Stephanie C. Kopelousos (born January 13,1970) is the District Administrator of the Central Florida Tourism Oversight District. [1] She was previously the Director of Legislative &Intergovernment Affairs for Florida Governor Ron DeSantis and a former secretary of the 7,000 employee,$8 billion Florida Department of Transportation,appointed by Florida Governor Charlie Crist. She was the first woman to serve in the position,at 37 the youngest,and unlike most of her predecessors,did not have an engineering degree. [2] She then served as the manager of Clay County,Florida,for eight years. [3]
She was born Stavroula Constantin Kopelousos in Jacksonville in 1970,but she was always called Stephanie by her Greek family. Her grandfather George opened the popular Garden Restaurant in Starke in 1958,and her father Gus managed it until he sold it in 2008. [4] She grew up in Clay County,attended St. Johns Country Day School until her mother died in 1984. She graduated from Bradford High School in 1988. [5] Kopelousos attended the University of Alabama,majored in political science,and aspired to a career in public policy. After graduating in 1993,she relocated to Washington,D.C. While looking for position in government,she took a hostess job to pay her bills. [2]
A family friend who also attended the Greek Orthodox Church in Jacksonville knew U.S. Representative Tillie Fowler and recommended Kopelousos,who was hired as an intern. In just one month,Kopelousos was promoted to staff assistant. In less than five years,she had risen to senior legislative aide,and had become well known in transportation circles on Capital Hill. In 2001,Fowler retired and Kopelousos became Washington liaison (lobbyist) for both the FDOT and the Florida Department of Community Affairs. According to Fowler's former chief-of-staff David Gilliand,"Some of the smartest people on Capitol Hill are the biggest jerks,and that limits them. Stephanie succeeds because she’s the whole package:She’s smart,she’s prepared,she works hard,and everyone likes her." [2]
Denver Stutler was appointed as FDOT Secretary by then Governor Jeb Bush in 2005,and Stutler hired Kopelousos as his chief of staff in Tallahassee. When Governor Crist was elected in 2007,he chose Kopelousos as FDOT Secretary over several other more qualified candidates,including a more experienced female transportation engineer. [2] She served as head of the agency from 2007 to 2011. [6] U.S. Representative Mario Díaz-Balart honored Kopelousos on March 16,2009,when he read a proclamation into the Congressional Record praising her FDOT work. [7]
In early 2009,Bill Salter Advertising obtained 105 permits to remove trees blocking the view of their billboards. State law gives the Florida Department of Transportation some discretion over the applicant's submission of a mitigation plan,and the amount of fees paid to the state,which can be as much as $30,000 per billboard. [8] The law also requires that the company surrender two existing billboards for every permit issued for a "non-complying" (built before 1996) billboard. [9] There were 28 non-complying permits. The Salter permits were exempted from all requirements,potentially saving the company millions of dollars. Salter's general manager Dave McCurdy,who was not only a high school classmate,but "close friends" [10] with Greg Evers,stated:"On January 8th,2009,I spoke with State Representative Mr. Greg Evers and Secretary of Transportation Ms. Stephanie Kopelousos about this and they agreed and we were granted these permits." [8] At the time,the House transportation committee was chaired by Evers,who claimed,"I have helped constituents that I have never met personally and constituents that I know from my community. That is my job." [10] Kopelousos insisted,"The decision in question was made at the District Office level,and I was not involved with the apparent issuance of any permit related to this matter." [10]
A grand jury of Florida's Second Judicial district-Leon County investigated the FDOT in the Spring term of 2011. They concluded that "FDOT District 3 staffer Wilks knew the law and the FDOT rules,but was instructed to circumvent it. Yet the only measure taken by FDOT to address the issue once it came to light in the press was to offer training to Wilks and his staff on the law and FDOT rules. Neither James Rodgers nor any other FDOT employee was disciplined as a result of this debacle. To the contrary,James Rodgers was allowed to remain in his position for eighteen additional months through mid-year 2011 and he retired with full benefits." [11]
Part of the Florida SunRail project involved the purchase of tracks owned by CSX Transportation. The $1.2 billion bill was written by FDOT with major input from CSX,and a major issue involved liability and indemnification for incidents on Amtrak trains operating on tracks owned by SunRail. Months before the issue came to a vote,Florida Senator Paula Dockery,an opponent of the legislation,made a public records request for all emails to and from the FDOT concerning SunRail,CSX and Amtrak. The FDOT responded that no emails had the subject lines "rail," "SunRail" or "CSX". After the bill passed,the FDOT released over 8,000 pages of emails. Some emails with important documents attached had the subject "waffles" or "french toast". Critics referred to the controversy as Wafflegate,and claimed the FDOT was attempting to circumvent the Florida Sunshine Law. [12] [13] Kopelousos claimed that the departments first response was an honest mistake. Regarding the breakfast foods,she stated,"The reality of it is I get hundreds of E-mails in a day. Staff was trying to find an easy way that I would be able to search without getting back hundreds of responses." [13]
