Bhagalpur district is one of the thirty-eight districts of Bihar state, India. Bhagalpur is the oldest district of Bihar. Bhagalpur city is the administrative headquarters of this district.
Rajiv Ranjan Singh also known as Lalan Singh is an Indian politician who is serving as 11th Minister of Panchayati Raj, and 3rd Minister of Fisheries, Animal Husbandry and Dairying since 2024. He is also the Member of Parliament representing Munger in the 17th Lok Sabha from Janata Dal (United). He was the national party president of JDU from 31 July 2021 to 29 December 2023. He was also the former JD(U) Bihar unit President.

The city holds the largest Manasa Puja and one of the largest processions in Kali Puja, an intangible cultural heritage of the region.
Tilka Majhi Bhagalpur University, formerly Bhagalpur University, is a public university in Bhagalpur, Bihar, India. It was established on 12 July 1960, having local colleges initially associated with Patna University. Its campus is around 264 acres (1.07 km2) in area. The name was changed from Bhagalpur University to Tilka Manjhi Bhagalpur University in 1991 in commemoration of Tilka Majhi, a freedom fighter.

Since, Manjhi plays a crucial role for worship and leading the Santal community and revered as Majhi Baba. He took up arms against the British in the 1784, around 70 years before Mangal Pandey.
