Steven Paul Raphael (born November 13, 1968) is an American economist. He is Professor of Public Policy in the Goldman School of Public Policy as well as a director of the Institute for Research on Labor and Employment at the University of California, Berkeley, and an adjunct fellow at the Public Policy Institute of California. [2] He is also a research fellow at the University of Michigan National Poverty Center, the University of Chicago Crime Lab, and the Institute for the Study of Labor in Bonn, Germany. [3]
Raphael received his B.A. from San Diego State University in 1990 and his Ph.D. from University of California, Berkeley in 1996. [4]
Raphael's research focuses on economic aspects of low-wage labor markets, housing, and incarceration in the United States, as well as, more recently, the social consequences of mass incarceration in the United States. [5] He has also studied the effectiveness of incarceration in decreasing crime in the modern United States, and has contended that "We have a fairly strong body of research that suggests as the incarceration rate goes up, the effectiveness of incarceration as a crime-control tool goes down." [6] In 2014, he and Michael Stoll reported that incarceration was less effective at reducing crime when the prison population was high than when it was low. [7] He has also co-authored studies with Stoll and Magnus Lofstrom finding that when California reduced its incarceration rate significantly, this reduction seemed to have no effect on violent crime rates in the state, and that it had a modest effect on property crime, especially auto theft. [8] [9] His research has also suggested that wages for low-skilled white American workers in Arizona declined during 2008 and 2009, but that the median incomes of employed workers in this group rose by 6% during this time. A private prison, or for-profit prison, is a place where people are imprisoned by a third party that is contracted by a government agency. Private prison companies typically enter into contractual agreements with governments that commit prisoners and then pay a per diem or monthly rate, either for each prisoner in the facility, or for each place available, whether occupied or not. Such contracts may be for the operation only of a facility, or for design, construction and operation.
The prison-industrial complex (PIC) is a term, coined after the "military-industrial complex" of the 1950s, used by scholars and activists to describe the many relationships between institutions of imprisonment and the various businesses that benefit from them.
Incarceration in the United States is one of the primary means of punishment for crime in the United States. In 2023, over five million people are under supervision by the criminal justice system, with nearly two million people incarcerated in state or federal prisons and local jails. The United States has the largest known prison population in the world. Prison populations grew dramatically beginning in the 1970s, but began a decline around 2009, dropping 25% by year-end 2021.
Recidivism is the act of a person repeating an undesirable behavior after they have experienced negative consequences of that behavior, or have been trained to extinguish. It is also used to refer to the percentage of former prisoners who are rearrested for a similar offense.
The war on drugs is a global campaign, led by the United States federal government, of drug prohibition, military aid, and military intervention, with the aim of reducing the illegal drug trade in the United States. The initiative includes a set of drug policies that are intended to discourage the production, distribution, and consumption of psychoactive drugs that the participating governments and the United Nations have made illegal. The term was coined by President Richard Nixon and popularized by the media shortly after a press conference given on June 18, 1971 – the day after publication of a special message from President Nixon to the Congress on Drug Abuse Prevention and Control – during which he declared drug abuse "public enemy number one". That message to the Congress included text about devoting more federal resources to the "prevention of new addicts, and the rehabilitation of those who are addicted" but that part did not receive the same public attention as the term "war on drugs". Two years prior to this, Nixon had formally declared a "war on drugs" that would be directed toward eradication, interdiction, and incarceration. In 2015, the Drug Policy Alliance, which advocates for an end to the War on Drugs, estimated that the United States spends $51 billion annually on these initiatives, and in 2021, after 50 years of the drug war, others have estimated that the US has spent a cumulative $1 trillion on it.
Jonathan Simon is an American academic, the Lance Robbins Professor of Criminal Justice Law, and the former Associate Dean of the Jurisprudence and Social Policy Program at the UC Berkeley School of Law. Simon’s scholarship concerns the role of crime and criminal justice in governing contemporary societies, risk and the law, and the history of the interdisciplinary study of law. His other interests include criminology; penology; sociology; insurance models of governing risk; governance; the origins and consequences of, and solutions to, the California prison "crisis"; parole; prisons; capital punishment; immigration detention; and the warehousing of incarcerated people.
According to the latest available data at the World Prison Brief on May 7, 2023, the United States has the sixth highest incarceration rate in the world, at 531 people per 100,000. Between 2019 and 2020, the United States saw a significant drop in the total number of incarcerations. State and federal prison and local jail incarcerations dropped by 14% from 2.1 million in 2019 to 1.8 million in mid-2020. In 2018, the United States had the highest incarceration rate in the world.
A prison, also known as a jail, gaol, penitentiary, detention center, correction center, correctional facility, lock-up, hoosegow or remand center, is a facility in which convicted criminals are confined involuntarily and denied a variety of freedoms under the authority of the state as punishment for various crimes. Authorities most commonly use prisons within a criminal-justice system: people charged with crimes may be imprisoned until their trial; those who have pled or been found guilty of crimes at trial may be sentenced to a specified period of imprisonment.
The United States incarcerates more of its youth than any other country in the world through the juvenile courts and the adult criminal justice system, which reflects the larger trends in incarceration practices in the United States. In 2010, approximately 70,800 juveniles were incarcerated in youth detention facilities alone. As of 2006, approximately 500,000 youth were brought to detention centers in a given year. This data does not reflect juveniles tried as adults. As of 2013, around 40% were incarcerated in privatized, for-profit facilities.

