TARGET Services (for Transeuropean Automated Real-time Gross-settlement Express Transfer) are payment services operated by the Eurosystem for the euro area and beyond on its proprietary financial market infrastructures.

As of late 2024, TARGET Services included T2 for large payments (which replaced TARGET2 in 2023), TARGET2-Securities (T2S) for securities transactions, and TARGET Instant Payment Settlement (TIPS) for instant payments. [1] [2] A fourth service, the Eurosystem Collateral Management System (ECMS), is to complement the TARGET suite in mid-June 2025. [3]

History

In 1993, as the Maastricht Treaty entered into force, central banks of the EU agreed that all of them should have an real-time gross settlement (RTGS) system, as some had already done in the previous decade. In 1995, they decided to interlink these national infrastructures through a pan-European system that they called TARGET. That original TARGET system duly began operations on 4 January 1999. [4] :61 Its first version had a decentralized structure that consisted of the national RTGS systems of the 12 euro area member states plus those of Denmark (KRONOS), Sweden (E-RIX), and the UK (CHAPS) together with the ECB Payment Mechanism (EPM). [5] :4 On 7 March 2005, Poland was the first new EU member state following the 2004 enlargement to connect to TARGET, via its SORBNET-EURO RTGS system operated by the National Bank of Poland. [5] :14

The first TARGET was replaced with TARGET2, a more centralized system based on a Single Shared Platform (SSP), in stages from November 2007 to May 2008. [6] In addition to euro area countries and those that would adopt the euro in subsequent years (namely Cyprus, Malta, Slovakia and the Baltic countries), Denmark and Poland participated in the migration to TARGET2, [7] :99 whereas Sweden and the UK did not. [4] :66, 79 On 4 July 2011, Romania also connected to TARGET2. [8]

In June 2015, TARGET2 participants were first allowed to open a Dedicated Cash Account (DCA) on the T2S platform, marking the start of the T2S service. [6] In October 2018, T2S allowed settlements in Danish krones (DKK) in addition to those in euros. [9]

TIPS was introduced in November 2018. [10] On 19 February 2024, Sweden completed its integration into TIPS, allowing for TIPS to also settle instant payments in Swedish kronas. [11]

TARGET2 was replaced with T2 in March 2023. [6] T2 and TIPS will also allow settlements of DKK payments in March 2025. [12]

While technically integrated at the European level since the transition to TARGET2 in 2008, TARGET Services are based on contractual arrangements between participants and national entities known as TARGET components. [7] :100 The contractual conditions are harmonized in a formal Eurosystem document known as the TARGET Guideline last updated in 2022. [13]

Controversy

TARGET2 imbalances

During the euro area crisis of the 2010s, cross-country imbalances within the TARGET2 system became an object of heated discussion, particularly in Germany.

Outage

In October, 2020, TARGET2 and T2S experienced an outage for nearly 11 hours. [14]

A payment system is an operational network which links bank accounts and provides for monetary exchange using bank deposits. Some payment systems also include credit mechanisms, which are essentially a different aspect of payment.

The Eurosystem is the monetary authority of the eurozone, the collective of European Union member states that have adopted the euro as their sole official currency. The European Central Bank (ECB) has, under Article 16 of its Statute, the exclusive right to authorise the issuance of euro banknotes. Member states can issue euro coins, but the amount must be authorised by the ECB beforehand.

TARGET2 was the real-time gross settlement (RTGS) system for the Eurozone from its phased introduction in 2007-2008 until its replacement with T2 in March 2023. As such, it was one of the Eurosystem's TARGET Services, replacing the original TARGET RTGS introduced in 1999. Like the other TARGET Services, it was developed and owned by the Eurosystem.

Denmark uses the krone as its currency and does not use the euro, having negotiated the right to opt out from participation under the Maastricht Treaty of 1992. In 2000, the government held a referendum on introducing the euro, which was defeated with 53.2% voting no and 46.8% voting yes. The Danish krone is part of the ERM II mechanism, so its exchange rate is tied to within 2.25% of the euro.

TARGET2-Securities, in shorthand T2S, is the Eurosystem's platform for securities settlement in central bank money. T2S offers centralised delivery-versus-payment (DvP) settlement across several European securities markets, without being itself a central securities depository (CSD) since it does not offer CSD services such as custody or asset servicing.

The Irish Payment Services Organisation Limited (IPSO) was established in June 1997. IPSO was a company limited by guarantee owned by its member banks.

Payments as a service (PaaS) is a marketing phrase used to describe software as a service to connect a group of international payment systems. The architecture is represented by a layer – or overlay – that resides on top of these disparate systems and provides for two-way communications between the payment system and the PaaS. Communication is governed by standard APIs created by the PaaS provider.

EBA Clearing is a provider of pan-European payment infrastructure wholly owned by shareholders that consist of major European banks. It derives its name from the Euro Banking Association which was instrumental in its establishment in June 1998, but has always been a separate organization.

Swish is a mobile payment system in Sweden. The service was launched in 2012 by six large Swedish banks, in cooperation with Bankgirot and the Central Bank of Sweden. It had 8 million users as of July 2022.

<span class="mw-page-title-main">European Payments Initiative</span> Pan-European payment system

The European Payments Initiative (EPI), previously known as the Pan-European Payments System Initiative (PEPSI), is a unified digital payment service backed by 16 European banks and payment service providers. Its aim is to allow European consumers and merchants to make next-generation payments for all types of person-to-person transfers and retail transactions via a digital wallet, called Wero. Wero is based on instant account-to-account payments and will eliminate intermediaries in the payment chain and associated costs.

FedNow is an instant payment service developed by the Federal Reserve for depository institutions in the United States, which allows individuals and businesses to send and receive money. The service launched on July 20, 2023. Banks will be able to build products on top of the FedNow platform. By 2024, hundreds of banks and credit unions were reportedly utilizing the service.

The Digital Euro is the project of the European Central Bank (ECB), decided in July 2021, for the possible introduction of a central bank digital currency (CBDC). The aim is to develop a fast and secure electronic payment instrument that would complement the Euro for individuals and businesses in its existing form as cash and in bank accounts, and would be issued by the European System of Central Banks of the Eurozone.

TARGET Instant Payment Settlement or TIPS is a TARGET Service of the Eurosystem that allows the settlement of instant payments in central bank money. The acronym TARGET stands for Trans-European Automated Real-time Gross-Settlement Express Transfer; other TARGET Services include T2 (RTGS) and TARGET2-Securities.

T2 is a financial market infrastructure that provides real-time gross settlement (RTGS) of payments, mostly in euros. It is operated by the European Central Bank and is the critical payments infrastructure of the euro area. With turnover in the trillions of euros every day, it is one of the largest payment systems in the world. It is one of three so-called TARGET Services, together with TARGET2-Securities (T2S) for securities and TARGET Instant Payment Settlement (TIPS) for fast payments. The acronym TARGET stands for Trans-European Automated Real-time Gross-Settlement Express Transfer.

The Eurosystem Collateral Management System (ECMS) is a unified platform for collateral management in the Eurosystem, intended to support the effectiveness of monetary policy in the euro area. It is one of the Eurosystem's TARGET Services, together with T2 for large payments, TARGET Instant Payment Settlement (TIPS) for instant payments, and TARGET2-Securities (T2S) for securities settlement.
