The U.S. Sugar Equalization Board was a United States government agency established on July 11, 1918, during World War I, to stimulate U.S. sugar production by equalizing prices of domestic and imported crops. The board was an agency of the United States Food Administration, with the Food Administrator serving as its chairman. The board was abolished in 1926 by Executive Order 4475.

Background

The board bought and distributed the 1918–19 crop of Cuban sugar, and stimulated U.S. sugar production by equalizing prices of domestic and imported crops. [1] [2] [3] The board also regulated coffee imports under authority of the War Trade Board and the U.S. Food Administration. [4] [5] In 1919, the board's contract with U.S. sugar refiners expired, and the responsibility for regulating and licensing sugar companies became a responsibility of the U.S. Attorney General. [2] [6] The board was a furtherance of the U.S. government's efforts to control the sugar industry during the early 20th century. [7] [3]

The board was abolished by President Calvin Coolidge by Executive Order 4475 in July 1926. [2] [8]

Angola is a potentially rich agricultural country, with fertile soils, a favourable climate, and about 57.4 million ha of agricultural land, including more than 5.0 million ha of arable land. Before independence from Portugal in 1975, Angola had a flourishing tradition of family-based farming and was self-sufficient in all major food crops except wheat. The country exported coffee and maize, as well as crops such as sisal, bananas, tobacco and cassava. By the 1990s Angola produced less than 1% the volume of coffee it had produced in the early 1970s, while production of cotton, tobacco and sugar cane had ceased almost entirely. Poor global market prices and lack of investment have severely limited the sector since independence.

The agricultural policy of the United States is composed primarily of the periodically renewed federal U.S. farm bills. The Farm Bills have a rich history which initially sought to provide income and price support to US farmers and prevent them from adverse global as well as local supply and demand shocks. This implied an elaborate subsidy program which supports domestic production by either direct payments or through price support measures. The former incentivizes farmers to grow certain crops which are eligible for such payments through environmentally conscientious practices of farming. The latter protects farmers from vagaries of price fluctuations by ensuring a minimum price and fulfilling their shortfalls in revenue upon a fall in price. Lately, there are other measures through which the government encourages crop insurance and pays part of the premium for such insurance against various unanticipated outcomes in agriculture.

Uganda's favorable soil conditions and climate have contributed to the country's agricultural success. Most areas of Uganda have usually received plenty of rain. In some years, small areas of the southeast and southwest have averaged more than 150 millimeters per month. In the north, there is often a short dry season in December and January. Temperatures vary only a few degrees above or below 20 °C but are moderated by differences in altitude.

As of 2023, the Philippines produced 1,850,000 metric tons of sugar, ranking 17th in the world according to sugar production. In 2005, the Philippines was the ninth largest sugar producer in the world and second largest sugar producer among the Association of Southeast Asian Nations (ASEAN) countries, after Thailand, according to Food and Agriculture Organization. At least seventeen provinces of the Philippines have grown sugarcane, of which the two on Negros Island account for half of the nation's total production, and sugar is one of the Philippines' most important agricultural exports. In crop year 2009–2010, 29 sugar mills are operational, divided as follows: thirteen mills on Negros, six mills on Luzon, four mills on Panay, three mills in Eastern Visayas and three mills on Mindanao. As of crop year 2023–2024, 25 mills are operational. Of 25 sugar mills, 11 have their own sugar refineries. Among the major island groups, Visayas has the most number of operational mills with 17, 13 of which are from Negros Island alone.

In 2014, a trade dispute over sugarcane arose between Mexico and the United States. In August 2014 the United States implemented a series of sugar tariffs on Mexican plantation owners in order to establish minimum prices on sugar. These tariffs were issued after U.S. sugar growers criticized the United States for allowing Mexican sugar growers to flood the United States market with a much cheaper supply of sugar.

The sugar industry subsumes the production, processing and marketing of sugars. Globally, most sugar is extracted from sugar cane and sugar beet.

The sugar industry of the United States produces sugarcane and sugar beets, operates sugar refineries, and produces and markets refined sugars, sugar-sweetened goods, and other products. The United States is among the world's largest sugar producers. Unlike most other sugar producing countries, the United States has both large and well-developed sugarcane and sugar beet industries. Refined sugarcane, processed sugar beet, and high-fructose corn syrup are all commonly used in the U.S. as added sugars to sweeten food and beverages.

There has been a noted shortage of supply of sugar in the domestic market of the Philippines after a poor harvest of for the 2021–22 crop year. This led to the price increase of the commodity and there has been suspicions of traders taking advantage of the situation through hoarding and/or smuggling.

<span class="mw-page-title-main">Theodore Whitmarsh</span> American businessman and politician (1869–1936)

Theodore Francis Whitmarsh was an American businessman and politician. Whitmarsh was active across several industries, including grocery, finance, and manufacturing. During World War I and in its immediate aftermath, Whitmarsh held a variety of posts in the U.S. federal government, most notably as the acting administrator of the United States Food Administration, member of the War Industries Board, and joint director of the American Relief Administration. Whitmarsh was later elected as a director of the Federal Reserve Bank of New York, serving eight years in the role.
