The Tactics and Rescue Unit (TRU) is the tactical police unit of the Ontario Provincial Police (OPP). It was formed in 1975 in connection with the 1976 Summer Olympics, which had venues in Ontario.
The Tactics and Rescue Unit was formed in 1975 [1] primarily as a counter-terrorist unit for the yachting events of the 1976 Summer Olympics, which took place off Kingston, Ontario. The first team was established on July 1 that year, [2] with 27 OPP officers being selected for five weeks of training. [3] The unit was originally trained by the 3rd Battalion, the Royal Canadian Regiment (3RCR) at Canadian Forces Base, Petawawa, Ontario, [3] and received subsequent training and guidance from forces including the British SAS and the FBI Hostage Rescue Unit.[ citation needed ] After the Olympics, the unit was divided into five five-person teams dispersed around the province; [3] these were consolidated into three teams in the 1980s, after the Royal Canadian Mounted Police formed two emergency response teams within the province. [4] The TRU became full-time in 1989 and became responsible for explosives disposal in Southern Ontario in the early 1990s. [2]
Tactics and Rescue Unit teams respond to high-risk calls in which violence or weapons are known or expected, including barricaded persons, K-9 back-up, prisoner escorts (where there is a high risk of escape or violence), high-risk warrant execution, witness protection, V.I.P. security and hostage rescue.
Incidents when the unit has been implemented include the Ipperwash Crisis in 1995, in which a unit member shot an unarmed protester. [5] [6] The OPP has subsequently made changes in its response strategy and approach to First Nations groups with the objective of minimizing the use of force. [7]
Officers within the OPP wishing to become a member of the Tactics and Rescue Unit must have a minimum of three years' exemplary service. If chosen from their application, they then attend a two-day screening that includes a battery of written exams, psychological testing, an interview before a board, a timed physical fitness test and a firearms assessment course of fire.
The fitness test consists of the applicant donning a 50 lb (23 kg) vest and travelling an overall distance of 3.2 km (2 miles) over a course corresponding roughly to the perimeter of a basketball court. Six task stations are distributed over the course. Within 32 minutes, the candidate must walk 5 laps at a brisk pace and may run 1 lap for a total of six before doing a task station. These six laps along with the six task stations must be successfully completed for the candidate to continue. The candidate may be invited to attend a nine-day selection course, which is considered one of the most difficult non-military selection courses in the world.[ citation needed ]
After successfully completing all of the above requirements, the officer begins tactical training, which totals 14 weeks broken down into three levels. During this time they will learn camouflage and concealment, land navigation, K-9 back-up training, witness and VIP protection, rappeling, basic sniper, stealth clearing, and hostage rescue. If successful they then may be placed in one of the Tactics and Rescue teams, where their physical and tactical training will continue, along with opportunities for more specialized training in for example sniper, explosive disposal or rappel master.
The TRU has three teams across Ontario:
GSG 9 der Bundespolizei, formerly Grenzschutzgruppe 9, is the police tactical unit of the German Federal Police (Bundespolizei). The state police (Landespolizei) maintain their own tactical units known as the Spezialeinsatzkommando (SEK). The identities of GSG 9 members are classified.

The HRT was formed to provide a full-time federal law enforcement tactical capability to respond to major terrorist incidents throughout the United States. Today, the HRT performs a number of tactical law enforcement and national security functions in high-risk environments and conditions and has deployed overseas, including with military Joint Special Operations Command units.
The Ontario Provincial Police is the provincial police service of Ontario. Under its provincial mandate, the OPP patrols provincial highways and waterways, protects provincial government buildings and officials, patrols unincorporated areas, and provides support to other agencies. The OPP also has a number of local mandates through contracts with municipal governments, where it acts as the local police force and provides front-line services.
The Yamam, also called in Hebrew היחידה המיוחדת ללוחמה בטרור and called Israel's National Counter Terror Unit (INCTU) in English, is Israel's national counter-terrorism unit, one of four special units of the Israel Border Police. The Yamam is capable of both hostage-rescue operations and offensive take-over raids against targets in civilian areas. Besides military and counter-terrorism duties, it also performs SWAT duties and undercover police work.
The Emergency Response Team are police tactical units of the Royal Canadian Mounted Police based throughout Canada and are mainly part-time teams. According to the RCMP, the ERT "is a group of highly-trained RCMP members capable of employing specialized weapons, equipment, and tactics to resolve extremely high-risk situations." The ERT is also mandated to assess the situation and determine whether extreme danger or the presence of small arms cannot be easily resolved by RCMP officers on general duties or by other police forces throughout Canada. The ERT offers consulting services to its fellow officers such as firearms files and shootings that involve police officers.
Specialna Enota Policije (SEP) is the police tactical unit of the Slovenian National Police Force. SEP is utilised for counter-terrorism and other high-risk tasks that are too dangerous or too difficult for regular police units.
The Nucleo Operativo Centrale di Sicurezza(NOCS) is the police tactical unit of the Polizia di Stato, one of Italy's national police forces. It operates under the command of the Direzione Centrale della Polizia di Prevenzione.
A police tactical unit (PTU) is a specialized police unit formed and trained to handle situations that are beyond the capabilities of ordinary law enforcement units because of the level of violence - or risk of violence - involved. A police tactical unit's taskings may include executing dangerous search warrants and executing arrest warrants for dangerous persons, arresting or neutralizing dangerous or mentally ill armed persons, and intervening in high risk situations such as shootouts, hostage and terrorist incidents.
The Emergency Task Force (ETF) is the tactical unit of the Toronto Police Service. Created in 1965, it is mandated to deal with high risk situations like hostage taking, emotionally disturbed persons, high risk arrests, warrant service, and protection details. The Emergency Task Force is also responsible for responding to any terrorist incidents that occur throughout the City of Toronto.
The National Task Force, formerly known as the National Task Force of the Swedish Civilian Police, is a police tactical unit within the National Operations Department of the Swedish Police Authority.
The Special Emergency Response Team (SERT) was an elite police tactical unit of the Royal Canadian Mounted Police (RCMP). The SERT was formed in 1986 to provide a tactical capability to respond to major terrorist incidents throughout Canada. The unit was disbanded in 1993 when responsibility for counter terrorist response transferred from the RCMP to the Canadian Armed Forces (CAF).

SERT is based in Brisbane and Cairns to ensure that specialists capabilities are available to support police at any location in Queensland.
The Ipperwash Crisis was a dispute over Indigenous land that took place in Ipperwash Provincial Park, Ontario, in 1995. Several members of the Stoney Point Ojibway band occupied the park to assert claim to nearby land which had been expropriated from them during the Second World War. During a violent confrontation, the Ontario Provincial Police (OPP) killed protester Dudley George. George was armed with a stick when an OPP officer shot him. George subsequently died from his injuries.
