close synergy with the civil administration and the police".
The Government of Azad Kashmir is the state government which administers one of the territories of Pakistani-administered Kashmir territories of Azad Kashmir. The Azad Kashmir government consists of a president as head of state and a prime minister as chief executive, with the support of a council of ministers. The state assembly is the Azad Kashmir Legislative Assembly.
Gilgit-Baltistan Disaster Management Authority (GBDMA) is an organization which deals with natural or man-made disasters in Gilgit-Baltistan, Pakistan. GBDMA's mandate is to engage in activities concerning to all four stages of Disaster Management Spectrum.
National Disaster Management Act, 2010 was passed by Parliament of Pakistan in 2010, it received the assent of the President on 8 December 2010. The Act applies to whole Pakistan including tribal areas of FATA. The Act was passed in backdrop of 2010 Floods in Pakistan and strengthen Disaster Management system.
The 2019 Kashmir earthquake struck regions of Pakistan with an epicentre in Azad Kashmir on 24 September at 16:02 local time. It had a magnitude of 5.4 Mww and a maximum felt intensity of VII on the Modified Mercalli intensity scale or VIII on the European macroseismic scale. There was severe damage in Mirpur District, causing the deaths of 40 people and injuring a further 850. The epicentre of the shallow quake was near the city of Mirpur, Pakistan. The tremors were felt in the Kashmir region, Punjab (Pakistan), Punjab (India), Uttarakhand and northern parts of India including New Delhi.
The 1992 India–Pakistan floods was a deadly flood caused by a five days long heavy monsoon rains and severe weather that occurred on 7 September 1992 across the north-Pakistan of Azad Kashmir, North-West Frontier Province and Indian administered state of Jammu and Kashmir. Severe floods left at least 2,496 fatalities, including 2,000 deaths in Pakistan administered state, 296 in Punjab province, and 200 in northern India with several others missing. The floods swept away more than 12,672 villages and several people were buried alive due to landslides near mountains. Punjab, that shares its borders with Azad Kashmir, suffered a heavy agriculture loss in its economic history.
The Provincial Disaster Management Authority is an agency of the Government of Balochistan to deal with both natural and manmade disasters. It was formed after the promulgation of the NDMA Act 2010. The Authority coordinates and collaborates to prevent and minimize damage to life, infrastructure, and environment.
In 2016 Pakistan experienced higher rainfall than normal (10-20%), especially in the pre-monsoon season. Heavy monsoon rains are common in the region. This led to multiple periods of flooding, landslides, and damage particularly in Northern Pakistan. The Swat River overflowed and multiple landslides occurred around Pakistan including in Khyber Pakhtunkhwa, Gilgit-Baltistan, Azad Jammu, and Kashmir.
The National Institute of Disaster Management, is a national think tank of the government of Pakistan responsible for capacity building, research, and policy development in the field of disaster management. Established with the objective of enhancing the country's resilience to natural and human-made disasters, NIDM functions under the umbrella of the National Disaster Management Authority (NDMA), which is the principal agency for coordinating disaster response and preparedness at the national level.