California's Public Safety Realignment initiative, officially known as "Realignment", was a combination of two bills passed by the state of California, with the ultimate goal of reducing its state prison population by shifting much of that population to county jails. It was the result of a court-order in response to shortfalls in medical and mental health care for the state's prison population.
The incarceration of women in the United States refers to the imprisonment of women in both prisons and jails in the United States. There are approximately 219,000 incarcerated women in the US according to a November 2018 report by the Prison Policy Initiative, and the rate of incarceration of women in the United States is at a historic and global high, with 133 women in correctional facilities per every 100,000 female citizens. The United States is home to just 4% of the world's female population, yet the US is responsible for 33% of the entire world's incarcerated female population. The steep rise in the population of incarcerated women in the US is linked to the complex history of the war on drugs and the US's prison–industrial complex, which lead to mass incarceration among many demographics, but had particularly dramatic impacts on women and especially women of color. However, women made up only 10.4% of the US prison and jail population, as of 2015.
Proposition 47, also known by its ballot title Criminal Sentences. Misdemeanor Penalties. Initiative Statute, was a referendum passed by voters in the state of California on November 4, 2014. The measure was also referred to by its supporters as the Safe Neighborhoods and Schools Act. It recategorized some nonviolent offenses as misdemeanors, rather than felonies, as they had previously been categorized.
The UCLA Institute for Research on Labor and Employment (IRLE) is an interdisciplinary research unit within the College of Letters & Science, Division of Social Science, dedicated to research, teaching, and discussion of labor and employment issues. It was founded in 1945 as the UCLA Institute of Industrial Relations. It is one of the two research programs in the University of California system along with the UC Berkeley Institute for Research on Labor and Employment. The IRLE consists of four bodies: the IRLE Academic Unit, UCLA Labor Center, Human Resources Round Table, and the Labor Occupational Safety and Health Program.
Michael H. Tonry, an American criminologist, is the McKnight Presidential Professor of Criminal Law and Policy at the University of Minnesota Law School. He is also the director of the University of Minnesota's Institute on Crime and Public Policy. He has been a visiting professor of law and criminology at the University of Lausanne since 2001 and a senior fellow at the Netherlands Institute for the Study of Crime and Law Enforcement at Free University Amsterdam since 2003.

Michael A. Stoll is an American economist and professor of public policy in the Luskin School of Public Affairs at the University of California, Los Angeles. He is also a fellow at the American Institutes for Research, the Brookings Institution, the Institute for Research on Poverty at the University of Wisconsin–Madison, and the National Poverty Center at the University of Michigan, Ann Arbor. He is known for his research on incarceration in the United States, including the 2013 book Why Are So Many Americans in Prison?, co-authored with Steven Raphael. The book argues, among other things, that the United States' incarceration rate is so high mainly because of changes in crime policy, not crime rates. His work on this topic was cited by the Obama administration in an April 2016 report on criminal justice reform. He has also studied migration within the United States by Americans in general and American retirees specifically.
Decarceration in the United States involves government policies and community campaigns aimed at reducing the number of people held in custody or custodial supervision. Decarceration, the opposite of incarceration, also entails reducing the rate of imprisonment at the federal, state and municipal level. As of 2019, the US was home to 5% of the global population but 25% of its prisoners. Until the COVID-19 pandemic, the U.S. possessed the world's highest incarceration rate: 655 inmates for every 100,000 people, enough inmates to equal the populations of Philadelphia or Houston. The COVID-19 pandemic has reinvigorated the discussion surrounding decarceration as the spread of the virus poses a threat to the health of those incarcerated in prisons and detention centers where the ability to properly socially distance is limited. As a result of the push for decarceration in the wake of the pandemic, as of 2022, the incarceration rate in the United States declined to 505 per 100,000; meaning that the United States no longer has the highest incarceration rate in the world, but remains in the top 5.

Rucker C. Johnson is an American economist currently serving as Chancellor’s Professor of Public Policy in the Goldman School of Public Policy at the University of California, Berkeley. He is also a faculty research associate at the National Bureau of Economic Research and the W.E. B. Du Bois Institute of Harvard College as well as a Research Affiliate of the National Poverty Center and the Institute for Poverty Research. He is an elected member of the American Academy of Arts and Sciences and the National Academy of Education, and was elected as a Fellow of the American Academy of Political and Social Science. He won the 2017 Andrew Carnegie Fellowship and also the 2022 University of Louisville Grawemeyer Award in Education for his 2019 book “Children of the Dream: Why School Integration Works,” written with Alexander Nazaryan.