Governor Crist ordered an investigation,and Kopelousos was cleared. The Chief Inspector General's report stated,"No evidence was found to suggest that any department official intentionally withheld documents in violation of the law. To the contrary,evidence shows that unintentional,human error occurred during the initial public records request." A government clerk searched the "to/from" field rather than the email contents. [13]
Kopelousos resigned as FDOT secretary after Rick Scott's election as governor in November 2010. She worked for a time as a consultant for U.S. Representative John Mica,chairman of the House Transportation and Infrastructure Committee before applying for the position of Clay County Manager where she grew up and her father still resided. [5] She was selected and began work there on March 21,2011,at an annual salary of $177,000. [12] [14]
Shortly after his election to governor in the Fall of 2018,Ron DeSantis appointed Kopelousos as his Director of Legislative Affairs starting January 9,2019. [15] The job requires her to develop and maintain effective relationships with state legislators,their staff,lobbyists and other government officials. She also must convey the governor's position regarding relevant policy and legislation. In March 2021,her position was expanded to include intergovernment as well as legislative affairs. [16]
Interstate 4 (I-4) is an Interstate Highway located entirely within the US state of Florida,maintained by the Florida Department of Transportation (FDOT). Spanning 132.30 miles (212.92 km) along a generally southwest–northeast axis,I-4 is entirely concurrent with State Road 400 (SR 400). In the west,I-4 begins at an interchange with I-275 in Tampa. I-4 intersects with several major expressways as it traverses Central Florida,including US Highway 41 (US 41) in Tampa;US 301 near Riverview;I-75 near Brandon;US 98 in Lakeland;US 27 in unincorporated Davenport;US 192 in Celebration;Florida's Turnpike in Orlando;and US 17 and US 92 in multiple junctions. In the east,I-4 ends at an interchange with I-95 in Daytona Beach,while SR 400 continues for roughly another four miles (6.4 km) and ends at an intersection with US 1 on the city line of Daytona Beach and South Daytona.
Tri-Rail is a commuter rail service linking Miami,Fort Lauderdale and West Palm Beach in Florida,United States. The Tri prefix in the name refers to the three counties served by the railroad:Palm Beach,Broward,and Miami-Dade. Tri-Rail is managed by the South Florida Regional Transportation Authority (SFRTA) along CSX Transportation's former Miami Subdivision;the line is now wholly owned by the Florida DOT. The 80.0-mile-long (128.7 km) system has 19 stations along the Southeast Florida coast,and connects directly to Amtrak at numerous stations,to Metrorail at the Metrorail Transfer station,Miami Airport station,and MiamiCentral,and to Brightline at MiamiCentral.
The Florida High-Speed Corridor is a canceled high-speed rail project in the U.S. state of Florida. Initial service would have run between the cities of Tampa and Orlando,with plans to then extend service to South Florida,terminating in Miami. Trains with a top speed of 168 mph (270 km/h) to 186 mph (300 km/h) would run on dedicated rail lines alongside the state's existing highway network.
State Road 23 (SR 23),also known as the First Coast Expressway,is a controlled-access toll road serving as an outer bypass around the southwest quadrant of Jacksonville. As of 2024,the first phase has been built,linking the Middleburg area to Interstate 10 near Whitehouse,with the second phase is currently under construction and will be completed in 2030.
The Jacksonville Transportation Authority (JTA) is the independent agency responsible for public transit in the city of Jacksonville,Florida,and roadway infrastructure that connects northeast Florida. However,they do not maintain any roadways. In 2023,the system had a ridership of 6,687,200,or about 22,600 per weekday as of the first quarter of 2024.
The Florida Department of Transportation (FDOT) is a decentralized agency charged with the establishment,maintenance,and regulation of public transportation in the state of Florida. The department was formed in 1969. It absorbed the powers of the State Road Department (SRD). The current Secretary of Transportation is Jared W. Perdue.
State Road 16 (SR 16) runs from northwest to southeast between Raiford and St. Augustine. It passes through the towns of Starke and Green Cove Springs in addition to providing access to Camp Blanding. Major roads and/or highways that SR 16 crosses include:US 301,SR 21,US 17,SR 13,Interstate 95 and US 1.
State Road 100 is a 153-mile-long (246 km) east–west highway serving northeast Florida. Its western terminus is at the Georgia-Florida border four miles (6.4 km) north of Avoca,Florida;its eastern terminus is an intersection with Shore Scenic Highway in Flagler Beach. The portion west of Lake City is only signed as portions of US 41 and US 129,both of which run north–south.
Miami Intermodal Center (MIC) is an intermodal rapid transit,commuter rail,intercity rail,local bus,and intercity bus transportation hub in Miami-Dade County,Florida,just outside the Miami city limits near the Grapeland Heights neighborhood. The facility was constructed by the Florida Department of Transportation and is owned by the Greater Miami Expressway Agency.
The Tampa Bay Area Regional Transit Authority,or TBARTA,was a regional transportation agency of the U.S. state of Florida which was created on July 1,2007. The transportation agency ceased all operations on December 30,2023,after the governing board voted unanimously to disband. The purpose of the agency was "to plan,develop,finance,construct,own,purchase,operate,maintain,relocate,equip,repair,and manage multimodal systems in Hernando,Hillsborough,Manatee,Pasco,and Pinellas Counties." The agency coordinated its efforts with the Florida Department of Transportation to improve transportation in the Tampa Bay Area.
George Stephen LeMieux is an American former politician who was a United States Senator from Florida from 2009 to 2011. He is chairman of the Florida-based law firm of Gunster Yoakley &Stewart and was chief of staff to Governor Charlie Crist. He was the Deputy Florida Attorney General and is credited with spearheading Crist's successful campaign for governor. In 2009,Crist appointed LeMieux as U.S. Senator to replace Mel Martínez,who resigned.
SunRail is a commuter rail system in the Greater Orlando,Florida,area. Services began on May 1,2014. The system comprises 16 stations along a former CSX Transportation line connecting Volusia County and Osceola County through Downtown Orlando. The SunRail system is financed by the state and federal governments and the counties it serves. SunRail is Florida's second commuter rail system after South Florida's Tri-Rail.
State Road 230 is a short state highway in northeastern Florida that runs between Starke,Florida and Camp Blanding. It runs east and west and is always no more than two lanes wide. Within the Starke city limits,and slightly beyond,the road is known as Call Street.
Denver J. Stutler Jr. is an American engineer who served as the Secretary of the Florida Department of Transportation from June 2005 to December 2006 under then-Florida Governor Jeb Bush. Stutler previously served as chief of staff to Governor Bush before becoming secretary.
The Central Polk Parkway,also known as State Road 570B (SR 570B),is a proposed controlled-access toll road in Polk County,Florida. The proposed road is actually two separate roads—called legs by the Florida Department of Transportation (FDOT). The western segment will connect the Polk Parkway with SR 60 between Bartow and Lake Wales. The eastern leg will start a few miles east of SR 60 and run north,parallel to US Highway 27 (US 27),and terminate at Interstate 4 (I-4) north of Davenport. The most recent,and viable,proposed routing will connect the two legs together near the CSX Intermodal Facility south of Wahneta. In December 2015,FDOT announced the cancellation of any further work on the project,citing insufficient funds and low traffic volume. The project continued to have the support of the local business community and local politicians,however,and it was revived in 2018.
Adam Hollingsworth is an American politician and business executive. He was the Chief of Staff to Florida Governor Rick Scott. Hollingsworth previously served as Chief of Staff to former Jacksonville,Florida Mayor John Peyton and is a former executive for CSX Corp.
Robert Milner "Rob" Bradley,Jr. is a Republican politician from Florida. He served as a member of the Florida Senate,representing parts of North Central Florida from 2012 until he was term-limited in 2020.
The Seaboard–All Florida Railway was a subsidiary of the Seaboard Air Line Railroad that oversaw two major extensions of the system in the early 1920s to southern Florida on each coast during the land boom. One line extended the Seaboard's tracks on the east coast from West Palm Beach down to Fort Lauderdale and Miami,while the other extension on the west coast extended the tracks from Fort Ogden south to Fort Myers and Naples,with branches from Fort Myers to LaBelle and Punta Rassa. These two extensions were heavily championed by Seaboard president S. Davies Warfield,and were constructed by Foley Brothers railroad contractors. Both extensions also allowed the Seaboard to better compete with the Florida East Coast Railway and the Atlantic Coast Line Railroad,who already served the lower east and west coasts of Florida respectively.
The Clearwater Subdivision is a railroad line owned by CSX Transportation in the Tampa Bay region of Florida. The line begins just east of downtown Tampa in Gary and heads north through some of Tampa's suburban neighborhoods. In Sulphur Springs,the Clearwater Subdivision turns and runs west through Oldsmar,where it crosses Tampa Bay. It briefly shifts south running through Safety Harbor,and then heads west again to Clearwater. In Clearwater,it turns southeast,running through Largo and Pinellas Park before terminating at Fifth Avenue North in St. Petersburg near Tropicana Field. The distance from Gary to St. Petersburg along the line is 48.6 miles (78.2 km). At the line's north end it continues from the Tampa Terminal Subdivision and at its south end the track comes to an end.
The 2022 Florida gubernatorial election was held on November 8,2022,to elect the governor of Florida,alongside other state and local elections. Incumbent Republican Party governor Ron DeSantis won re-election in a landslide and defeated the Democratic Party nominee,former U.S. representative Charlie Crist,who previously served as governor of Florida from 2007 to 2011 as a Republican and later as an Independent. No Democrat has been elected governor of Florida since 1994.
